PARK FACILITIES MAINTENANCE MANAGER
GENERAL DEFINITION
This is managerial level work directing the maintenance repairs and security practices for the building and facilities in a citywide park system. An employee in this class is responsible for evaluating the organizational and operational efficiency of the park's facilities maintenance program. Supervising the work of a large number of trades workers and others through subordinate supervisors is of major significance to the work. Work is performed under the general direction of the Executive Director or Deputy Director of the Fairmount Park Commission.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must direct the building maintenance and repair programs for Fairmount Park Commission.
- The position is located in the Fairmount Park Commission.
- There is only one position allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, organizes and directs, through subordinate supervisors, crews of workers engaged in providing mechanical, building, masonry and security support for departmental facilities and activities.
- Reviews requests for repairs, maintenance or alteration of park facilities; makes recommendations on the technical feasibility of initiating major repair projects; determines priorities; makes work assignments to subordinate supervisors; answers complaints or requests from departmental offices in other divisions concerning work schedules and programs.
- Inspects work sites or assigns subordinate supervisors to inspect them to determine the equipment, material and manpower required; confers with subordinate supervisors to determine job priorities and size of crews needed to perform work; determines the most efficient method of completing assignment; coordinates maintenance and repair activity with those of other departmental units; confers with subordinate supervisors regarding work progress and problems; recommends course of action to resolve problems; recommends alternative equipment and materials to contract repair workers; direct and indirect supervision of all park facilities repairs.
- Recommends and institutes measures to enforce around-the-clock security at park facilities; recommends changes or additions to security policies and practices; determines methods to advise staff of new or revised security policies and practices.
- Oversees the preparation of work schedules by subordinate supervisor; assures that around-the-clock coverage has been provided; revises work schedules and assignments as needed.
- Reviews material requisitions for new equipment; attends demonstration of new equipment; recommends purchase of equipment in accordance to budget limitations; allocates maintenance budgets for subordinate divisions.
- Oversees maintenance contracts with outside firms; confers with contractors regarding service problems.
- Reviews organizational, personnel and supply problems; makes recommendations for changes and improvements in departmental and building maintenance standards and workforce requirements; evaluates the efficiency of maintenance activities.
- Reviews subordinate supervisor's reports of work progress, work completion, personnel assigned and length of time needed to complete the work; conducts periodic work site inspections to determine adherence to departmental policies, work standards and safety practices.
- Prepares and submits preliminary budget proposals regarding the anticipated personnel, material, and equipment needs.
- Reviews building plans and blueprints for the construction of park projects; suggests modifications in design or construction techniques to comply with building, personnel and equipment capabilities or budgetary limitations.
- Prepares periodic reports of work in progress and completed work.
- Confers with subordinate supervisors on personnel problems; hears grievance and recommends appropriate action to resolve employee complaints.
- Uses ADPICS software to order repair supplies for the division.
- Represents the Park in claims and / or law suits filed against the Park; answers interrogatories; and gives testimony at depositions and court cases.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the practices, methods, materials, tools and equipment essential to masonry, building, plumbing, carpentry, electronics, painting, heating, and other mechanical trades activities

ABILITY TO:
- learn practices, methods, materials, tools and equipment essential to the preservation and restoration, and maintenance historically-certified park facilities
- plan, organize and direct a large-scale building, mechanical, masonry, trades, and security program
- supervise, through subordinate supervisors, the repair and maintenance work of a large group of skilled and non-skilled workers
- review maintenance activities and improve the effectiveness of the division's operations and repair projects

- develop reporting, quality control, and tracking systems for monitoring contracting agreement
- negotiate contract provisions with providers

- constantly review operations and contracts and improve the effectiveness of the division
- exercise significant judgement in resolving problems that arise in normal building situations

PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Park Facilities Maintenance Manager.
