ROOFING GROUP LEADER

 

GENERAL DEFINITION

 

            This is skilled work supervising a small unit engaged in roofing repair or installation in City buildings and facilities on a routine or emergency basis.  The employee in this class reviews requests to repair or install building roofs, plans work methods and techniques, and assigns and supervises the work of subordinate staff. 

            Work includes participating in major roofing repair or installation, and fabricating sheet metal appurtenances used in roofing and/or related trades.  Work is performed under the direction of a building services manager and involves physical exertion and conditions which can be only partially controlled. 

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)

 

1.    Positions in this class must supervise journey level trades workers engaged in roofing repair or installation in City buildings and facilities, and sheet metal fabrication on a routine or emergency basis. 

2.    Positions in this class must review requests to repair or install building roofs, plan work methods and techniques, and assign and supervise the work of subordinate roofers. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Reviews roofing repair or installation work requests; tours buildings and facilities to evaluate roof condition and to determine feasibility for repair or new installation. 

            Plans work methods and techniques; determines roofing materials, accessories and equipment needed to complete work; contacts related trades personnel within department for assistance; contacts requesting agencies to discuss roof condition and to schedule date to initiate work.

            Assigns and supervises the work of subordinate staff; assigns roofing repair and installation tasks to subordinate roofers and trades helpers; estimates time for work to be completed; reviews work in progress; points out problems and discrepancies in work; instructs subordinates on corrective measures; inspects work after completion for conformance to trade standards.

            Fabricates metal structures or appurtenances used in the trade and related trades; measures and cuts sheets of aluminum, tin, copper and slate to be used as covering materials in roofing; cleans surfaces of sheet metals; fabricates roofing appurtenances such as roof caps, gutters, skylights and smoke pipes; fabricates pipes and ducts used in heating, air conditioning and ventilating systems; may compute are and BTU flow in order to fabricate pipes and ducts; may make use of blue prints and written specifications.

            Participates in major roofing repair or installation work; opens walls and ceilings; installs new roof sheet and related appurtenances. 

            May assist related trades in installing wood decks and heating, air conditioning and ventilating system pipes and ducts.

            Studies specifications for various types of roofing materials and fabricating equipment; makes recommendations for their purchase.

            Prepares requisitions for supply; contacts vendors for delivery.

            Prepares a variety of production reports such as cost or roofing repair on installation, unit's annual budget, and equipment and maintenance reports.

            Performs minor repairs on roofing and fabricating equipment.

            Performs tasks as assigned during periods of inclement weather.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           the principles, practices and techniques of roofing

•           the methods, roofing materials, tools and practices used in the roofing trade and related sheet metal work

•           pricing as relates to effective utilization of time, manpower and other resources available

•           the occupational hazards and safety precautions involved in the roofing trade and related sheet metal work

•           the various roof types and new developments in roofing

 

SKILL IN:

 

•           the care and use of tools, materials and equipment used in the roofing trade and related sheet metal work

•           designing and layout of roofing materials

 

ABILITY TO:

 

•           schedule emergency roofing work based on time, manpower and other resources available

•           review roofing repair or installation work requests and determine types of materials, equipment, and assistance needed

•           assign and review the work of a small group of trades employees

•           work from ladders and scaffolding

•           effectively utilize personnel assigned to the unit

•           maintain production logs and records of work progress

•           make estimates of time, labor, and materials used in roofing repair or installation projects

•           understand and follow oral and written instructions

•           calculate cost of roofing repair or installation

•           study specifications and plans for new equipment

•           perform minor repairs on roofing and fabricating equipment

•           establish and maintain effective working relationships with associates

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/19.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

            Three years of experience in the roofing trade.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of roofing experience at the journey level repairing and installing various roof types and fabricating sheet metal appurtenances related to the trade.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Roofing Group Leader.
