FLEET QUALITY ASSURANCE SPECIALIST

 

GENERAL DEFINITION

 

            This is technical fleet quality assurance work, at the full performance level, monitoring and reviewing automotive maintenance and repair systems and operations for conformance to relevant standards, specifications, rules and regulations.  An employee in this class participates, as part of a team, in the systematic evaluation of automotive shop facilities and contracted vendor services.  Employees also develop vehicle specifications for the purchase of automotive equipment and components and/or administer contracted automotive warranty services.  Work includes serving as an informational resource to agency maintenance and repair shops on appropriate operational standards and on aspects of vehicle contract specifications. Employees develop, generate and maintain a large volume of records on automotive vehicles and related equipment.  Contact with automotive maintenance personnel, contractors, and office administrators is a significant aspect of the work.  Work is performed under the direction of an administra­tive superior.

 

ALLOCATING FACTORS: (The following conditions must be met in order for a position to be                                        allocated to this class.)

 

•           The position must be responsible for conducting quality assurance inspections on automotive maintenance and repair facilities and contracted vendor services for conformance with relevant standards, specifica­tions, rules and regulations.

•           The position must be responsible for developing contract specifications for the purchase of automotive vehicles and related equipment components and/or administer contracted automotive warranty services.

•           The position must be responsible for interacting with vendors, departmental officials, and internal staff to resolve procure­ment-related issues.

•           The position must be located in the City's Fleet Management Office.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Serves as a member of a team in auditing vehicle maintenance and repair operational systems and processes for conformance with agency performance and safety standards, and federal, state and local regulatory mandates and standards; receives notification from superior that an audit has been scheduled for an agency maintenance and repair facility; physically inspects the facility and reviews productivity levels, quality of repair work, shop safety compli­ance, inventory management practices, and adherence to relevant regulations and standards; notates audit findings on check list and identifies problems; discusses findings with audit team members and participates in preparing a report notating audit results; submits report information to superior for review and action.


            Develops vehicle and related and ancillary equipment specifi­cations for City departments; receives requests from departments for the purchase of new vehicles and related equipment; meets with department representatives to obtain specific informa­tion regarding particular aspects of vehicle equipment such as chassis, power train, suspension, superstructure, lighting, safety devices, modifications and accessories as part of the specification development process; refers to trade manufacturer journals, specialized computer equipment specifications, and to manufacturer representatives, in the development of appropriate equipment specifications; inserts standard and appropriate clauses into all equipment specifications, such as warranty stipulations; negotiates with manufacturers during the specification process to maximize product cost efficiency; reviews PA State contracts to identify and determine if any equipment meets OFM's specifications, and initiates the process to buy off of the state contract.

     Interacts with the Procurement and Finance Departments to facilitate and determine the appropriate steps to expedite the equipment in the bid process; provides an avenue for equipment vendors to display, demonstrate and furnish equipment to use on a trail or donated basis; attends pre-award meeting to ensure the equipment vendors are furnishing all items in accordance with the specification.

            Administers vehicle warranties for maintenance and repair of agency vehicles covered under warranty agreements; reviews all work orders daily to ascertain whether cash or services are recoverable under warranty agreements; submits monetary claims for chronic vehicle conditions or identified component defects; confers with vehicle equipment dealers to negotiate disputed warranty claims; may draft and submit letters to vendors notifying them that they will be placed on the Poor Performance Vendor File if disputed warranty claims are not satisfactorily resolved; ensures all manufacturers' recall notices are received and that vehicles are serviced on these occasions; answers questions from maintenance and repair shops on vehicle warranty information; maintains files of vehicle warranties and periodically refers to them for informa­tion.

            Travels to vendor facilities to inspect vehicle assembly operations for conformance with contract specifications; physically inspects vehicle, as it is assembled, and identifies any problems or discrepancies in the work; points out identified problems to the vendor and instructs that corrective action be taken; re-inspects vehicle to ensure corrective work have been performed; prepares a report on inspection findings and submits report to superior.

     Attends bid awards for the purchase of vehicles and related equipment; reviews specifications with potential vendors to clarify and explain various elements of vehicle specifications; prepares memos of recommendation for particular vendors and submits these to Procurement; maintains frequent contact with Procurement to resolve problems with regard to interpretation of specifications; interacts with Procurement to expedite vehicle and related equipment purchases.

