BUILDING MAINTENANCE SUPERINTENDENT II
GENERAL DEFINITION
This is administrative building maintenance work directing a comprehensive building maintenance and repair program. An employee in this class supervises, through subordinate supervisors, crews of trades workers involved in building and mechanical services support. Work includes reviewing subordinate supervisors' reports of work progress, devising and scheduling a preventive maintenance program, and determining building service work order priorities. This class is differentiated from the next lower level class in the series by the supervision, through subordinate supervisors, of a large group of skilled, semi-skilled and unskilled workers, the diversity in kind, number, and skill level of the work crews supervised, and the employee's overall responsibility for the department's complete building maintenance and repair program. Work is performed under the general supervision of an administrative or technical superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plans, assigns, reviews, and coordinates, through subordinate trades supervisors, the work of large and diversified crews of skilled, semi-skilled and trades workers; assigns priorities to work projects and activities; prepares periodic schedules for preventive maintenance; gives special instructions as needed; inspects major maintenance and repair sites to determine best method, size and composition of work crews, and needed skills, materials and equipment; analyzes and evaluates performance in relationship to established timetables, and departmental and building maintenance standards; reviews supervisors' reports of work progress, work completion projections, and resources utilized.
Reviews building service work orders for feasibility; estimates timetables, materials and costs for major projects; assigns review of major work projects in progress to subordinate supervisors; discusses with appropriate staff members work proposals, alternative recommendations, modifications and/or problem resolution; prepares annual budgetary requirements; arranges for repair work to be performed by central building service agency; may prepare proposals for long term building maintenance goals; coordinates maintenance and repair activities with other departmental units; secures needed equipment and workers from other units.
Devises and schedules a preventive maintenance program of inspection, testing, lubrication and parts replacement; schedules boiler flushing; tours facilities to ascertain state of repair and any problems.
Prepares specifications for maintenance and repair service contracts; may prepare specifications for large-scale building alteration projects; reviews purchase requisitions for equipment, materials and supplies; inspects and monitors work for conformance to requirements; maintains record of work planned, in progress, and completed; maintains record of materials and supplies used; prepares reports of work performed, work hours, costs, and other pertinent information.
Serves as technical advisor to administrative supervisor in matters concerning building maintenance and construction; refers major construction projects to engineering unit.
Performs related work as required.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
KNOWLEDGE OF:
• the practices, methods, materials and tools commonly used in all phases of building maintenance and repair activities
• maintenance and scheduling procedures essential to the upkeep of large buildings, groups of buildings and other structural facilities
• the cost of labor, materials and time necessary to complete a variety of building repair projects
• the occupational hazards and safety precautions involved in building maintenance and repair activities
• supervisory methods and techniques
• administrative practices and procedures as they relate to the direction of a comprehensive building, maintenance, and repair program
• record keeping and other clerical procedures needed to effectively implement a wide-scale building maintenance and repair program
ABILITY TO:
• plan, organize, direct and coordinate the activities of a large multi-skilled staff providing a variety of maintenance services
• evaluate the quality and effectiveness of the overall maintenance program
• estimate labor, materials, costs and time needed in the completion of individual projects and general year-round building maintenance and repair
• requisition and specify materials, tools, and supplies essential to building maintenance and repair
• make, interpret, and utilize technical sketches and plans
• establish and maintain effective working relationships with associates
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/85.)
EDUCATION:
Education equivalent to the completion of the twelfth school grade.
AND
EXPERIENCE:
Eight years of experience in the trades commonly used in building maintenance, two years of which shall have been directing a comprehensive building maintenance and repair program involving the supervision of skilled, semi-skilled and labor personnel in several trades areas.
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Building Maintenance Superintendent II if required by work assignment.
