BUILDING MAINTENANCE SUPERINTENDENT 1

(General)

(Thermal Plant)

 

GENERAL DEFINITION

 

          This is supervisory building maintenance work directing a department's building maintenance and repair program. Employees in this class in the General Specialty supervise through subordinate trades supervisors, skilled, semi-skilled and full performance trades workers in performing a variety of building and grounds maintenance and repair functions. Employees in the Thermal Plant specialty supervise, through subordinate trades supervisors, the operations and maintenance functions of the Philadelphia International Airport’s three thermal plants. Work in both specialties includes planning, assigning, coordinating and reviewing the work of these crews; preparing specifications for maintenance, repair and alteration contracts; and advising administrative superiors on maintenance and construction projects.  Work is performed under the general supervision of an administrative, engineering or technical superior.

BOTH SPECIALTIES

 

          Plans, assigns, reviews, and coordinates through subordinate trades supervisors the work of skilled, semi-skilled and trades workers; assigns priorities to work projects and activities; prepares periodic schedules for preventive maintenance; gives special instructions as needed; inspects work sites to determine size and composition of work crews; analyzes and evaluates performance in relationship to established timetables and departmental and trades standards.

          Reviews maintenance work orders for feasibility; estimates timetables, materials and costs for work projects; discusses with appropriate staff members work proposals, alternative recommendations, modifications and/or problem resolutions; prepares annual budgetary requirements; arranges for repair work to be performed by central building service agency or contractors; may prepare proposals for long term maintenance goals.

          Prepares specifications for maintenance and repair service contracts; may prepare specifications for large scale projects related to the area of specialization; prepares purchase requisitions for equipment, materials and supplies; inspects work for conformance to requirements; maintains record of work planned, in progress, and completed; maintains record of material and supplies used.

          Serves as technical advisor to administrative supervisor in matters concerning the skilled trades and construction.

          Performs related work as required.

 

GENERAL SPECIALTY

 

          Supervises, through subordinate supervisors, the work of more than two crews of skilled, semi-skilled and trades workers involved in building and mechanical services; may supervise a staff of workers providing custodial services; arranges for repair work to be performed by central building service agency.

 

THERMAL PLANT SPECIALTY

 

          Supervises, through subordinate supervisors, a staff of stationary engineers operating high-tonnage pressurized boilers and chillers and providing thermal plant maintenance; determines contracted service needs for thermal plant maintenance activities; confers with contractors to discuss activity, progress of maintenance or repair of thermal equipment; ensures that contracted work is completed properly in conformance with requirements, monitors and controls computerized monitoring and control systems to for thermal plant operations and related systems such as blowers throughout the Airport.

·                equipment used in the primary and secondary distribution of the steam, heated and chilled water systems throughout the Philadelphia International Airport and its three thermal plants

·                operating parameters and procedures for large boilers (over 500 boiler HP), large chillers (over 1200 tons), pumps, valves, cooling towers, control and power equipment Airport wide

·                principles, practices and techniques of installation, maintenance, repair and operation of thermal plant machinery and equipment in a large hub international airport

·                chemical and physical processes used in the treatment of water used in closed circuit heating and cooling systems

·                operations involved in troubleshooting, repairing and replacing digital, analog and pneumatic monitoring and control systems

·                requisition and specify materials, tools and supplies essential to the maintenance of high-tonnage pressurized boiler and chiller systems

·                read and interpret technical sketches, diagrams, blueprints and specifications related to the operation and maintenance of thermal plant equipment

·                learn the current federal and state rules and regulations applicable to the operating and maintenance of large boilers (over 500 boiler HP) and large chillers (over 1200 tons)

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/20.)

 

EDUCATION:

 

BOTH SPECIALTIES

 

          Education equivalent to completion of the twelfth school grade.

 

AND THERMAL PLANT SPECIALTY ONLY:

 

LICENSE:

          Possession of a grade “A” Steam Boiler, Stationary and Refrigeration Engineer license issued by the Philadelphia Department of License and Inspections.

Possession of an Environmental Protection Agency (EPA) approved Universal Technician Certificate for proper handling of CFCs.

 

AND

 

GENERAL SPECIALTY

 

AND

GENERAL EXPERIENCE:

 

          Four years of experience in the trades commonly used in building maintenance.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of building maintenance trades experience at the group leader level.

 

THERMAL PLANT SPECIALTY

 

AND

GENERAL EXPERIENCE:

 

          Four years of experience in operating and maintaining high-tonnage pressurized boilers and chillers or primary heating, air-conditioning and refrigeration equipment in a commercial or industrial facility.

 

AND

SPECIFIC EXPERIENCE:

         

          Two years of experience at the supervisory or group leader level directing a group of skilled employees engaged in operating and maintaining primary heating, air-conditioning and refrigeration equipment and auxiliary components at an airport or a large commercial or industrial facility

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

BOTH SPECIALTIES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Building Maintenance Superintendent 1 if required by work assignment.

 

THERMAL PLANT SPECIALTY ONLY

 

          Possession of a grade “A” Steam Boiler, Stationary and Refrigeration Engineer license issued by the Philadelphia Department of Licenses and Inspections at the time of application, appointment, and during tenure as a Building Maintenance Superintendent 1.

Possession of an Environmental Protection Agency (EPA) approved Universal Technician Certificate for proper handling of CFCs at the time of application, appointment and during tenure as a Building Maintenance Superintendent 1.
