INDUSTRIAL ELECTRICIAN 2
GENERAL DEFINITION
This is skilled industrial electrician work at the advanced performance level in one of the City’s water or wastewater processing plants, water pumping stations, at the Airport, or at the Department of Public Property. Employees are responsible for the alteration, installation, maintenance and repair of electrical switchgear, equipment, and fixtures at a large and diversified industrial plant complex or at the Airport. The class is distinguished from other electrician classes by the on-going repair and maintenance of high voltage primary and peripheral equipment within a large city-owned industrial complex typified by multiple, interconnected power distribution systems and extensive industrial electrical component systems and equipment. Work assignments are carried out in accordance with the National Electrical Code (NEC), standard electrical practices, and general work instructions. Work in the Airport requires the application of Federal Aviation Administration (FAA) regulations to repair and maintain electrical and lighting equipment used to guide commercial aircraft, awareness of hazards inherent in an airport environment and terminal electric equipment for proper operation of the Airport. Positions located in the Water department are involved in the repair of equipment necessary for the proper operation of the plant. Positions located in the Department of Public Property are involved in the repair of equipment at city owned or operated facilities. Employees are supervised by an Industrial Electrician Group leader, maintenance supervisor, or superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
• Positions must be responsible for the maintenance and repair of high voltage primary and peripheral distribution equipment within a large city-owned industrial plant complex or Airport typified by multiple, interconnected power distribution systems and extensive industrial electrical component systems and equipment.
• Positions must be located in one of the City's water or wastewater processing plants, water pumping stations, at the Airport, or at the Department of Public Property.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL ASSIGNMENTS
Performs on-going repair and maintenance of high voltage primary distribution equipment within a large city-owned industrial plant complex or at the Airport typified by multiple, interconnected power distribution systems and extensive industrial electrical component systems and equipment; reviews power distribution schematics and diagrams of high-voltage primary and peripheral distribution systems; determines the scope of work and supplies required and the impact repair work will have on the overall electrical network; notifies superior in anticipation of any equipment shut downs or work that may impact other equipment in the electrical system.
Inspects, maintains, and repairs 13.2KV primary distribution equipment; uses ammeters, voltmeters, meggars, amprobes, statiscopes, strobescopes, hydrometers, and various multi-amp test sets; repairs and maintains switchgear and transformers from 13.2KV to 4.16KV; opens breakers at line and load sides; racks out the breakers and associated equipment; performs preventive maintenance by meggaring insulations resistance to ground; cleans contacts and checks connections for tightness; tests overload and concurrent relays; performs high voltage cable splicing.
Inspects, maintains, and repairs electrical power lines and control circuit components of large industrial equipment, such as large pumps, feeding and mixing mechanisms, incinerators, furnaces, digesters, flocculation and aeration tanks, heat exchangers, multi‑stage air compressors, bar screens, chain set ups, centrifuges and cryogenic, chemical feed and large rotating equipment; reviews power and control circuit schematics and diagrams and troubleshoots and diagnoses problems; dismantles and partially dismantles electric components of motors and mobile electrical generator units and inspects for defects; removes and disconnects component parts; reassembles and tests electrical components for proper operation.
Troubleshoots the circuiting and control wiring of PECO meters using PECO's schematics.
Troubleshoots, repairs, and maintains D.C. storage batteries including lead acid and nickel cadmium and chargers used to trip out switchgear without power; repairs and maintains the wiring and controls of overhead cranes and outdoor hoist cranes.
Repairs and maintains battery powered industrial lift trucks, electrical gates, cranes and hoists, other electrical equipment including programmable logic controllers (PLC) for electrical equipment.
Bends and installs conduit using a hickey and hydraulic benders.
May provide guidance and instructions to lower level electricians.
May assign routine manual tasks such as cutting wire, replacing fixtures and carrying tools to trades helpers or laborers; reviews work for conformance to instruction.
Inspects a variety of electrical equipment such as heating, ventilating, and air conditioning systems for operating efficiency; disconnects, disassembles, cleans, and repairs or replaces worn or damaged parts.
Operates and uses a high-ranger bucket truck.
May make estimates of time, money, and materials needed.
Performs related work as required.
