GENERAL DEFINITION
This is bridge maintenance or inspection work at the trainee level. Employees in this class perform work in the Streets Department in one of two areas of assignment, Bridge Maintenance or Bridge Safety Inspection. Employees in the Bridge Maintenance assignment learn the methods, practices and techniques of several construction trades such as, the electrical, mechanical, plumbing, masonry, painting, carpentry, structural ironwork and welding trades used in the performance of major bridge rehabilitation, maintenance and building repair. Employees concentrate on learning one of the accepted trades, perform helper duties in other trades as required and are expected to learn the methods, practices and techniques and the materials, tools and equipment used in all the trades required to perform bridge maintenance and repair. Employees in the Bridge Safety Inspection assignment learn the methods, practices and techniques of inspecting contractual bridge repair work following Federal and State specifications for conformance to specification requirements, develop skill in investigating complaints and accidents involving bridge structures, implement safe traffic control set-ups and learn to make recommendations for repairs. Work involves conditions which can be only partially controlled including but not limited to working at unusual and dangerous heights; working in close proximity to high voltage lines; working in inclement conditions; working in rivers and streams up to waist height, and, frequently exerting strenuous physical effort. Work is performed under the general supervision of a Bridge Maintenance Supervisor or a Bridge Safety Inspection Supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions in the Bridge Maintenance assignment must become proficient in at least one of the accepted trades and perform work as a helper in the other trades in the Bridge Maintenance Division.
2. Employees in the Bridge Safety Inspection assignment must learn the methods, practices and techniques of inspecting contractual bridge repair work for conformance to Federal and State specification requirements.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Bridge Maintenance Assignment
Learns the following under the direction of higher level bridge maintenance personnel: Construct forms and set them in preparation for pouring concrete; pour and finish concrete in the construction and repair of bridges, roadways, sidewalks, curbs, foundations and retaining walls.
Cut, patch, point, dress, and set, marble, granite, and limestone used in rebuilding and repairing retaining walls, bridges and piers and lays bricks, terra cotta, cinder and other block in construction of same.
Cut, weld, fabricate, repair or replace defective structural members of bridges and buildings such as girders, angles, channels and plates; repair or replace functional bridge elements, such as expansion dams, drainage systems and safety features; fabricate, set and tie reinforcing bars; set up hoisting equipment, maneuvers iron, steel and wooden members into place using block and tackle or various types of hydraulic jacks; bolt, and weld structural members to form a complete structure or framework of a structure; move heavy bulking equipment such as trailers and machinery when the use of rigging is required; fasten base plates and lay steel grating on bridge deck; erect, work from and dismantle scaffolding; repair or replace steel or aluminum guide rail, cable guard rail, chain link fence, hand rail and impact attenuator.
Lay out and build stairs, platforms, fences, railings, partitions, barricades of wooden material; perform interior and exterior building renovations, such as, installing drywall, insulation, paneling, drop ceilings, window frames, doors, door frames, weather stripping, interior and exterior trim, and finish hardware, such as locks.
Construct office furniture including installing laminated plastic; assemble, cut and shape materials and fasten them together with nails, dowel-pins or glue.
Prepare bridge or building surfaces for painting by wire brushing, solvent cleaning, chiseling, chipping and grit blasting depending on the condition of the surface to be painted; apply paint to bridge members with paint brush, rollers or spray guns; may, on assigned basis, apply paint to traffic islands, interior and exterior of buildings using brushes, rollers and spray guns; prepare surfaces to be painted; remove old paint by use of burners, sandpaper, scrapers and grit blasters.
Set and maintain "Work Zone Traffic Control" devices in accordance with established State and Federal requirements to ensure public safety.
Cut openings in walls for pipes; bend, cut, ream and thread pipes; install, maintain and repair sanitary fixtures such as valves, faucets, flushometers, traps, sewers and vents; install and secure fixture supports, hangers and foundations; open clogged drains with various devices.
Lubricate, disconnect, disassemble, clean and replace worn parts of a variety of mechanical equipment such as, reduction and large gears, drive shafts, bearings, locks, cam assembles, motors, pumps and valves, compressors, circulators, emergency and motor brakes, limit switches, buffers and traffic gates.
Make minor electrical repairs such as replacing sockets and wiring; install lighting fixtures; learns to make minor mechanical/electrical repairs to moveable bridges.
Learns to operate the following types of small machines, tools and power equipment: reamers, pneumatic chipping and scaling hammers, pavement breakers, drilling machines, various basic machine shop tools, electric welder, oxygen and acetylene torches, trowels, joiners, floats, power saws, and drills, vibrators, compactors, chisels, hammers and shaping tools, malls and crow bars, squares, levels, post hold diggers, plainer, router, brushes, rollers and high pressure airless spray guns and gritblaster, gunite machine; pipe threading machine; power drain equipment and various small hand tools related to construction trades.
Performs related work as required.
Bridge Safety Inspection Assignment
Learns to perform the following under the direction of certified Inspector: Learns to inspect bridges and set up traffic control using Federal and State specifications to determine maintenance and repair needs; uploads reports to State agencies; inspects bridges by climbing over or through members; learns to analyze the structural integrity of bridge components including inspecting for spalled concrete, reduced steel members, broken railings, peeling paint, damaged signs, broken guard rails on bridge approaches and damaged utility service; performs minor routine maintenance as needed while on site.
Learns the methods and techniques required to inspect contractual bridge reconstruction work, structural steel, paints and other materials to be used in bridge reconstruction; learns to review and inspect contracted work for conformance to contract standards and specifications; develops expertise in interpreting contract standards and specifications; obtains samples of materials for testing by City laboratory and makes recommendations concerning their acceptance; recommends approval of completed work; maintains records on work performed; learns to prepare written analysis of current structural conditions; computes cost of completed work.
Participates in investigating and reporting on complaints and accidents involving bridge structures; may recommend repair or change in structure or maintenance as safety conditions require.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· materials, tools and equipment used in bridge and building construction trades such as masonry, structural ironwork, carpentry, plumbing, painting, welding and electrical and mechanical repair and maintenance for the Bridge Maintenance assignment.
· methods, practices, and techniques of bridge inspection work for the Bridge Safety Inspection assignment

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 01/20.)
OPTION 1:
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
Two years of experience as a helper or apprentice in any one of the building or construction trades, or in bridge design, bridge maintenance, bridge construction or bridge inspection.
Two years of experience as a Semi-Skilled Labor performing streets and highway maintenance and repair work in the Highways Division.
OPTION 2:
EDUCATION:
Completion of a two-year program in building construction at an accredited trades school.
Any combination of training and experience determined to be acceptable by the Office of Human Resources.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Bridge Maintenance/Inspection Worker Trainee.
