This is management level communications systems work directing through a subordinate supervisor communications systems maintenance, installation and repair for all city departments. The employee in this class is responsible for planning systems modifications, writing specifications, directing special projects and monitoring the progress and completion of all work on city communication systems. The employee in this class is also responsible for participating in the contracting and bidding process and inspecting the vendors completed work. Monitoring the efficiency of a city-wide communications system and serving as a liaison between the communications division, departmental representatives and outside agencies are significant aspects of the work. This employee is on call 24 hours a day in the event of an emergency situation. The work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Reviews technical diagrams and plans of communications systems and related equipment for the planning of possible improvements or to determine sources of continuing systems problems.
Visits work site to inspect ongoing or completed work for conformance to standard trade practices; sees that corrective measures are taken for work that does not conform to standards.
Maintains records, prepares reports, and requisitions materials, supplies and equipment essential to the installation, maintenance, configuration, programming, troubleshooting, testing, inspection and repair of communications systems and equipment.
Directs special projects through completion.
Reviews contractor plans for construction or installation of communications systems to insure maintenance provisions and continuity of communications services.
Writes specifications for communications systems projects.
Presents communications systems plan to supervisor for approval.
Attends pre-bid meetings with vendors to answer any questions they may have concerning the project.
Monitors vendors work to ensure conformance to specifications and inspects the vendors work.
Receives communications systems requests for installation and repair of communications equipment.
Reviews requests and assigns work to subordinate crew chief.
Determines work priority and indicates problems or circumstances requiring special attention.
Reviews reports of completed assignments submitted by crew chief to ascertain if labor, time and material needs are in keeping with established standards; discusses with crew chief circumstances of deviations from standards.
Adjusts records to reflect actual time and expenditures of material.
Reviews test table logs and reports to insure that system problems are corrected.
Advises crew chiefs and crews concerning the more difficult or complex assignments.
Prepares communications maintenance and operational budget projections based upon previous years’ budgets and current and projected projects, current budget and expense reports for the administrative superior and presents them in weekly staff meetings.
Organizes communications services for special events.
Represents administrative superior in meetings with City Departments and private organizations and informs these agencies of the City's requirements.
Reports to work at irregular hours in the event of emergency situations affecting or requiring additional communications systems.
Performs related work as required.
Education equivalent to completion of the twelfth school grade.
ANDTwo years of experience performing communications systems installations, maintenance and repair work or network communications test operating for a municipal government or a private sector organization.
ANDTwo years of experience at the full performance level performing the work of a Communications Technician, and two years of experience in a supervisory capacity at the group leader or crew chief level.
ORAny equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as Communications Systems Manager.
