WATER PLANT OPERATIONS SUPERVISOR
GENERAL DEFINITION
This is supervisory work directing the operating program at a large complex municipal water or wastewater treatment plant. Positions are assigned to either a wastewater or drinking water treatment plant. Planning, assigning and reviewing the work of operational personnel engaged in assigned plant operations designed to meet treatment standards and for determining the efficiency of the treatment process is of major significance to the work. An employee in this class works evenings, weekends and holidays as required.
Work is performed under the general supervision of a technical superior.
Assignments require evaluative thinking and are carried out in accordance with standard treatment plant practices and general work instructions. The employee in this class has controlling responsibility for the operational personnel engaged in treatment operations.
ALLOCATING FACTORS (The following conditions must be met in order for positions to be allocated to this class):
1. Positions must supervise subordinate plant operations staff and must be located in a water or wastewater treatment plant in the Philadelphia Water Department.
2. No more than six positions shall be allocated to the class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plans, assigns and reviews the work of a large group of personnel engaged in operating equipment used in the treatment of wastewater or drinking water; checks performance of work; assigns personnel to provide proper coverage; insures that proper records are maintained as required to meet operational, state and federal treatment standards.
Orders an adequate supply of chemicals; supervises delivery and off-loading of chemicals
Reviews operating records and laboratory reports; determines that waste water treatment and sludge disposal processes meet standards; orders changes as required to bring waste water treatment processes up to standards.
Makes recommendations to supervisor if changes to waste water or drinking water treatment procedures are deemed necessary.
Notifies the plant maintenance foreman or appropriate trades foreman in the instrumentation, electrical and mechanical sections of required maintenance; confers with maintenance personnel to determine the priority of repairs.
Compiles weekly and monthly reports containing technical data regarding wastewater treatment or drinking water plant operations.
Prepares requisitions for supplies and materials.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the methods, materials, equipment and practices used in the operation of waste water treatment equipment or drinking water treatment equipment
· water treatment process including standards and notification procedures
• supervisory methods and techniques
• the occupational hazards and safety precautions pertaining to waste water or drinking water treatment operations.
• the principles underlying the treatment of waste water or drinking water
· filter backwashing procedures and guidelines for placing filters in and out of
service for positions in drinking water assignment only.
SKILL IN:
• the use and operation of wastewater or drinking water treatment equipment
ABILITY TO:
• supervise employees engaged in the operations of water treatment equipment
• read and understand laboratory and operating reports and make recommendations for changes in operating procedures
· operate plant distributive control system and back-up panels
• understand and follow oral and written instructions
• maintain records and prepare operating reports
• analyze malfunctions of equipment and to request proper maintenance of equipment
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/23.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND Completion of a formal training program in treatment plant operations which has included coursework in the operation and maintenance of plant equipment and the safety precautions appropriate to plant operations.
AND
EXPERIENCE:
Three years of experience in the operation of waste water or drinking water treatment equipment.
AND SPECIFIC EXPERIENCE:
Two years of supervisory experience at the crew chief level directing the activities of a small group of employees engaged in the operation of waste water or drinking water equipment.
Any equivalent combination of education and experience which has included the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to meet the physical and medical standards approved for this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment if required by work assignment.
