PUBLIC WORKS MAINTENANCE TRAINEE
GENERAL DEFINITION
This is training level trades work. Employees in this class perform work in the Water Department, the Department of Public Property, the Streets Department, or the Department of Aviation developing the knowledge and skills necessary for advancement in an area of trade specialization. Employees perform rudimentary maintenance and repair work under the guidance of a higher-level trades worker. Assignments expand in complexity as employee's progress. Satisfactory completion of training and achievement of required minimum proficiencies are required for advancement. Work includes some disagreeable aspects and requires physical exertion. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class)
1. Positions in this class must perform work at the trainee level in the Water Department, the Department of Public Property, the Streets Department, or the Department of Aviation developing knowledge and skills necessary for advancement in an area of trade specialization.
2. Positions must perform rudimentary maintenance and repair work under the guidance of a higher-level trades worker.
ALL ASSIGNMENTS

Assists full performance level trades workers in the area of assignment performing routine maintenance projects such as but not limited to assembling, adjusting, installing, inspecting, testing, troubleshooting and repairing system components and equipment.
Learns protocols, standards, methods, hazards and safety precautions applicable to system operation/maintenance; develops competency in an area of assignment pertaining to a trade specialization.
Performs related work as required.
Building Maintenance Assignment
Performs the above listed duties in building maintenance trades such as carpentry, plumbing, cement finishing, brick or stone masonry, roofing, or other building maintenance trade; assists trades workers in the repair and maintenance of windows; assists in the maintenance of grounds including operating power tools
for trimming and cutting; learns the process of wall framing, tile installation, drop ceiling installation, and installation of doors; operates power hand tools including saws, drill press, and wood planner.
Electrical Assignment

Performs the above listed duties on electrical infrastructure, wires, cables, lines and related components and equipment; learns NEC standards; learns how to read blueprints, schematics, diagrams, drawings and controls; learns to repair and maintain motors, switchgears, pump control circuits, electrical circuits, lighting and power circuits, fuses, overload heaters, relays, contactors, and circuit breakers.

Electronic Equipment Assignment
Performs the above listed duties on electronic equipment, changing charts, level meter charts and flow meters; learns to calibrate DP cells; learns to program pump control units, programmable logic controllers; adjusts floats and level sensors; takes measurements at wet wells; runs cable for pressure sensors; learns to use a gas meter, multimeters, process meters and hand tools; learns to read schematics and drawings for the installation, troubleshooting and maintenance of instrumentation equipment.

HVAC Assignment

Performs the above listed duties on heating, ventilation, air conditioning and refrigeration systems and related utility components; learns how to change filters, clean condenser and evaporator coils, and replace parts on refrigeration and HVAC systems; learns to operate HVAC tools and gauges; learns the correct pressures and temperatures of systems.

Instrumentation Assignment
Performs the above listed duties on analog and digital electronic, pneumatic, electric and hydraulic instrumentation equipment, control units or multiprocessors; learns preventative maintenance and programming for flow meters; adjusts level sensors; takes measurements at CSO sites; runs wires for pressure sensors, electrical power circuits and solar powered sites; learns to use a gas monitor, multimeters, process meters and hand tools; learns to read schematics and drawings for the installation, troubleshooting and maintenance of instrumentation equipment.

Mechanical Assignment

Performs the above listed duties on dehumidifiers, feeders, valves, furnaces, conveyor belts, mixers, pumps, pipes and similar mechanical equipment requiring assembly, disassembly, cleaning, adjusting, and lubricating, in a pumping station, treatment plant, or incinerator; learns to perform centrifugal, turbine and
peristaltic pump rebuilding; learns to perform shaft alignments, valve replacements, bearing rebuilds and replacement, and spray nozzle replacements.
Plumbing and Heating Assignment

Performs the above listed duties on plumbing and heating systems, accessories and associated equipment; learns to identify problems with plumbing and heating systems and to repair or replace malfunctioning parts and equipment in accordance with established plumbing codes; learns to perform preventive maintenance work on systems, accessories, and associates equipment; assists higher level employees in cleaning and unclogging face bowls, toilets, urinals, sinks, dishwashers, drinking fountains, water coolers and floor drains; learns to install system lines, read blue prints and specifications, make estimates of time and materials, cut and fit pipes and identify and report malfunctioning thermostats, switches, motorized pumps and valves.
Roadway
Maintenance Assignment
Works as part of a crew to assist in repairing deteriorating roadway surfaces; lays asphalt and mix; pours and levels cement to even out potholes; uses rakes and tampers to spread asphaltic road building materials; digs ditches and breaks street surfaces to prepare work for areas for repair work; removes overgrown brush and vegetation from obstructing streets and roadways and clears debris and snow from roadways to ensure traffic safety; learns how to use specialized tools and equipment; learns how to perform line striping using specialized equipment; assists in cleaning storm drains and culverts.
Sign Fabricator Assignment
Performs the above listed duties in sign fabrication; leans to lay out and build silk screens; mixes, matches and blends paints and enamels; paints from silk screens, stencils, and computer-automated equipment; designs posters and signs; repairs traffic signs in the field using paint and reflective adhesive.

Water Infrastructure Maintenance Assignment
Performs the above listed duties on water infrastructure systems such as drinking water, wastewater and stormwater system infrastructure; learns to use hand tools and power equipment to make repairs to replace broken chains, adjust tide gates, and break up large items blocking wastewater flow; assist in the use of manual, hydraulic, and mechanically operated sewer and wet well cleaning equipment; operates air driven tools to break ground surfaces for water infrastructure system maintenance and repair; digs and backfills dirt in work area; assists in installation, repair, and maintenance of water mains and equipment, wastewater infrastructure, and stormwater systems; assists in inspection and quality assurance/quality control of water infrastructure components and systems.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/24.)
EDUCATION
Education equivalent to completion of the twelfth school grade.

Option1:

Successful completion of a minimum of six months in the Philadelphia Water Department Community Apprenticeship Program in the area of assignment.
OR
Option 2:

Successful completion of a minimum of six months in the Philadelphia Department of Public Property Maintenance Apprenticeship Program.
OR
Option 3:
Successful completion of a minimum of six months in the Streets Department’s formal high school or workforce development internship program in Roadway Maintenance.
Option 4:
Successful completion of a Department of Aviation workforce development program.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates who have completed one of the specified high school internships to fill specific positions in this class. Certification to fill such position will be made from the two highest-ranking eligible candidates on the eligible list who have completed the specified high school internship.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania six months after appointment as a Public Works Maintenance Trainee, if required by work assignment.
Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania at the time of appointment and during tenure of employment as a Public Works Maintenance Trainee for the Highway Maintenance Assignment.
Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance for Department of Aviation positions only.
