This is administrative work directing building maintenance and repair services in municipal buildings and facilities. The employees in this class, through subordinate trades supervisors, direct the activities of a large staff engaged in building maintenance and repair services. This class differs from other building maintenance trades classes by the responsibility for directing a large staff of trades workers, and the scope and diversity of services provided in a city-wide maintenance program. Work includes coordinating support work for special City events. Contact with division staff, departmental administrators and representatives of City agencies and departments in order to provide maintenance and repair services, is significant to the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
• This is a three position class located in the Department of Public Property.
• The positions must direct building maintenance and repair services in municipal buildings and facilities on a city-wide basis.
• The positions must, through subordinate trades supervisors, direct the activities of a large staff engaged in building maintenance and repair services.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs, through subordinate trades supervisors, the activities of a large staff of trades workers engaged in building maintenance and repair services; reviews service requests to determine and prioritize routine and emergency services; meets with subordinate trades supervisors to discuss and assign repair maintenance projects; contacts representatives of City agencies and departments to discuss repair and maintenance services and date to initiate and complete work; reviews and revises preventive maintenance program; prepares maintenance and test schedules for City-wide maintenance and repair; ensures adequate staffing of the trade shops; coordinates trade shops within the division to perform repair and maintenance services; prioritizes projects; may delegate duties and responsibilities to subordinate trades supervisors.
Sets and monitors service level agreements for programs; communicates service levels with customers; engages customers and solicits feedback to monitor and evaluate service level of contracts and services related to municipal buildings; recommends solutions to customer feedback and implements changes as necessary to meet performance standards set by the department.
Coordinates renovation projects under city-wide maintenance program; identifies, through subordinate trades supervisors, the nature and complexity of projects; contacts engineering division of the department for project plans and specifications; oversees the activities of staff and contractors engaged in such projects.
May coordinate support work for special City events; meets with representatives of City agencies and departments to discuss special event preparations; recommends changes in preparation plans based on available resources; arranges for the transportation of special event materials and equipment such as audio speakers and platform decorations; prepares estimate of labor and material used in special event celebrations.
Visits job sites to monitor and ensure work progress; discusses maintenance and repair service projects with subordinate trades supervisors; interprets building plans and specifications as necessary.
Maintains records of unit activities such as work received and completed by subordinate staff; prepares and compiles reports of material parts used in repair and maintenance services; approves requisitions for supplies; calculates costs of projects and services described above; prepares staffing plan for review; prepares preliminary budget for maintenance and repair services described above; presents performance metrics for review.
Assists in the resolution of personnel and contract problems.
Performs related work as required.
Directs, through subordinate trades supervisors, the activities of trades workers engaged in carpentry; locksmithing, upholstery, rigging, painting, masonry, roofing, general maintenance and labor operations.
Directs, through subordinate trades supervisors, the activities of trades workers engaged in maintaining and repairing electrical, plumbing, heating, ventilation, air conditioning and refrigeration systems.
Directs, through subordinate trades supervisors, the activities of trades workers in
the Generator Shop; manages the on-site elevator contractors and ensures that the contract requirements are being met; manages the Work Order Management System, overseeing implementation, detailing training needs, installations, and developing business practices; directs review of security system requests and access; improves the access levels that are designated in the system so that employees and visitors are given the appropriate access; directs maintenance and repair to all security equipment in City Hall and the Triplex.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/10.)
Education equivalent to completion of the twelfth school grade.
Six years of building repair experience in a major building or group of buildings.
Two years of experience supervising skilled trades personnel, one year of which shall have been at the second supervisory level.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience and completion of the twelfth school grade as an educational minimum.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Building Services Manager.
