HVAC MECHANIC 2

 

GENERAL DEFINITION

 

          This is full performance level mechanical work in the maintenance, repair, operation and installation of heating, ventilation, air conditioning and refrigeration systems (HVAC), and related utility components.  An employee in this class performs a variety of tasks associated with the maintenance and repair of the systems and equipment, and related utility components.  Work includes performing preventive maintenance of the systems and equipment, and monitoring and regulating the systems equipment operations in accordance with an established schedule. This class is differentiated from the lower level class in the series by the responsibility for independently performing the full scope of work involved in troubleshooting, repairing, calibrating and installing HVAC pneumatic and electronic control systems and equipment. Work is performed under the supervision of a higher level maintenance superior and involves physical effort and exposure to disagreeable environmental conditions.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class)

 

·                Positions in this class are responsible for performing a variety of tasks associated with the maintenance and repair of HVAC systems and equipment, and related utility components.

·                Positions in this class are responsible for performing preventive maintenance of HVAC systems and equipment, monitoring and regulating the systems equipment operations in accordance with established schedule.

·                Positions in this class are responsible for independently performing the full scope of work involved in troubleshooting, repairing, calibrating and installing HVAC pneumatic and electronic control systems and equipment.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Tours buildings and facilities to perform preventive maintenance and repair of HVAC systems and equipment, and related utility components; inspects and repairs the system components and equipment such as but not limited to air conditioners, boilers, large compressors, pumps and motors; replaces HVAC system components such as oil, belts, filters, fans, lubricating mechanical components, cleaning systems, calibrating controls, radiation traps, induction units and related appurtenances;  repairs and replaces piping and valves used in the distribution of steam, water, air and gas; cuts and threads piping; repairs or replaces wire, fuses, switches, relays, current transducers, capacitors and motor starters; welds, solders and brazes line connections, tubing and various fittings; services domestic hot and cold water systems and components; services related facility utility equipment; works on power sources connected to HVAC equipment up to 480 volts; re-covers, reclaims and recycles refrigerant; takes inventory and usage records.

Monitors and operates HVAC system controls and equipment; adjusts valves, switches, electrical, electronic and pneumatic controls and related appurtenances;  utilizes computer input commands to adjust automated temperature controls; utilizing laptop computer  to assist in diagnosing system problems and controlling operations; may be engaged in calibrating and installing pneumatic and electronic control systems and  equipment; works under stringent guidelines to prevent accidental or intentional release of harmful CFC and HCFC in accordance with EPA regulations.

          Troubleshoots, repairs, calibrates and installs HVAC pneumatic and electronic control systems and equipment such as motorized valves, actuators and related equipment; reads electrical schematics and drawings, and interprets sequence of operations; troubleshoots high and low voltage circuits; repairs or replaces wire, fuses, switches, relays, current transducers, capacitors and motor starters, adjusts and replaces sensors, meters, gauges and other instrumentation, including components of computerized systems; removes and replaces wiring, runs conduit up to 2” in diameter and connects power lines to breakers up to 480 volts as it relates to maintenance, repair, and installation of HVAC equipment and components.

Installs new and/or replacement HVAC system components and equipment such as but not limited to air conditioning systems, heat pumps, split systems, mini-split systems, packaged units, exhaust fans, circulating pumps, heat exchangers and air compressors.

          Applies HVAC trade practices in maintaining, repairing, operating and installing the systems and equipment, and related utility equipment.

          Advises and instructs lower level trades personnel in proper equipment maintenance, repair and operating methods and techniques; assigns work to other trades personnel during various equipment maintenance and repair projects.

          Participates in maintenance/skills training programs.

          Performs related work as required

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       the principles, practices, theories and techniques of maintaining, repairing, operating and installing HVAC systems and equipment, and related and utility components.

·       the principles, practices and techniques of distribution and control of air, water and steam

·       the principles, practices and techniques of welding, brazing and soldering

·       the principles and practices of thermal dynamics of the refrigerant cycle

·       the methods, materials, tools and equipment used in the maintenance, repair, operation and installation of HVAC systems and equipment, and related utility components.

·       the hazards and safety precautions involved in the maintenance, repair, operations and installation of HVAC systems and equipment, and related utility components.

·       applied chemical water treatment procedures necessary to maintain non-corrosive systems

 

SKILL IN:

 

·       performing preventive maintenance and repair of HVAC system components and equipment

·       the use and care of tools and equipment employed in the maintenance, repair, operation and installation of HVAC systems and equipment, and related utility components.

·       troubleshooting and installing HVAC system components and equipment 

·       reading and interpreting schematics and diagrams, and ammeter indications of amperage, voltage, pressure, rate of flow, temperature and other qualities

 

ABILITY TO:

 

·       monitor and operate HVAC system controls and equipment

·       apply HVAC trade practices in maintaining, repairing, operating and installing the systems and equipment, and related utility components.

·       advise and instruct lower level trades personnel in proper equipment maintenance, repair and operating methods and techniques.

·       use and operate computers to perform systems diagnosis

·       erect and work from ladders and scaffolding

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/13.)

 

CERTIFICATION

 

Possession of an Environmental Protection Agency (EPA) approved Universal Technician Certificate for the proper handling of CFCs.

 

AND

OPTION 1

EDUCATION:

 

Equivalent to the twelfth school grade.

 

AND

EXPERIENCE:

 

Four years of experience in the maintenance and repair of air conditioning, refrigeration, heating and ventilation systems and related HVAC primary and peripheral utility equipment.

 

OR

 

OPTION 2

EDUCATION:

 

Completion of a post high-school HVAC and/or Refrigeration and Air conditioning trades program from an accredited technical institute, trade school or college, including possession of a diploma indicating completion of all program curriculum requirements.

 

AND

EXPERIENCE:

 

          Two years of experience in the maintenance and repair of air conditioning, refrigeration, heating and ventilation systems and related HVAC primary and peripheral utility equipment.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of an Environmental Protection Agency (EPA) approved Universal Technician Certificate for the proper handling of CFCs at the time of application and appointment and during tenure of employment for employees hired after December 13, 2013.

          Possession of a grade "A" Steam Boiler, Stationary and Refrigeration Engineer license or a grade "B" Refrigeration Engineer license issued by the Philadelphia Department of Licenses and Inspections if required by work assignment.

          Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a HVAC Mechanic, if required by work assignment.

Employees are required to obtain any license or certification by federal, state, or municipal mandate if required by work assignment.
