GENERAL DEFINITION
This is managerial level maintenance work directing, developing and maintaining the overall comprehensive building maintenance and construction program for the City's prison complex. An employee in this class supervises a large number of skilled trades workers and others through subordinate supervisors, develops maintenance goals and procedures, and is responsible for reviewing various maintenance services for the prison's maintenance program. Work differs from other supervisory building maintenance classes by responsibility for directing prisons trades employees who are in turn responsible for the custody and instruction of inmates. Work is performed under the general supervision of a deputy commissioner.
ALLOCATING FACTORS: (The following conditions must be met for a position to be
allocated to this class.)
1. The position must direct all maintenance and repair activities for the City's prison complex.
2. The position must be located in the Prisons.
3. Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs and coordinates, through subordinate supervisors, diversified crews of skilled, semi‑skilled and trades workers engaged in providing mechanical and building maintenance support to correctional facilities; reviews requests for repairs, maintenance or alteration of prison facilities; makes recommendations on the technical feasibility of initiating major repair projects; determines priorities; makes work assignments to subordinate supervisors; answers complaints or requests from departmental officers in other divisions concerning work schedules and programs.
Inspects work sites or assigns subordinate supervisors to inspect them to determine the equipment, material and manpower required; confers with subordinate supervisors to determine job priorities and size of crews needed to perform work; determines the most efficient method of completing assignment; coordinates maintenance and repair activity with those of other departmental units; confers with subordinate supervisors regarding work progress and problems; recommends course of action to resolve problems.
Reviews equipment and material requisitions; submits justifications for their purchase; oversees maintenance contracts with outside firms; confers with contractors regarding service problems.
Reviews organizational, personnel and supply problems; makes recommendations for changes and improvements in departmental and building maintenance standards and manpower requirements;.
Reviews subordinate supervisors' reports of work progress, work completion, personnel assigned and length of time needed to complete work; conducts periodic work site inspections to determine adherence to departmental policies, work standards and safety practices.
Prepares recommendations for preliminary budget proposals regarding the anticipated personnel, material, and equipment needs.
Reviews building plans and blueprints for the construction of prison projects; suggests modifications in design or construction techniques to comply with building, personnel and equipment capabilities or budgetary limitations; makes recommendations complying with correctional practices and procedures.
Prepares periodic reports of work in progress and completed work.
Confers with subordinate supervisors on personnel problems; hears grievances and recommends appropriate action to resolve employee complaints.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
the practices, methods, materials, tools and equipment essential to building, mechanical and masonry trades activities
occupational hazards and safety precautions pertaining to all phases of the building, mechanical and masonry trades
maintenance and scheduling procedures essential to the upkeep of prison facilities
supervisory methods and techniques

administrative practices and procedures as they relate to the comprehensive prisons building maintenance and construction programs
record keeping and other clerical procedures needed to effectively implement a wide‑scale building maintenance and repair program

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/85.)
EDUCATION:
Completion of the twelfth school grade.
GENERAL EXPERIENCE:
Five years of experience in the trades commonly used in the maintenance, repair and upkeep of public buildings and facilities.
AND
SPECIFIC EXPERIENCE:
Three years of experience directing a major component of a comprehensive correctional building maintenance and repair program involving the supervision of skilled and semi‑skilled personnel engaged in several trades areas, at least two years of which have been at the second supervisory level.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience included above.
PHYSICAL AND MEDICAL REQUIREMENTS:
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES:
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as Prison Maintenance Services Director.
