GENERAL DEFINITION:
This is technical work, as a Master Plumber, supervising a group of full performance Plumbers in the maintenance, repair and installation of plumbing systems and accessories, and associated heating equipment. An employee in this class, on a routine or emergency basis, reviews requests to repair or install the systems and related equipment, and assigns and supervises the work of subordinate staff. Work includes touring work sites to determine work methods and techniques and participating in the planning and installation of the systems and related equipment. An employee in this class may supervise subordinate staff in the modification of plumbing systems and accessories, and associated heating equipment. Work is performed under the direction of a technical superior and involves light physical effort and exposure to some disagreeable environmental conditions.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Position must supervise a group of skilled Plumbers in the maintenance, repair and installation of plumbing systems and accessories, and associated heating equipment.
2. Position must on a routine or emergency basis, review requests to repair or install the systems and related equipment, and assign and supervise the work of subordinate staff.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Reviews requests to repair or install plumbing systems and accessories, and related equipment; tours work sites to identify major problems with the system or determine parameters for installation of the system, and tools, equipment and materials needed to complete work; contacts support services personnel or plumbing contractors in the maintenance, repair and installation of the systems and accessories, and associated heating equipment as necessary.
Assigns and supervises the work of subordinate staff; estimates time for work to be completed; reviews work in progress; points out problems and discrepancies in work; instructs subordinates on corrective measures; inspects work after completion for conformance to standards.
Participates in the planning and installation of the systems and related equipment; reads and interprets blue prints and schematic diagrams; prepares rough sketches and diagrams; supervises installation of new system lines and equipment for conformance to standards; may supervise subordinate staff in the maintenance and installation of associated heating equipment such as heat exchangers, boilers and circulating pumps.
Approves leave requests, and prepares attendance and performance reports for subordinates; maintains log of work performed by subordinate staff; monitors and keeps track of maintenance contracts to assure adherence to contract specifications.
Evaluates new equipment on the market; recommends changes in purchases; may supervise subordinate staff in the modification of plumbing systems and accessories, and associated heating equipment.
Prepares fiscal estimate of material parts needed for repairs; inspects and approves parts and equipment supplied by vendors.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/24).
EDUCATION:
Education equivalent to the completion of twelfth school grade.
EXPERIENCE:
One year of experience as a journey level plumber in the maintenance, repair and installation of plumbing systems and accessories with the City of Philadelphia.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a Master Plumber's License within six (6) months of appointment and during tenure of employment as a Plumbing Group Leader.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to, and during tenure of employment as a Plumbing Group Leader, if required by work assignment.
