FLEET MAINTENANCE TEAM LEADER
(Body Repair)
(Mechanical Repair)
GENERAL DEFINITION
This is supervisory level auto body repair or mechanical repair work supervising a staff of skilled and semi-skilled technicians, trades workers and related support personnel engaged in the maintenance and repair of a wide variety of automotive vehicles and their related equipment and components. Employees in the Mechanical Repair Specialty plan, assign, and review subordinates' maintenance and repair work to ensure the proper and safe operation of vehicles assigned for City departmental use. Employees in the Body Repair specialty inspect vehicles damaged in accidents, compile detailed estimates of required repairs and may prepare cost estimates for Risk Management to recover losses. Work includes training, instructing and guiding subordinate personnel in proper vehicle equipment repair, maintenance and inspection methods, techniques and procedures. Work involves conditions which can only partially be controlled, some physical effort, possible exposure to adverse weather conditions, working in tiring positions and the occasional lifting of heavy material. Significant to the work for positions in the Body Repair specialty is using Windows-based computer systems and software designed to measure upper and lower body in performing job duties. Diagnosing malfunctioning vehicles and equipment and determining, through inspection and computerized diagnostic techniques, the extent of maintenance and/or repair required are significant aspects of the work. Work is performed under the general supervision of a fleet maintenance superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions must supervise the maintenance and repair activities of a staff of Heavy Duty Vehicle Maintenance Technicians and/or Automotive Maintenance Technicians.
2. Positions in this class in the Mechanical Repair specialty must supervise full performance automotive trades workers engaged in all aspects of the auto repair trade and all related mechanical repairs.
3. Positions in this class in the Body Repair specialty must assess vehicles damaged in accidents and must supervise full performance automotive trades workers engaged in all aspects of the auto body repair trade.
4. Positions in this class must assist and provide technical advice to subordinate trades workers.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL SPECIALTIES:
Performs supervisory level auto body repair or mechanical repair work in the area of specialization supervising a staff of skilled and semi-skilled technicians, trades workers and related support personnel engaged in the maintenance and repair of a wide variety of automotive vehicles and their related equipment and components in the Office of Fleet Management.
BODY REPAIR SPECIALTY
Inspects City vehicles damaged in accidents; determines whether vehicle has past auto body repair record; prepares repair work order, detailing parts most likely to be damaged, and material and parts needed for the repair; consults manuals or the internet to estimate costs; calculates cost of materials for the repair; estimates time for work completion; calculates cost of labor based on estimated time for work completion; calculates total repair cost; compares total repair cost with past repair costs to determine feasibility of work; may work with insurance companies and City departments to recover losses.
Plans, assigns and reviews the work of subordinate trades workers engaged in inspecting vehicles, replacing mechanical components and body parts and repainting vehicles; visits subordinate trades workers at work sites to ensure work progress; determines the most appropriate method for work; assists and provides technical advice to subordinate trades workers; maintains and ensures subordinates maintain a full complement of tools necessary to perform assigned maintenance, repair and inspection tasks; inspects completed repair work for conformance to trade standards; may perform diagnostic tests on vehicle; performs repairs and paints as necessary.
Prepares a variety of statistical reports; prepares requisitions for supplies and parts needed for repair; prepares status report of each vehicle repaired; compiles list of vehicles condemned due to extensive damage or overhead cost; prepares subordinates' attendance and performance reports.
Contacts and negotiates with vendors to ascertain availability of various auto parts and accessories, and to stay informed of innovations and safety standards applicable in the automotive trade; contacts various City agencies and departments for pick-up of repaired vehicle and status report of vehicle.
Performs related work as required.
MECHANICAL REPAIR SPECIALTY
Plans, assigns, and reviews the work of automotive maintenance personnel engaged in the repair, maintenance and inspection of a wide variety of vehicles and related equipment including trucks, trailers, fire apparatus, automobiles, tractors, cranes, construction, agricultural, snow, ice, emergency and marine equipment and their related mechanical, electrical, electronic, aerial, hydraulic, pneumatic and computerized systems; inspects disabled vehicles to ascertain the cause of malfunctioning and determines the extent of repair work necessary; assigns work to subordinates ensuring timely and efficient completion of maintenance and repair work; checks work in progress to make certain that subordinates perform work properly and completely; points out problems and discrepancies in work performance and instructs as to the proper correctional methods, techniques and procedures; verifies proper vehicle repair and maintenance work upon completion to ensure adherence to work instructions and standard maintenance and repair requirements; ensures maintained and repaired vehicles undergo trial runs to verify proper operation for use by departmental personnel.
