ELECTRICIAN 2

 

GENERAL DEFINITION

 

This is full performance level electrical systems work in the alteration, installation, maintenance and repair of the City's electrical infrastructure, wire and cable/lines.  An employee in this class performs preventive maintenance of the systems and repairs a wide variety of the system components and equipment.  Work includes inspecting, testing, diagnosing and installing system components and equipment. This class is differentiated from the lower level class in the series by the responsibility for independently performing the full scope of electrical troubleshooting, diagnosing and repairing work. Work is performed under the supervision of a technical supervisor and involves physical effort and exposure to disagreeable environmental conditions.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class)

·       Positions in this class are responsible for performing preventive maintenance of the system and repairing a wide variety of the system components and equipment.

·       Positions in this class are responsible for inspecting, testing, diagnosing and installing system components and equipment.

·       Position in this class are responsible for independently performing the full scope of work involved in troubleshooting, diagnosing and repairing electrical system components and equipment.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Performs preventive maintenance of electrical system components and equipment; inspects and repairs  cable/line and electrical equipment on power distribution systems up to 13.2 KV; troubleshoots problems in various electrical systems; checks switches, switchgears, panel and power boxes, circuit breakers, transformers, power feeds, receptacles, relays, and wiring for proper functioning, using ammeters, voltmeters, and other testing equipment; splices multiple conductor communication cable; tests completed splices for electrical continuity and insulation; locates non-or mal-functioning components; shuts down or switches power to repair or replace worn or damaged parts; calculates design and materials; lays out, installs, and tests the installation of new circuits according to National Electrical Code (NEC) standards and other applicable regulations.

          Inspects, tests, diagnoses, repairs, or installs a wide range of A.C./D.C. electrical equipment such as fans, emergency generators, appliances, kitchen equipment, tools, alarm systems, office equipment, lab equipment, heating and hot water systems; checks for sufficient electrical power to the system and operating components, and determines if non-electrical or outside repair services are required; erects, hooks up, operates, and maintains lighting, electrical and sound systems for temporary situations; operates generators incidental to the completion of assigned tasks.

          Re-lamps, disassembles, tests, diagnoses, repairs, rewires, and replaces mal-functioning parts, and reassembles all types of light fixtures such as, sodium, mercury vapor, quartz-halogen, fluorescent, incandescent or other types of light fixtures; repairs, replaces, or installs new fixtures inside buildings, atop roofs or other outside structures, on outside walls, pole lighting, ground level, in fountains, or in/on other locations that employ lights; repairs, or adjusts lighting related equipment such as timers, relays and switches, photo cells, or other devices that activate lighting.

          Removes junction and terminal boxes, steps and other appurtenances; installs terminal and junction boxes; half-taps multiple conductor communications cable in junction boxes; pulls slack from cable using a snatch block; installs police and fire boxes on poles and taps them into circuit.

          Trouble-shoots fire signal system circuits by following schematic drawings and having a test-panel operator tap signal to various fire boxes on a given circuit; locates trouble in overhead communications cable using test instruments such as a voltmeter and millimeter; re-taps wires in junction boxes and replaces cracked insulators to clear lines; installs terminal and fuse strips.

          Erects, connects, operates and maintains generators incidental to the completion of assigned tasks.

          Strips poles of mast arms, luminaries, all connecting wires; bolts new bracket and luminaries to poles, tapes street light wires to the electric company's secondary power lines; trouble-shoots faulty street lights using the appropriate instruments; replaces defective street light wires, light head fixtures, and ballasts; replaces alley light fixtures and poles with new units; removes damaged street light poles, installs new poles and repairs concrete foundations; performs such duties together with unskilled and semi-skilled workers.

          May repair or replace underground cable/lines incidental to the repair of the City's street lighting system; may remove branches and leaves obstructing the maintenance of luminaries and overhead cables/l­ines; climbs poles; installs steps, chairs, and other appurtenances to poles; operates a truck bucket attachment to reach traffic and lighting fixtures.

          Enters manhole to locate trouble in multiple conductor communications cable/lines; uses various testing devices such as twenty-cycle tone, headset and 76-A test set to determine the presence of open circuits, shorts, grounds or crosses; removes and pieces in new wires to re-make junction boxes.

          Splices multiple conductor communication cable/lines at junction boxes, expressway phones, two-way radios, fire boxes and to various types of communication equipment; tests completed splices for electrical continuity and insulation by means of special test devices such as voltmeter, millimeter and headset; installs TV systems and microwave cable.

