MACHINE SHOP SUPERVISOR
GENERAL DEFINITION
This is skilled machinist work directing, through a subordinate supervisor, trades workers engaged in the fabrication, maintenance and repair of large specialized water pumping and other heavy mechanical equipment in a centralized machine shop operation. The employee in this class is responsible for ensuring the provision of a high volume of efficient and quality machine shop services to various sections within the department and small scale machine shop services to ther city departments. Work includes researching and evaluating the effectiveness of machinery, equipment and shop procedures in order to recommend and implement changes to improve operational efficiency. The employee prepares shop drawings to guide subordinates in the fabrication of machinery and equipment. Contact with vendors, contractors, and departmental officials is a significant aspect of the work. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must be located inthe Water Department's centralized machine shop operation.
- The position must have responsibility for directing the equipment repair, maintenance and fabricating activities of a staff of full performance machinists, maintenance mechanics and welders through a Machinist Group Leader.
- The position must ensure the provision of efficient and quality machine shop services to various City departments.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives requests for the fabrication and/or repair of machinery, equipment and component parts; determines priority and sequence of repair operations; prepares work schedules; makes work assignments to subordinate supervisor and subordinate staff; sets work deadlines; inspects work in progress and completed to ensure conformance to specifications and shop drawings and adherence to quality standards; keeps records on work in progress and completed; compiles reports of employees' time spent and materials used for job assignments; issues purchase requisitions for materials and parts necessary to perform work.
- Researches manufacturers manuals and confers with machinery and equipment suppliers to obtain information and cost estimates of machinery and equipment; visits suppliers' sites to inspect and test machinery and equipment; evaluates the need for new machinery and equipment to improve operational performance and recommends new purchase of such; inspects shop machinery and equipment to ensure appropriate set-up for projects.
- Takes precision measurements of various castings which must be replaced; determines additional measurements needed to allow for machining and shrinkage of casting metals; incorporates all measurements into engineering drawings from which casting patterns are made; makes working sketches and shop drawings of various metal components to be fabricated; researches shop files and confers with manufacturers to ascertain the dimensions, tolerances, and limits required for projects where specifications are not identified.
- Develops new procedures in the repair, maintenance and fabrication of mechanical items to improve the operational efficiency of the shop; makes selection decisions in the hiring of employees; recommends subordinate disciplinary actions and testifies in disciplinary hearings.
- Keeps records and makes reports of employees' time and materials used in the repair shop.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, materials, tools, equipment and techniques used in the fabrication, maintenance and repair of a variety of heavy mechanical equipment.
- the principles, practices and standards utilized in the machinist trade.
- the occupational hazards and safety precautions of the machinist trade.
- the working properties of steel, cast iron, brass and other metal items.
- supervisory methods and techniques.
SKILL IN:
- the use and care of hand and machine tools used in the machinist trade.
ABILITY TO:
- plan, assign, review and supervise the work of a large staff of trades workers.
- train and develop subordinates to become competent in the machinist trade.
- read and interpret blueprints and drawings related to specifications, dimensions, tolerances and limits of heavy and other mechanical equipment.
- make scale drawings and requisite arithmetic calculations used in pattern design of heavy and other mechanical equipment in accordance with identified specifications.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/90.)
EDUCATION:
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Four years of experience in the machinist trade.
AND
SPECIFIC EXPERIENCE:
- Two years of experience in the machinist trade at the full performance level and two years of experience supervising the work of full performance level machinists.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