AIRPORT ASSIGNMENT
Installs, inspects, rebuilds, repairs, and maintains lighting systems, lights, and beacons at an airport in compliance with Federal Aviation Administration regulations and recommendations; builds, repairs, and maintains runway centerline fixtures, taxiway centerline fixtures, runways and taxiway edge lighting fixtures; repairs and maintains 6.6 AMP taxiway and runway guidance signs; repairs, calibrates and maintains a precision approach path indicator (PAPI) lighting system; maintains, adjusts and repairs constant current regulators; maintains and repairs 5KV runway end identifier light (REIL) system and runway distance remaining sign lighting system; may maintain, repair, or replace generators and related electrical systems; troubleshoots and replaces defective series to series isolated transformers; maintains and repairs Air Traffic Tower Auxiliary control stations and related wiring; maintains and repairs 6.6 AMP/20 volt series adapter type airfield cones; repairs and maintains power supply for jetbridge and baggage conveyor systems..
Installs, rebuilds, and repairs all street and signage lighting in and around the airport; repairs and replaces fixtures, ballasts, and feeds; repairs and maintains automatic ticketing machines; repairs and replaces loop circles and metal sensors; repairs and maintains airport terminal building lighting and electrical systems; lays out lighting for power circuits; rebuilds fixtures, changes bulbs and ballasts, removes and replaces ceiling tiles, and performs routine electrical maintenance; may make repairs and corrections to electronic master clock system; operates a two-way radio to communicate with the air traffic control tower to receive permission to go out on or to cross airfield.
May utilize supervisory control and data acquisition (SCADA) systems to assist in diagnosing system problems; troubleshoots around and through multiplexers and other digital and electronic equipment; determines if problem is electrical, electronic or mechanical in nature.
Maintains and repairs lead acid-type batteries used for control circuit in air circuit type power breakers and emergency generator starting systems.
May work in wet or dry wells of the Airport's sewage lift station or electrical vaults.
WATER ASSIGNMENT
Maintains, troubleshoots, and repairs a wide variety of industrial plant motors including one, two, and three phase motors such as those used to run pumps, compressors and valves; troubleshoots and repairs adjustable frequency drive motor and D.C. drive motors; adjusts frequency drives; breaks apart end bells and rotor; cleans, bakes, and tests stator; removes and replaces worn bearings and brushes; disassembles starters; cleans contacts, relays timers and potentiometers; calibrates trip settings on breakers and overloads; repairs limit switches; relamps towers and roofs.
Utilizes CRT terminals to assist in diagnosing system problems; troubleshoots around and through multiplexers and other digital and electronic equipment; determines if problem is electrical, electronic or mechanical in nature, including power systems (UPS).
Repairs and maintains plant lighting systems; installs high pressure sodium lighting systems, including circuiting and timers. Inspects and repairs the electrical inputs to and outputs from the gasoline, natural gas, or diesel-powered emergency generators; installs and repairs plant alarm and security camera systems including fire alarm system.
May work on electrical equipment in wet wells thirty feet below ground, in towers two hundred feet in the air, and in overhead cranes and lifts.
Designs and fabricates electrical equipment to solve problems or enhance the electrical systems; installs it into the system with engineering approval.
PUBLIC PROPERTY ASSIGNMENT
Maintains, troubleshoots and repairs a wide variety of electrical switchgear, three phase motors, equipment and fixtures in City facilities; utilizes CRT terminals to assist in diagnosing system problems; troubleshoots around and through multiplexers and other digital and electronic equipment; determines if problem is electrical, electronic or mechanical in nature, including power systems (UPS).
Shuts down or switches power to repair or replace worn or damaged parts; layouts, installs and tests the installation of new circuits according to the National Electrical Code (NEC) standards.
Repairs and maintains lighting systems; installs high pressure sodium lighting systems, including circuiting and timers; inspects and repairs the electrical inputs to and outputs from gasoline, natural gas, or diesel-powered emergency generators; installs and repairs plant alarm and security camera systems including fire alarm system; may work on electrical equipment in wet wells thirty feet below ground, in towers two hundred feet in the air, and in overhead cranes and lifts.

· work from an aerial platform bucket truck, or other comparable vehicle to perform repair or maintenance of elevated electrical equipment.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/11.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Two years of full performance level experience in the electrical trade including one year of experience in the installation or repair of electrical systems utilizing switchgear and relays powered by at least 440 volts.
AND
SPECIFIC EXPERIENCE:
Two years of experience performing such work on high-voltage primary distribution equipment of at least 13.2KV in a metropolitan airport or a large industrial facility.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which includes the specific experience described above.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in the Industrial Electrician 2 class if required by work assignment.
Possession of a valid electrical contractor’s license issued by the Philadelphia Department of Licenses & Inspections at the time of appointment, if required by work assignment.
Positions in the Airport must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