          Locates trouble in traffic signal system cable/lines by using a test lamp to detect grounded and ungrounded cable; makes spot openings into the electrical company's cable/lines and conducts stat scope tests to locate secondary power cable/lines to be tapped to obtain a power supply for the traffic signal system; splices into the traffic system; performs preventive maintenance on all traffic control cable/lines by remaking original splices.

          Waterproofs splices by wrapping joints, and using plastic sleeves and guards, and epoxy and sealants; may use a paraffin lead sleeve and connect lead sleeve to cable sheathing by wiping on a solder joint.

          Assists and participates in the removal of traffic signal standard and sets new standards and poles; taps traffic signal lights into the Electric Company's secondary power cable/lines; taps traffic signal head into traffic signal standard.

          May assign trades helpers and laborers to perform routine tasks such as, cutting and pulling wire and cables, replacing fixtures, digging trenches and carrying tools and parts; instructs helpers to perform various routine facilitating and repair tasks such as, heating solder, cleaning lead sleeves and obtaining tools required to perform the task at hand; reviews their work for conformance to instructions; tests completed work for proper connection and operating efficiency.

          Inspects timing mechanisms, motors, flasher units and wiring systems for evidence of blown fuses, short circuits and loose wires; replaces blown fuses, replaces burnt wires or splices into spare conductors; at knockdowns and in other emergencies may place system on flash, and secure loose wires or erect regulatory signs.

          Removes and replaces damaged, malfunctioning and non-functioning signal control and sensing units; replaces sockets and bulbs in traffic lights; cleans and replaces lenses and visors.

          Disassembles electrical control and sensing units; uses ammeters, voltmeters, test lamps, and other testing devices to locate the causes of malfunctioning and non-functioning units; rewires and repairs or replaces worn or damaged parts; reassembles and tests repaired units.

          Lays out, assembles, sets up, installs and tests new electrical signal and control apparatus and wiring for power and lighting; connects wiring to switches and controls; oils and adjusts timing devices; uses a stop watch to check signal operation and to synchronize individually timed and operated signal installations; may assist other electricians with specifically assigned tasks requiring more than one worker.

          May assign semiskilled or unskilled workers routine manual tasks such as cutting and pulling wires, digging trenches and carrying tools; reviews work for conformance to instructions.

          Answers calls for traffic control service by driving light utility trucks equipped with ladder; places and/or adjusts traffic signs as required to make location safe.

          Performs work in varying conditions year round, indoors and outdoors; uses step or extension ladders, scaffolds, lift platforms, bucket trucks; climbs poles; performs work on high catwalks and poles, in crawl spaces and underground, on rooftops, on bridge cranes and other varied situations; may operate equipment and drive truck to assignments.

          Performs work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       the methods, practices, materials, tools and equipment used in the electrical wiring and cable­/line work trade.

·       the principles and theory of electricity

·       the occupational hazards of, and safety precautions required in, the electrical wiring and ca­ble/line work trade, including work with high voltages, working at heights and working in underground spaces

·       the City regulations and codes governing electrical installation, equipment, and appliances

·       the mechanical and electrical operation of synchronous motors and relays

·       the maintenance and repair of high voltage wiring, cable and other electrical lines, if required by job assignment

SKILL IN:

 

·                installing, altering, repairing, maintaining, and locating defects in a variety of electrical equipment and systems

·                the care and use of the electrician and line worker tools, testing devices and other equipment

ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/08).

 

EDUCATION

 

Education equivalent to the completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE

 

Four years of experience installing, repairing and maintaining electrical equipment powered by at least 440 volts.

 

OR

 

EDUCATION

 

Completion of post high school electrician trades program from an accredited technical institute, trade school or college, including possession of a diploma indicating completion of all program curriculum requirements.

 

AND

 

GENERAL EXPERIENCE:

 

Two years of experience installing, repairing and maintaining electrical equipment powered by at least 440 volts.

 

OR

 

          Possession of a valid electrical contractor’s license, issued by the Philadelphia Department of Licenses & Inspections, at time of application.         

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Common­wealth of Pennsylvania prior to appointment and during tenure of employment as an Electrician, if required by work assignment.

          Possession of a valid Electrical Contractor’s license issued by the Philadelphia Department of Licenses and Inspections at the time of application and during tenure of employment, if required by job assignment.
