(Pollution Control Plant)
(Treatment Plant GENERAL DEFINITION
This is water plant maintenance and repair work at the second supervisory level directing maintenance of electrical, mechanical operations equipment or facilities maintenance at a large water pollution control plant or all maintenance activities at the southeast water pollution control plant or a water treatment plant. An employee in this class directs, through subordinate group leaders, the activities of trades, semiskilled, and unskilled personnel engaged in maintaining either electrical and instrumentation equipment, mechanical equipment, or buildings and grounds. The employee coordinates and participates in more complex maintenance and repair projects. Work is performed under the direction of a Water Maintenance Superintendent.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions allocated to this class must direct through subordinate supervisors all maintenance activities within the assignment area at a large water pollution control plant or all maintenance activities at the southeast water pollution control plant or water treatment plant.
2. The positions must report to a Water Maintenance Superintendent.
3. Only one position will be allocated to a large water pollution control plant for each of the Electrical, Mechanical and Facilities Maintenance Assignments.
4. Positions allocated to the Treatment Plant Specialty must perform work in a water treatment plant.
5. Only one position will be allocated to the southeast water pollution control plant or a water treatment plant.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL SPECIALTIES
Supervises through subordinate group leaders the work of trades, semiskilled, and unskilled personnel engaged in maintaining electrical and instrumentation equipment, mechanical equipment, or buildings and grounds; determines maintenance skills required by tasks within area of specialization and assigns appropriate personnel accordingly; participates in more complex maintenance and repair projects; confers with superiors, associates, and operations staff to determine maintenance needs and the time, material, and supplies required for maintenance and repair projects; determines priorities for maintenance and repair assignments within the area of specialization; establishes work standards and reviews work performance to ensure proper productivity.
Establishes procedures for corrective, predictive, and preventive maintenance performed on equipment within the area of specialty using a computerized asset management system; develops and implements safety program for maintenance personnel; conducts periodic meetings to update employees on new procedures; trains new employees in maintenance, repair, and safety procedures; serves as part of a safety response team to respond to and manage emergency plant incidents; makes recommendation to supervisor for new safety protocols.
Tours work sites to observe the progress of maintenance and repair activity; reviews contractor activity on work site in progress and upon completion for conformance with instructions, work standards, safety, and efficiency; may coordinate shutdown of plant equipment as needed to accommodate contractor work; observes and tracks overall effectiveness of corrective, predictive, and preventive maintenance plans; makes recommendations to improve efficiency; prepares reports on maintenance activities using a computerized asset management system when work is complete; provides input on the impact of capital projects on plant equipment within the area of specialization.
Prepares cost estimates on materials and personnel needed to perform maintenance in the area of specialty; participates in and provides recommendation to supervisor to prepare budget; prepares requisitions and purchase orders for parts and materials used in repairing and maintaining equipment in the area of specialization; monitors unit budget for adherence; makes recommendations to plant management for asset assessment and evaluation; determines equipment life cycle and provides input to supervisor for equipment repair or replacement.
Performs related work as required.
POLLUTION CONTROL PLANT SPECIALTY
ELECTRICAL/ELECTRONIC ASSIGNMENT
Directs, through subordinate supervisors the work of trades, semiskilled and unskilled personnel engaged in repairing and maintaining electrical equipment and repairing, maintaining, calibrating, and inspecting electrically, electronically, hydraulically, and pneumatically activated instruments.
MECHANICAL ASSIGNMENT
Directs, through subordinate supervisors the work of trades, semiskilled, and unskilled personnel engaged in repairing and maintaining mechanical equipment such as pumps, compressors, conveyor belts, feeding and mixing mechanisms, valves, gates, reduction gears, furnaces, steam systems, and other large rotating equipment.
FACILITIES MAINTENANCE ASSIGNMENT
Directs, through subordinate supervisors the work of trades, semiskilled and unskilled personnel engaged in the maintenance of plant buildings and grounds, which includes carpentry, HVAC, painting and custodial work; snow and trash removal, and vactor inlet cleaning of wastewater pumping stations.
TREATMENT PLANT SPECIALTY
Directs, through subordinate supervisors the work of trades, semiskilled and unskilled personnel engaged in laboring, repair and maintenance of all mechanical, electrical, and electronic equipment and instrumentation used to treat drinking water at a large industrial facility; may supervise security guards to ensure compliance with facility security procedures, including identification of all visitors, chemical delivery security procedures, and site inspections.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

• the use and operation of water plant equipment in the area of specialization
• supervisory methods and techniques
· cost of labor, materials, and time necessary to complete a variety of repair and maintenance projects

· the methods, practices, materials, and tools used in the maintenance of industrial machinery applicable to the assignment area
ABILITY TO:
• detect and analyze defects in equipment in the area of assignment, and to assign appropriately skilled personnel for preventive maintenance or to repair such equipment
• utilize a computer asset management system to assign, track and monitor maintenance activities in the area of assignment
• read and interpret technical sketches, diagrams, blueprints, and specifications related to the maintenance and repair of water pollution control plant or treatment plant equipment in the area of assignment
• respond to water plant emergencies as necessary
• make estimates of time, materials and costs
• establish and maintain effective working relationships with associates
• express ideas effectively, both orally and in writing
• learn the procurement practices, procedures and policies of the City
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/19.)
EDUCATION:
ALL SPECIALTIES:
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
ALL SPECIALTIES:
Five years of experience in building maintenance, mechanical, electrical, or electronic instrumentation trades, which has included two years of experience at the full performance level.
AND
AND
SPECIFIC EXPERIENCE:
POLLUTION CONTROL PLANT SPECIALTY
One year of experience supervising trades personnel engaged in building maintenance, mechanical, electrical, or electronic instrumentation work.
TREATMENT PLANT SPECIALTY
One year of experience supervising trades personnel engaged in mechanical, electrical, or electronic instrumentation work at a water treatment plant.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience listed above.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.
In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with the specified training and/or experience to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Water Maintenance Supervisor.
