GENERAL DEFINITION
This is supervisory communications systems work directing a crew of full performance Communications Technicians or supervisory audio-visual systems work directing a staff of Audio Visual Technicians engaged in the operation, maintenance, installation and repair of communications or audio-visual systems and related equipment. An employee in this class participates with subordinates in more complex and difficult assignments. An employee in the Audio-Visual Services specialty supervises the operation and maintenance of audio-visual devices and security systems at the Free Library. This employee receives work requests, prioritizes assignments, delegates and reviews work, and reports on all progress. The employee in the Communications Specialty is on call 24 hours a day in the event of an emergency situation. Work is performed under the general supervision of an administrative superior, involves some disagreeable working conditions and requires light physical effort.
ALLOCATING FACTORS: (The following conditions must be met for a position to be
allocated to this class.)
1. Positions in the Communications Specialty must be located in the city's central agency for communications systems services.
2. Positions in the Audio-Visual Services Specialty must be located in the Free Library.
3. Positions in this class must supervise a crew of Communications Technicians or Audio-Visual Technicians engaged in the maintenance, installation and repair of communications or audio visual systems and related equipment.
4. Positions in the Communications Specialty class must participate with full performance Communications Technicians in more complex and difficult assignments.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL SPECIALTIES
Plans and assigns work for a group of Communications or Audio Visual Technicians engaged in the installation, maintenance, configuration, programming, troubleshooting, testing, inspection and repair of communications or audio-visual systems and equipment.
Performs related work as required.
AUDIO-VISUAL SERVICES SPECIALTY
Plans and supervises, through subordinate audio-visual staff, audio-visual services and functions such as event presentation production, film content circulation, film inspection and maintenance, film and video preview; plans and supervises, through subordinate staff, set-up, installation, programming and troubleshooting of digital, web-based security systems and related audio-visual equipment; interacts with information technology staff, contractors and other city departments for audio-visual projects; responsible for complex design, operation and maintenance of audio-visual and facility security systems; assigns and monitors work on audio-visual and multi-media devices; reviews work; establishes and modifies work methods, schedules, and priorities; resolves complex audio-visual problems with equipment or services.
Maintains inventory control, statistical data and related records; compiles reports on audio-visual services; orders supplies and equipment; develops and maintains vendor and services contracts; evaluates new devices and equipment and makes recommendations for purchase; prepares budget requests for audio-visual services and systems.
Identifies training needs for audio-visual services; develops and implements training activities for staff; participates in interviews and hiring; approves leave requests; maintains records of employee leave and monitors paid leave; addresses employee grievances; evaluates employee performance.
Participates in departmental policy development regarding audio visual services; serves on committees and attends meetings.
Performs related work as required.
COMMUNICATIONS SPECIALTY
Monitors work on communications equipment such as, but not limited to, data and telephone communication lines, patch panels, circuits and circuit boards, wiring, switching equipment, wiring frames, computer cables, modems, fax machines, scanners, printers, cable televisions, power apparatuses, computer systems, networks, fiber optic cables and related equipment; gives technical advice or instruction necessary to expedite work; receives reports of work performed, problems encountered, and supplies expended.
Makes tours of work sites to observe work in progress to determine that it is performed in accordance with plans, and that proper electrical and safety standards are observed.
Receives requests for communications work from supervisor and makes cost, time and material estimates for projected jobs as required; prepares rough sketches and diagrams as necessary; prepares requisitions for parts and supplies used in regular maintenance and repair programs, and, on occasion, for new construction; keeps inventory of supplies on hand.
Prepares activity reports either by notations on work requests or by formal periodic summaries itemizing activity performed and supplies expended.
Trains Communications Technicians in all aspects of work.
Performs full performance communications systems work as required by job assignment.
Reports to work at irregular hours in the event of emergency situations affecting the city’s communications systems.
Performs related work as required.

AUDIO VISUAL SERVICES SPECIALTY

· direct the work of full performance communications technicians engaged in the maintenance and repair, and occasional alteration and installation of a wide variety of communications systems and equipment, including that using high voltages.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/15.)
EDUCATION:
ALL SPECIALTIES
Education equivalent to the completion of the twelfth school grade.
COMMUNICATIONS SPECIALTY
AND
GENERAL EXPERIENCE:
Two years of experience performing communications systems installations, maintenance and repair work or network communications test operating for a municipal government or a private sector organization.
AND
SPECIFIC EXPERIENCE:
Two years of experience at the full performance level performing the work of a Communications Technician.
AUDIO-VISUAL SERVICES SPECIALTY
AND
GENERAL EXPERIENCE:
Two years of experience performing technical work in an audio-visual services program participating in the proper distribution, operation, maintenance, and minor repair of a variety of projection, sound, and computerized equipment for presentations and special events.
AND
SPECIFIC EXPERIENCE:
Two years of full performance level experience performing technical work in the operation, installation and maintenance of audio visual systems with responsibility for set up, installation, operation, testing, and troubleshooting of audio and video equipment related to presentations, performances and security functions.
Note: Successful completion of an Associate’s degree from an accredited college or university in audio-visual technology, film production, media studies, communications or related field can substitute for one year of the general experience for the Audio-Visual Services Specialty only.

Any equivalent combination of education and experience determined acceptable by the Office of Human Resources.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Communications/Audio-Visual Systems Crew Chief.
