GENERAL DEFINITION
This is second supervisory level work directing Industrial Electrician Group Leaders, Industrial Electricians, Electricians and Trades Helpers engaged in a maintenance and repair program at the City's two municipal airport facilities. Employees in this class are responsible for ensuring the scheduling and completion of work assignments based on a preventive maintenance program and alteration, installation and repair projects. Work includes reviewing plans for electrical work, determining the feasibility of, and making recommendations for plan improvements. Frequent contact with electrical and civil engineering personnel to provide technical advice concerning proposed electrical modifications and construction is an important aspect of the work. Work is performed under the direction of a higher-level maintenance manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
• The positions must be responsible for directing several electrical crews through subordinate Industrial Electrician Group Leaders.
• The positions must be responsible for supervising the alteration, installation, maintenance and repair of electrical systems, equipment and components at municipal airports.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plans, assigns and directs through subordinate supervisors, work for a group of Industrial Electricians, Electricians and Trades Helpers, engaged in the alteration, installation, maintenance, and repair of electrical and electronic systems and equipment; gives technical direction or instruction necessary to expedite work; receives reports of work performed, problems encountered, and supplies expended.
Assists in the review of tenant proposals for modifications to or construction of electrical systems and equipment to determine feasibility; advises tenants on planning modifications; advises airport engineering staff concerning approval of tenant proposals and makes recommendations for planned modifications.
Assists in the review of proposed contracts for airport field and street lighting and all other airport electrical construction and recommends planning modifications; reviews plans for contracted alterations to determine compatibility with existing systems; makes recommendations concerning electrical matters in meetings with management personnel; writes specifications for equipment and materials suitable to the needs of the Airport facilities.
Tours areas of responsibility, noting discrepancies and possible improvements; makes spot checks of work in progress to determine that it is being performed in accordance with approved plans and F.A.A. regulations; assures that proper electrical safety standards are observed.
Provides input in establishing and enforces a preventive maintenance program for electrical equipment.
Receives requests for electrical work from airport management or tenants; prepares cost, time, and material estimates for projected work; prepares rough sketches and diagrams as necessary.
Keeps records of time and material spent on each job; prepares all requisitions for equipment, parts, and supplies used in routine maintenance or new construction; makes recommendations to stores center concerning materials required; keeps inventory of electrical supplies for routine and emergency use.
Prepares periodic reports, including annual summaries of activities performed and supplies expended; discusses budget and finances with superior; makes recommendations to superior as to how budget for electrical maintenance should be spent; assists superior with operating budget proposal.
May participate in the more complex electrical work to insure the continued operations of machinery, the automation of electromechanical processes or for instructional purposes.
Uses the System Control and Data Acquisition System (SCADA) to diagnose and control all electrical distribution throughout the airport; monitors Airfield lights, directional signs, beacons and runway approach lighting systems, in accordance with Federal Aviation Administration (FAA) regulations; calibrates the Airfield Lighting Control System (ALCS) to correctly control the Airfield lights; monitors power in the terminal such as lights for tenants, general concourse lighting, tunnels and roadways; inspects, tests and monitors emergency generators and uninterrupted power supplies (UPS) to insure emergency power supply; addresses service calls for power outages, tripped breakers, and/or contractor needs.
Trains Airport Industrial Electricians, Airport Electricians and helpers in all aspects of the work in a metropolitan Airport facility.
Ensures the proper disposal of old lighting fixtures in accordance with City mandates.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the tools, materials, equipment, methods and practices of the electrical trade.
• principles and theory of electricity.
• the occupational hazards and safety precautions required in work with high or low voltages.
• high voltage electrical systems used to supply power to FAA‑regulated radar and navigational systems.
• the use and maintenance of automated electronic control systems used to control electrical and electromechanical processes

• the ordinances and regulations governing electrical installations, especially FAA regulations concerning airport safety and security systems.
• the principles and theories of airfield lighting systems.

SKILL IN:
• the care and use of tools, equipment, and testing devices used in maintaining airport electrical and electronic systems.
ABILITY TO:
• direct through subordinate supervisors the work of full performance level electricians and helpers engaged in the installation, alteration, maintenance and repair of a wide variety of electrical and electronic systems and equipment, including those using high voltage in a metropolitan Airport facility.
• evaluate feasibility of proposed electrical construction plans and recommend plan modifications to improve their effectiveness and their compatibility with assisting systems.
• detect and repair defects in a variety of electrical and electronic systems and equipment, including that using high voltages.
• interpret technical sketches and blueprints.
• project needs and to procure tools, equipment and materials in order to insure continuity of work.
• establish and maintain effective working relationships with utility company representatives, contractors, tenants, federal officials, and associates.
• keep records and prepare work status reports
• follow TSA rules and regulations
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/17).
EDUCATION:
Equivalent to the completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Five years of experience in the electrical trade, three years of which are at the full performance level.
AND
SPECIFIC EXPERIENCE:
Two years of experience supervising a crew of industrial electricians and helpers installing and repairing electrical systems utilizing switch gear and relays powered by at least 13.2KV at municipal airports.
Any equivalent combination of acceptable training and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as an Airport Electrical Services Supervisor.
Positions in the Airport must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
