FLEET MAINTENANCE SUPERVISOR

 

GENERAL DEFINITION

 

          This is second supervisory level fleet maintenance work directing, through subordinate group leaders, a multi-shift repair facility or a large maintenance and repair operation for a variety of automotive vehicles and related equipment and components.  Work involves directing, through subordinate team leaders, a staff of skilled and semi-skilled technicians and trades workers engaged in tire, collision and mechanical repair, inspection, service and maintenance work.  A significant aspect of the work is to establish priorities to ensure work is performed in a timely, cost efficient manner and according to established safety standards. Employees are expected to become increasingly proficient in the use of the Fleet Vehicle and Inventory Control System (FVICS) and new and emerging computer system maintenance and diagnostic equipment and software as they progress in the class. Work is performed under the direction of an administrative or assistant fleet manager of operations.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

•         Positions must be located in the City's Office of Fleet Management.

•         Positions must direct fleet repair operations through subordinate Fleet Maintenance and Auto Body Repair Team Leaders. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Directs, through subordinate team leaders, personnel engaged in the maintenance, repair and inspection of a wide variety of vehicles and related equipment including trucks, trailers, fire apparatus, automobiles, tractors, cranes, construction, agricultural, snow, ice, emergency and marine equipment and their related mechanical, electrical, hybrid, alternative fuel, hydraulic, pneumatic and computerized systems;  

          Develops goals and objectives for maintenance and repair operations; establishes and assigns priorities; re-prioritizes and re-allocates resources during an immediate crisis or demand;  prepares and plans repair and preventive maintenance schedules; reviews repair work while in progress for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications and instructs team leaders as to corrections; reviews and evaluates major repair work when completed; conducts periodic and quality assurance inspections of work operations and conditions; identifies and/or provides training programs, materials and related information.

          Reviews and evaluates work operation and repair reports submitted by subordinate supervisors; supervises personnel in the maintenance and repair of all plant and building facilities; assigns operating vehicles and construction equipment to personnel to carry out daily operations as well as for emergency uses such as snow removal, and for specialized seasonal operations; serves as advisor to engineering personnel in the preparation of specialized jobs for automotive vehicles and equipment; tests and evaluates vehicles and equipment upon receipt for conformance to specifications.

          Utilizes computer system maintenance and diagnostic equipment, software and procedures for the analysis and diagnosis of complex repair problems; troubleshoots system repair problems; creates and maintains a record keeping system for new system information.

          Maintains and reviews the Fleet Accounting Computer Tracking System (FACTS) for all vehicles and equipment which include accident damage cost, frequency of accidents per vehicles, and amount of time that the vehicle is inoperative due to accident or repair; maintains and reviews life-cycle information for equipment and vehicles to determine the feasibility of retaining or replacing; maintains and enforces a preventive maintenance program and schedule for all equipment.

          Maintains and reviews the Fleet Vehicle and Inventory Control System (FVICS) which includes labor hour tracking, inventory and procurement resources for the purpose of organizing and coordinating daily and projected workloads; Utilizes the Fleet Accounting Computerized Tracking System (FACTS) and the Fleet Vehicle Inventory Control System (FVICS) to establish if vehicles, equipment or machinery have reached designated life cycles for the purpose of relinquishment or replacement.

          Prepares cost summaries for the repair and maintenance of all vehicles, equipment and building facilities; prepares periodic activities reports; approves requisitions for supplies; orders materials and supplies directly from vendor for items not contracted or of an emergency nature; select appropriate equipment and materials to complete work according to specifications, verbal instructions, and established procedures; forecasts additional funds needed for staffing, equipment, materials, and supplies.

          Receives new vehicles; assigns installation of graphics; evaluates age and operating condition of vehicles reviews departments in need or due to receive new replacement vehicles; allocates vehicles to facilities; works with departments and manufacturer to resolve issues of newly purchased vehicles and or habitual failure to components on existing vehicles; resolves difficult parts, repair and vendor issues

          Ensures compliance to safety, hazard and related programs, policies and procedures; remains current on regulatory mandates, environmental issues and new developments and technology concerning preventative maintenance, repair and inspection of equipment and vehicles.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

•         supervisory methods and procedures

•         the methods, materials, tools and standard practices of the fleet management industry and automotive maintenance trade

•         the occupation hazards and safety and right-to-know precautions of the fleet industry

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/09.)

 

EDUCATION:

 

          Education equivalent to completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

          Two years of full performance experience in the automotive or heavy truck technician, automotive body or welding trades.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of experience supervising full performance level automotive or truck technicians, body repair personnel or welders in a full service fleet maintenance and repair shop.

 

OR

 

          Any equivalent combination of training and experience determined acceptable by the Office of Human Resources that has included the specific experience.

 

 

NOTE:         

 

·       Training in a post high school approved automotive trade school curriculum may be substituted for the general experience requirement on a year-for-year basis for up to two years.

·       Current certification by the National Institute for Automotive Service Excellence (ASE) in the automobile or medium/heavy truck specialty areas may be substituted for the general experience requirements. 

·       Possession of a bachelor's degree in Automotive Technology may be substituted for the general experience requirements. 

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fleet Maintenance Supervisor.  Possession of a valid, proper class, official safety inspection mechanic's license and a valid, proper class, official emissions control license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fleet Maintenance Supervisor, if required by work assignment.

          Employees will be required to obtain any license or certification in compliance with federal, state or municipal mandate if required by work assignment.
