ELECTRONIC VOTING MACHINE TECHNICIAN GROUP LEADER

This is supervisory work directing a group of technicians and trades helpers engaged in the preparation, adjustment, maintenance and repair of electronic voting machines.

Employees in this class direct and may participate in the preparation of election materials and the programming, maintenance and technical set-up of electronic voting machines for all primary, general and special elections. Assignments are stable in nature and are carried out in accordance with standard electronic voting machine maintenance and repair practices and general election procedures. Ensuring the proper distribution of machines to designated polling sites and maintaining inventory of all electronic voting machine components are significant aspects of the work. An employee in this class participates in the city's voting machine maintenance and repair program. Work is performed under the supervision of a technical superior and requires light physical effort.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

• Positions in this class must be responsible for supervising a group of technicians and trades helpers engaged in the preparation, maintenance and repair of electronic voting machines.
• Positions must be assigned to the City Commissioners

• Supervises subordinate technicians and helpers engaged in the preparation, set-up, delivery, maintenance and repair of electronic voting machines for all primary, general and special elections; assigns work to subordinates in accordance with priorities and objectives; directs the set-up and testing of all electronic voting machines prior to polling site delivery; directs and participates in the printing of ballots using windows-based software and plotter printers; sorts ballot labels into voting division, ward and district area; assigns ballot labels to technicians for insertion into voting machines; ensures ballot labels are placed in the proper slots.
• Directs the installation, programming and testing of all electronic voting machine components in accordance with machine service codes; tests memory cartridges; performs test election procedures; prepares sample voting machine set-ups for the districts, wards and divisions; tests each unique set-up to assure proper recording of votes by the machine in polling places; certifies test records; records seal numbers prior to polling site delivery; ensures audio is recorded for hearing impaired voters; ascertains that voting machines are covered and shipped to polling places in accordance with bills of lading; directs and participates in the transport of voting machines to the warehouse loading dock for delivery to polling sites; operates forklift to transport voting machines.
• Directs the return of all voting machines to their proper assigned space for storage; inspects voting machines returned after election for improper operation and damaged parts; documents any needed repairs; safeguards and distributes keys needed to open the voting machines to the technicians; directs the retrieval of election results from memory cartridges.
• Instructs technicians in the proper troubleshooting and repair of malfunctioning parts such as electronic boards, printers, wheels, shocks, latches, actuator assemblies, door rods, switches, fuses and light bulbs instructs technicians in the proper use of hand tools and equipment used to test circuitry and make repairs such as OHM meters, screw drivers, allen wrenches, chip pullers, diagonal cutters and assorted picks; assigns technicians to make repairs; prepares the daily schedule for all warehouse personnel; tests and votes on repaired machines to ascertain the adequacy of repairs; makes floor inspection of voting machines to insure that the numbers registered on the public and candidate counters from the previous election have been cleared to zero; ensures data from previous election has been cleared from memory cartridges.
• Maintains inventory of all electronic voting machine parts to be installed or shipped back to the manufacturer; directs temporary workers engaged in shipping and receiving of the electronic voting machines; conducts field demonstrations at polling locations; trains election officials; inspects polling sites; trains subordinates on election day procedures; provides information to the public regarding times and schedules of election seminars.
• Performs repairs and adjustments on malfunctioning voting machines at polling places during elections; prepares plan for on-call technicians on election day; prepares a variety of reports.
• Performs related work as required.

KNOWLEDGE OF:

• the operation of electronic voting machines and their components
• the methods, materials and tools used in the set-up, testing, maintenance, adjustment and repair of electronic voting machines and equipment
• the election laws of the Commonwealth of Pennsylvania, especially as they relate to the conduct of elections
• the geography of the city
• the occupational hazards and safety precautions required in transporting, testing, repairing and maintaining electronic voting machines
• the software used in preparing and printing voting machine ballots
• current advancements in electronic voting machine technology, such as equipment utilized for hearing impaired voters

SKILL IN:

• the use of tools, testing devices and other equipment essential to the set-up, maintenance and repair of electronic voting machines and equipment

ABILITY TO:

• supervise the work of a group of technical and trades employees engaged in the set-up, maintenance, adjustment and delivery of electronic voting machines
• print electronic voting machine ballots and retrieve data from memory cartridges using windows based computers and software
• keep records, prepare reports and maintain inventory
• train election officials in the operation of voting machines
• communicate effectively, both orally and in writing
• establish and maintain effective working relationships with associates and the general public

EDUCATION

• Education equivalent to completion of the twelfth school grade.
AND


GENERAL EXPERIENCE

• Three years of electronic or mechanical work experience.
AND


SPECIFIC EXPERIENCE

• Two years of full performance level experience preparing, maintaining and repairing electronic voting machines.

OR

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included the specific experience.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Electronic Voting Machine Technician Group Leader.
• Successful Completion of the Technical Training Program for set-up, maintenance and repair of electronic voting machines and equipment prior to appointment as an Electronic Voting Machine Technician Group Leader, if required by work assignment.
• Successful completion of an Operator Safety Training Course for Forklift Trucks prior to appointment as an Electronic Voting Machine Technician Group Leader, if required by work assignment.
