This is senior managerial level facilities management work directing through subordinate managers and supervisors, the City's facilities management program for all departments and agencies serviced by the department of Public Property. The employee in this class has overall responsibility for operational and administrative functions including directing the activities of building maintenance and contract management staff. Contact with consultants, contractors subordinate managers, supervisors and City officials to achieve the City's facilities management program objectives are significant aspects of the work. The employee reports to the Public Property Commissioner.
ALLOCATING FACTORS (The following condition must be met for a position to be allocated to this class.)
· The work must be performed in the Department of Public Property
· One position will be allocated to this class.
· The employee must direct all facets of Public Property’s facilities management program including contract management and building maintenance operations.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs through a subordinate building services administrator, the activities of large group of in-house and contract staff in a variety of occupational trades and functions in support of efficient operations and maintenance of an assigned group of diverse municipal buildings.
Directs through a subordinate building services administrator, the negotiation, processing and monitoring, evaluation and audit of purchased contract services to assure compliance with specified contracts for the City of Philadelphia; Drafts and evaluates all facility management related requests for proposals. Serves as the principal negotiator of building operating contract terms and fees; Approves contract proposals.
Directs staff conducting analysis of contract costs, trends, explains departmental policy and procedures to administrators; participates in divisional executive staff meetings and informs agency personnel of contract issues.
Makes recommendations on projects to be included in the budget; advises superiors on budgetary requirements of proposed work; schedules construction activities to conform to budget restraints.
Serves as a facilities management consultant to departmental administrators; reports on progress of construction projects and maintenance work; represents the City at conferences, hearings, and meetings pertaining to facilities maintenance projects.
Uses personal computers and computer software applications used in contract and building services evaluation.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· Facility management
· The principles and practices of contract negotiation, administration, and control as they relate to the provision of building services and leases.
· City and state laws and regulations applicable to the maintenance of public buildings
· Supervisory methods and techniques used in the direction of the negotiation, implementation, evaluation and compliance of contracted building service work performed by contracted employees.
· Operation and function of City departments
· Municipal budgeting and financial planning practices
· The principles, and practices of administrative organization and management and their application in solving a variety of operational and administrative problems.
· Current developments in the field of building maintenance.
· The use of personal computers and computer software applications used in contract and building service evaluation.
ABILITY TO:
· Direct through subordinate managers and supervisors, the work of a large staff of trades, custodial, grounds, administrative, and technical personnel engaged in the a City-wide facilities management program.
· Establish and maintain effective working relationships with subordinate managers and supervisors, line program and maintenance staff and other departmental and City officials.
· Devise effective operations schedules.
· Use computer database programs related to scheduling preventative and predictive maintenance.
· Develop operational pans and procedures for custodial and maintenance operations
· Forecast future requirements and propose annual budgets.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/22.)
EDUCATION:
Completion of a bachelor's degree program from an accredited college or university.
GENERAL EXPERIENCE:
Seven years of building maintenance services experience in a municipal environment.
AND
SPECIFIC EXPERIENCE:
Three years of administrative building services management experience in a municipal environment directing the negotiation, implementation, and evaluation of building services contracts.
NOTES: 1. Candidates may substitute general or specific experience for the required education on a year-for-year basis.
2. Completion of a building trades program in a related field from an accredited technical college or institute which includes a diploma or certification may substitute for the required education on a year for year basis.
3. Completion of certification in project management from an industry recognized professional association or accredited body may substitute for the required education on a year-for-year basis.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience described above.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of PA prior to appointment and during tenure of appointment as a Facilities Management Director.
