INDUSTRIAL ELECTRICIAN GROUP LEADER
This is supervisory industrial electrical work directing electricians engaged in alteration, installation, maintenance and repair of electrical switchgear, equipment, and fixtures at a large and diversified industrial plant complex in the Water Department, at the Department of Public Property or at the Airport. A significant aspect of the work is directing the on-going repair and maintenance of high-voltage primary and peripheral equipment within a large city-owned industrial complex typified by multiple, interconnected power distribution systems and extensive industrial electrical component systems and equipment. Employees work in a large industrial water utility plant or the city's international airport complex. Ensuring that work assignments are carried out in accordance with National Electric Code (NEC), applicable regulations and standard trade practices is significant to the work. Work in the Airport requires the application of Federal Aviation Administration regulations. Work involves conditions which can only partially be controlled and includes light physical effort. Employees are supervised by a maintenance supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions must supervise a group of Industrial Electricians and other electrical staff.
2. Positions must be located in one of the City's water or wastewater process plants, or water pumping stations in the Water Department, or at the Airport, or at a large and diversified industrial plant complex at the Department of Public Property.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs a group of Industrial Electricians engaged in the on-going repair and maintenance of high-voltage primary distribution equipment within a large city-owned industrial complex or facility typified by multiple, interconnected power distribution systems and extensive industrial electrical component systems and equipment; performs work in confined spaces such as dry well and wet well locations to maintain and repair equipment including bar rack and bar screens and pumps.
Plans, assigns, and directs work for a group of Industrial Electricians engaged in the alteration, installation, maintenance and repair of 13.2KV primary distributions equipment, electrical switchgear, equipment, and fixtures at a large and diversified industrial plant complex or other city-owned or city-operated facility; provides technical advice or instructions necessary to expedite and complete work; receives reports of work performed, problems encountered, and supplies expended.
Interprets schematics and diagrams depicting interconnected electrical systems and troubleshoots these for repair purposes.
Tours work sites to observe work in progress and completed to determine that it is in accordance with approved plans and regulations and standards; assures that proper electrical regulations and safety standards are observed; installs, participates in and tests the installation of new circuits according to National Electrical Code (NEC) standards.
May install and repair plant alarm and security camera systems including fire alarm system.
Reviews plans for contracted electrical alterations to determine compatibility with existing systems; makes recommendations concerning electrical matters during contractors' meetings.
Receives and reviews requests for electrical work from supervisors and prepares cost, time and material estimates for projected jobs; prepares requisitions for parts and supplies used in regular maintenance and repair programs; maintains an inventory of supplies on hand.
Interacts with external contractors and companies to ensure existing systems are not damaged and new connections and materials are in accordance with plans and codes.
Establishes and enforces preventive maintenance schedules for industrial electrical equipment; prepares activity reports either by notations on work requests or by submitting periodic summaries itemizing activities performed and status of supplies; utilizes computerized maintenance management software to plan, track and record work, cost and repair history; schedules and prepares site for preventative maintenance, collaborates with PECO as needed.
Trains subordinate Industrial Electricians in all aspects of work in the maintenance and repair of electrical equipment.
Performs electrical work as job requires.
Performs related work as required.
AIRPORT ASSIGNMENT
Supervises industrial electricians who install, inspect, rebuild, repair, and maintain lighting systems, lights, and beacons at Philadelphia Airports in compliance with Federal Aviation Administration (FAA) regulations and recommendations; directs the repair and maintenance of precision approach path indicators (PAPI) lighting systems, 5KV runway end identifier lights (REIL) systems and runway distance remaining sign lighting systems, and Air Traffic Tower Auxiliary control stations and related wiring.
Directs industrial electricians who install, rebuild, and repair all street and signage lighting in and around the airport, automatic ticketing machines; maintains and operates a two-way radio to communicate with the air traffic control tower; utilizes supervisory control and data acquisition (SCADA) systems to assist in diagnosing system problems or to control mechanical or lighting systems; supervises industrial electricians who maintain and repair lead acid-type batteries used for control circuit in air circuits and emergency generator systems and who may work in wet or dry wells of the Airport’s sewage lift station or electrical vaults.
PUBLIC PROPERTY ASSIGNMENT
Supervises industrial electricians who maintain, troubleshoot, and repair a variety of 5KV electrical switchgears, multi-phase motors, equipment and fixtures in large, multiplex City-owned facilities; supervises the utilization of cathode ray tube terminals to diagnose system problems; reviews the repairs and maintenance of lighting systems, including circuiting and timers; reviews repairs made to electrical inputs and outputs from gasoline, natural gas, or diesel-powered emergency generators; monitors the installation and repair of alarms and security camera systems.
Directs industrial electricians who may work on electrical equipment in wet wells thirty feet below ground or in towers two hundred feet in the air in overhead cranes and lifts.
WATER ASSIGNMENT
Supervises industrial electricians and other electrical staff who install, inspect, rebuild, repair and maintain 5KV electrical systems and equipment at water and wastewater process plants, pumping stations and other Water Department facilities; directs the maintenance, repair and troubleshooting of multi-phase motors such as those used to run pumps, compressors and valves, adjustable frequency drive (AFD) and variable frequency drives (VFD) and their associated motors and direct current drive motors; utilizes supervisory control and data acquisition (SCADA) systems to assist in diagnosing system problems or to control mechanical or lighting systems; directs the disassembly of starters, and revamping of water towers, roof mounted lighting and other elevated light fixtures; maintains lighting systems and components including contactors, timers, photocells, and lamps; supervises the fabrication of electrical equipment to solve problems or enhance the electrical systems.
Works with PECO Energy to determine causes of power outages and the corrective measures needed, including safety procedures such as lock-out/tag-out, and racking out circuit breakers; assists operations personnel with resetting and restarting equipment after restoration of electrical power following a planned shut-down or power out; coordinates with Facility Supervision and Management to provide information updates, explanation of problems and solutions, plans and implements temporary measures to minimize the impact of the outage; provides electrical expertise for capital project designs that affect electrical equipment.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/19.)
EDUCATION:
Equivalent to the completion of the twelfth school grade.
GENERAL EXPERIENCE:
Four years of experience in the electrical trade at the full performance level in the installation or repair of electrical systems utilizing switchgear and relays powered by at least 440 volts.
AND
SPECIFIC EXPERIENCE:
Three years of full performance experience performing such work on high-voltage primary distribution equipment of at least 13.2 KV in a large industrial plant facility, pumping station or other water conveyance facility in the Water Department, the Department of Public Property facility, or the Airport.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which includes the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as an Industrial Electrician Group Leader if required by work assignment.
Possession of a valid electrical contractor’s license issued by the Philadelphia Department of Licenses & Inspections at the time of appointment, if required by work assignment.
Positions in the Airport must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
