PLUMBING & HEATING MAINTENANCE WORKER
GENERAL DEFINITION
This is full performance work in the maintenance, repair and installation of plumbing & heating systems, accessories and associated equipment. An employee in this class identifies problems with plumbing & heating systems, accessories and associated equipment, and repairs or replaces malfunctioning parts and equipment in accordance with established plumbing code and general work instructions. Work includes performing preventive maintenance on the systems, accessories and associated equipment. Work is performed under the supervision of a plumbing & heating maintenance group leader or a technical superior and involves moderate physical effort and exposure to some disagreeable environmental conditions.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Position must perform skilled work in the maintenance, repair and installation of plumbing and heating systems, accessories and associated equipment.
2. Position must repair or replace malfunctioning system parts and equipment in accordance with established plumbing code and general work instructions.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Tours buildings and facilities to identify problems such as flooding, leaking and breakdown; determines cause of malfunction; shuts down the system in order to repair or replace malfunctioning parts and equipment.
Repairs or replaces malfunctioning parts and equipment such as damaged hot/cold water pipes, shut-off keys, valves, sprinklers, backflow preventers, drainage lines, hot water storage tanks, water fountains, toilets and sinks, uses tools and equipment such as chain cutters, drills and saws to open walls, floors and ceilings, and clogged drainage lines; shuts off keys and valves, using propane, acetylene, thermal or oxyacetylene torches; solders and builds up parts; uses clamps, wrenches and towing motors to facilitate parts for welding; solders or removes damaged plastic lines, using a PVC welding equipment; insulates pipes and fittings; tests repaired parts for leaks and malfunction; may repair or replace gas and steam lines.
Performs preventive maintenance work on the systems, accessories, and associated equipment; cleans and unclogs face bowls, toilets, urinals, sinks, dishwashers, drinking fountains, water coolers and floor drains; may clean radiation traps and drain lines from air-conditioning units; may change oil in compressors; may take water and gas meter readings; may take temperature and pressure readings on gauges; adjusts or regulates steam valves; may check and refill water in heating system equipment; cleans and maintains system lines and equipment as necessary; identifies and reports malfunctioning thermostats, switches, motorized pumps and valves.
Installs system lines and equipment; reads blue prints and specifications; cuts and reams edges of pipes; joins pipes and other fittings; installs system devices such as but not limited to backflow preventers, chlorine injection valves and anti‑siphonages for water quality control; may install hot water tanks, boilers and heat exchangers; works with other trades personnel in the modification of system lines and equipment; removes old pipes and fittings.
Makes estimate of time and materials.
May drive a small truck to and from work assignments; may work with a two‑way radio; may assign work to trades helpers performing routine manual tasks and review work for conformance to standards.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the Philadelphia Plumbing Codes
• the materials, tools and equipment used in the maintenance, repair and installation of plumbing systems and accessories
• the principles, practices and techniques involved in the maintenance, repair and installation of plumbing systems and accessories
• the hazards and safety precautions involved in the trade
• the principles, practices and procedures of distribution and control as they apply to water, sewer, gas or steam
SKILL IN:
• the care and use of materials, tools and equipment used in the maintenance, repair and installation of plumbing systems and accessories
ABILITY TO:
• identify problems with plumbing and heating systems and accessories
• repair or replace malfunctioning plumbing and heating system parts and equipment
• read blue prints and design or draw sketches for the installation of plumbing and heating systems and accessories
• install hot/cold water, gas and steam lines and accessories
• make estimate of time and materials
• follow written and oral instructions
• communicate effectively with associates both orally and in writing
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/15.)
EDUCATION:
Education equivalent to the completion of twelfth school grade.
AND LICENSE:
Possession of a valid Journeyman Plumber's license as issued by the Philadelphia Department of Licenses and Inspections.
Four years of experience as an apprentice or as a helper, maintaining and repairing plumbing systems and accessories.
Any equivalent combination of education and experience determined to be
acceptable by the Office of Human Resources.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a Journeyman Plumber's license as issued by the Philadelphia Department of Licenses and Inspections at the time of application and during tenure of employment as a Plumbing and Heating Maintenance Worker.
Possession of a valid motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as a Plumbing and Heating Maintenance Worker if required by work assignment.
Professional certification may be required in order to work on specialized fire suppression pumping components if required by work assignment.
