WATER TREATMENT PLANT OPERATIONS CREW CHIEF

 

GENERAL DEFINITION

 

          This is treatment plant operations work at the crew chief level in a biosolids processing, water purification or wastewater treatment plant.  Employees in this class supervise and participate in the activities of treatment plant operators engaged in monitoring and operation of computer-controlled water or wastewater treatment processes and processing equipment and security equipment.    Work includes the performance of site tours to determine and ensure that plant performance conforms to established criteria.  Responsibility for the general security and operation of the facility in absence of a higher-level operations supervisor and response to chemical emergencies during the work shift are significant aspects of the work.  Work is performed under the supervision of a technical superior.  Employees in this class work in an environment that may contain some disagreeable aspects, and may work on a rotating shift basis.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.       The work must be performed in the City's treatment plant operations or biosolids recycling center.

2.       The position must supervise treatment plant operators and other shift personnel engaged in the monitoring and operation of computer-controlled water or wastewater treatment processes and processing equipment, or mobile and stationary processing equipment.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Plans, assigns and reviews the work of treatment plant operators engaged in operating computer-controlled water or wastewater treatment processes and emergency response systems; reviews, with operators, process control directives, significant equipment maintenance problems, and specific actions which will be required for each process operation and routine mechanical and electrical maintenance; assigns subordinates to specific plant locations to monitor, operate and maintain various treatment processes; notifies supervisory personnel when plant process performance falls outside desired ranges; supervises the operation of such processing equipment as pumps, blowers, electric motors, dewatering, screening and mixing equipment, sensors, and signal devices; tours, inspects and observes treatment plant operations to maintain efficient plant operations, to review subordinate work performance, and/or inspect processing and security equipment;

          Maintains proper staffing through scheduling of shifts; may participate in hiring new staff; apprises subordinates of proper procedures to follow in resolving problems affecting plant operation; notes equipment problems and informs supervisor and enters maintenance and related task information into a computerized maintenance management system (CMMS) and processes work requests for skilled maintenance procedures; performs or assigns routine repair tasks to subordinates; trains subordinates; conducts safety training for subordinates; orders, receives, inspects, and stores chemicals; collects samples and maintains chemical inventory records; adjusts chemical dosages; places equipment in and out of service following prescribed procedures.

          Responds in a safe manner to chlorine leaks and chemical spills emergencies in compliance with plant-specific emergency response procedures; may act as emergency response incident commander; participates in chlorine and other chemical emergency drills; responsible for general security of facility in absence of higher level supervisor; conducts plant tours for the public.

          Prepares operational reports and reviews those submitted by subordinates; records conditions and activities during shifts and prepares activity reports for shifts in operational and safety procedures into manual log or computer database; utilizes system and other software packages to generate reports, and charts and graphs of flow and treatment status trends.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the methods, practices and procedures used in the operation of a computer-controlled water treatment process and related equipment in a sludge processing, water purification or wastewater treatment plant

•         the operation and navigation of a computer maintenance management system

•         the occupational hazards and required safety precautions inherent in a sludge processing, purification or wastewater treatment plant

•         plant process computer systems

•         regulations governing the monitoring and operation of treatment plant processes

•         water treatment chemical safety and response procedures, including safe exposure limits and protective equipment use

 

SKILL IN:

 

•         diagnosing causes of poor plant performance and taking appropriate corrective action

•         basic computer entry and retrieval

•         troubleshooting malfunctioning processing equipment and performing minor adjustments

 

ABILITY TO:

 

•         assign and supervise the work of an operations crew engaged in the performance of treatment plant operation and maintenance assignments

•         prepare and review routine operational reports and equipment repair work requests/orders

•         monitor and adjust process performance or quality through use of automated sample analyzing devices

•         learn civil service regulations and administrative policies affecting employee relations

•         accurately read and record data from computer terminal displays and readouts from meter and gauging equipment

•         operate back-up process equipment in the event of primary system failure.

•         understand and follow oral and written instructions

•         train and direct subordinates in  process computer operation, alarm responses, and chemical safety procedures

•         train and direct subordinates in the operation and navigation of a computer maintenance management system

•         set standards to achieve satisfactory levels of employee performance

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/04.)

 

EDUCATION:

 

          Education equivalent to completion of the twelfth school grade.

AND

GENERAL EXPERIENCE:

 

          Two years of experience in the operation of water purification, wastewater treatment process, or biosolids processing and related processing equipment.

 

AND

SPECIFIC EXPERIENCE:

 

          One year of experience performing skilled treatment plant operations work in a water purification, wastewater treatment, or biosolids processing plant.

         

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.

 

NOTE:          Possession of a valid class B-level or above Sewage Treatment Plant or Waterworks Operator license issued by the Commonwealth of Pennsylvania Department of Environmental Protection equates for the general and specific experience requirement.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class. 

          Ability to pass annual medical evaluation and receive certification to utilize respiratory protection equipment, where required by work assignment.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by work assignment.

          Possession of a Water Department issued Supervisory Training Certificate within six months of appointment as a Water Treatment Plant Operations Crew Chief.

          Possession of a HAZ/MAT Emergency Response Technician 24 hour Certification within six months of appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by job assignment.

          Possession of an appropriate Certified Pesticide Applicator training completion certificate within six months of appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by job assignment.

          Possession of Emergency Response Incident Commander certification within six months of appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by job assignment.