Supervises vehicle maintenance and repair work such as but not limited to the replacement and repair of transmissions, differentials, and rear axle assembles, the installation and repair of hydraulic controls, the removal, disassembly, repair and replacement of all types of internal combustion and electric engines and the repair and repainting of damaged trucks and auto bodies; oversees analyses and diagnoses of vehicle equipment malfunctions, including electronic and computerized fuel injection systems and performs such work when necessary; utilizes and supervises the utilization of computerized equipment to perform analyses and diagnoses on malfunctioned vehicles.
Schedules subordinate technical staff to inspect city-owned automotive equipment for the purpose of determining the extent of preventive and corrective maintenance and repair requirements and the preparation of estimated repair costs; reviews estimates to verify feasibility of repairs with regard to cost and to insure warranty coverage and repairs; maintains files and records on equipment, repairs, warranties and repair histories; recommends procedures to resolve difficult inspection and warranty problems; reviews contracted repair work for conformance to industry standards.
Researches automotive malfunctions and problems utilizing internet trade sites and trade journals and publications; identifies various possible solutions and instructs subordinates to initiate corrective action; contacts manufacturers to discuss equipment problems and operations; assesses results of computerized diagnosis and inspections and determines possible corrective measures.
Supervises employees engaged in fuel dispensation, tire removal and repair and other automotive maintenance activities of a semi-skilled and/or routine nature.
Maintains and ensures subordinates maintain a full complement of tools necessary to perform assigned maintenance, repair and inspection tasks; prepares requisitions for materials, supplies and equipment and other reports as required by supervisor; engages in direct contact with vendors to expedite the acquisition of materials, supplies and equipment; may receive and distribute parts to subordinates as needed; maintains and verifies records of parts used, work performed, employees' time and other routine records; supervises and participates in state safety and emission control license inspections on assigned vehicles utilizing computerized diagnostic equipment.
Develops and implements procedures used in the maintenance, repair and inspection of automotive vehicles; supervises a preventive maintenance program over assigned departmental vehicles; supervises the maintenance and repair of garage and facility equipment in order to maintain safe and efficient working conditions in the garage; utilizes computerized program applications to access database information relating to vehicle maintenance and repair information.
Performs highly skilled work in the repair and adjustment of equipment when difficult or unusual problems are encountered; participates in snow operations during emergencies.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/24.)
ALL SPECIALTIES:
EDUCATION:
Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Four years of experience in the automotive trade in the area of specialization.
AND
SPECIFIC EXPERIENCE
BODY REPAIR SPECIALTY:
Two years of full performance journeyman level experience in auto body repair work.
MECHANICAL REPAIR SPECIALTY:
Two years of experience in the automotive mechanic trade at the full performance journeyman level, diagnosing, maintaining and repairing automotive vehicles and related equipment.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
NOTE:
1. Training in a post high school approved automotive trade school curriculum for a minimum of six months up to a maximum of one year can be equated on a month-by-month basis for the general experience requirement.
2. Current certification by the National Institute for Automotive Service Excellence (ASE) in the automobile or medium/heavy truck specialty areas may be substituted for the general experience requirement.
3. Possession of a bachelor's degree in Automotive Technology may be substituted for the general experience requirement on a year for year basis.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fleet Maintenance Team Leader.
Possession of a valid proper class (CDL class A) motor vehicle operator's license as issued by the Commonwealth of Pennsylvania within six (6) months of appointment as a Fleet Maintenance Team Leader.
Possession of valid proper class official safety inspection license and a valid emissions control license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fleet Maintenance Team Leader.
Employees will be required to obtain any license or certification by federal, state or municipal mandate if required by work assignment.