            Performs accident investigations and collision appraisals and represents the City in recovery and settlement costs; travels to accident scenes to analyze the extent of damage done to city vehicles and estimate repair costs; prepares estimates for all damaged city vehicles; coordinates the location of damaged vehicles with the user department.

            Serves as an informational resource to agency maintenance and repair shops on appropriate operational standards an don aspects of vehicle contract specifications, including estimating of purchases, tracking of expenditures and encumbrances for the general, aviation, water, state, federal, forfeiture and grant funds; employees develop, generate and maintain a large volume of records on automotive vehicles, fire fighting, construction, refuse and related equipment.

            Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           the nature and use of a variety of automotive vehicles, fire fighting, construction, material handling, snow removal, commercial trucking equipment and related components

•           the methods, materials, tools and practices of the automotive and truck maintenance and collision repair professions

•           the principles of operation of internal combustion and diesel engines, welding techniques, hydraulic, pneumatic and mechani­cal systems

•           the principles and practices used in reviewing and evaluating automotive maintenance and repair facilities for conformance with relevant rules, regulations and standards

•           the principles and methods used in developing contract specifications for the purchase of vehicles and related equipment and components

•           generation, modification and tracking of electronic purchasing requisitions (ADPICS), fiscal document tracking and payment procedures (FAMIS)

•           the occupational hazards and safety precautions of the automotive mechanic trade

•           the utilization of computerized equipment used in diagnoses of vehicle component malfunctions

•           the utilization of the fleet accounting cost and tracking system (FACTS)

 

SKILL IN:

 

•           diagnosing and locating mechanical defects in automotive equipment, including diesel engines, heavy duty transmissions, vehicle pneumatic systems, high pressure air purification systems, hydraulic and mechanical systems, such as aerial equipment on fire vehicles, and high voltage equipment

•           negotiating to ensure maximization of cost effectiveness of manufactured vehicle products

 

ABILITY TO:

 

•           make accurate inspections of automotive vehicles and related equipment

•           identify areas for improvement and provide technical advice to meet fleet professional standards in the industry

•           establish and maintain effective working relationships with associates, contracted vendors, automotive maintenance personnel, and administrative officials

•           to prepare records and technical reports and make appropriate recommendations

•           learn the utilization of computerized program applications to access various database information relating to vehicle maintenance and repair

•           act as a liaison between city departments in reclaiming money for the recovery program for the repair of city vehicles which have been in accidents in which city vehicles are at fault

•           prepare computerized monthly reports

•           negotiate warranty settlements with numerous vendors

•           apply proper descriptive terminology to requisitions

•           write, interpret, and explain equipment specifications

•           establish and maintain effective working relationships with vendors

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/99.)

 

EDUCATION:

            Completion of an Associate's degree program at an accredited college or university with major course work in automotive technology.

 

AND

GENERAL EXPERIENCE:

 

            Three years of experience in the automotive mechanic trade, one years of which have been at the full performance level.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of experience, in the City's Office of Fleet Management, conducting a quality assurance program which includes performing inspections of automo­tive maintenance and repair facilities and vendor services, and/or development of automo­tive contract specifications.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included the specific experience described above.

 

           

NOTE:             One year of experience in the automotive trade at the full performance level equates for the educational requirement.

 

           

 

PHYSICAL AND MEDICAL REQUIREMENTS:

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES:

 

            Possession of a valid proper class commercial driver's license (CDL) as issued by the Commonwealth of Pennsylvania at the time of appointment to the class and during tenure of employment.

            Possession of a valid, proper class, official safety inspec­tion mechanic's license and a valid, proper class, official enhanced emission certificate and repair license as issued by the Commonwealth of Pennsylvania at the time of appointment to the class and during tenure of employment.

            Possession of a national institute for automotive service excellence (ASE) master certification in auto, heavy truck or collision repair, at the time of appointment and during tenure of appointment in the class if required by work assignment.

            Possession of an official Commonwealth of Pennsylvania motor vehicle physical damage appraiser license at the time of appoint­ment and during tenure of employment in the class, if required by work assignment.

            Employees will be required to obtain any license or certifica­tion by federal, state or municipal mandate if required by work assignment.
