RECREATION MAINTENANCE DIRECTOR
GENERAL DEFINITION
This is administrative management work directing the maintenance function for a large municipal recreation agency on a City-wide basis. The employee in this class has overall responsibility for the maintenance, repair, and improvement of the physical plant of the agency. The employee directs a large maintenance and custodial staff through subordinate managers and supervisors, and ensures the efficient utilization of this staff in the maintenance of a large number of buildings, fields, swimming pools, and other recreational facilities. Establishing and maintaining effective working relationships with subordinate managers and supervisors, line program and maintenance staff, and other departmental and City officials is essential in the work. The employee reports to the Recreation Commissioner.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, organizes, coordinates, reviews, evaluates and directs a comprehensive maintenance program for the upkeep, repair, and improvement of the physical plant of a large municipal recreation agency; plans and directs through subordinate managers and supervisors the work of a large staff of trades, custodial, grounds, administrative, and technical personnel engaged in the maintenance and improvement of a large number of buildings, fields, swimming pools, and other recreation facilities.
- Directs and participates in the development and administration of contracts for various services such as plumbing, electrical, sewer cleaning, and fire alert services; utilizing subordinates, suggests and prepares leases for concessionaires and numerous athletic and civic associations that use departmental facilities.
- Establishes long and short term goals and objectives for subordinate managers and supervisors; plans and directs through subordinates the analysis of maintenance division work performance to improve productivity and management of division functions.
- Meets with elected and community representatives regarding capital improvements; recommends type of heating and air conditioning systems to be used in new and redeveloped facilities; recommends improvements to be made and approves architectural and engineering plans.
- Coordinates and ensures the development of a comprehensive training and development program for all new employees and ongoing training to update all staff members in various skills and management techniques.
- Prepares division budget and justifies budgetary and personnel requirements; develops and modifies maintenance divisional organizational structure and staff utilization; confers and meets with union representatives regarding contractual obligations and union grievances; participates in and presides over disciplinary actions.
- Acts as the coordinator of the Mummers Parade; prepares and suggests parade rules, route, times, and staging requisites; coordinates the holding of numerous departmental special events requiring various equipment and personnel; confers with other city officials to coordinate traffic and crowd control for various special events.
- Attends community meetings to determine service needs; confers with the Recreation Commissioner in establishing policies governing the use of facilities.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/88.)
- Completion of a bachelor's degree program from an accredited college or university.
- Six years of grounds or building maintenance experience, four years of which have been in a supervisory capacity, two years of which have been directing the grounds care or building maintenance functions for a municipal agency employing a large maintenance staff.
Or any equivalent combination of education and experience determined to be acceptable be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in this class.
