SOLID WASTE TRANSFER PLANT SUPERINTENDENT

GENERAL DEFINITION

This is second supervisory level work directing the operations and maintenance of a solid waste transfer plant supervising a staff of skilled and unskilled workers engaged in the operation, maintenance and repair of refuse transfer plant equipment and coordinating plant operations with waste collection activities. Work is performed under the general direction of an administrative sanitation operations superior. Assignments require evaluative thinking and are carried out in accordance with state regulations, permit requirements and general disposal and operating procedures. Work involves some disagreeable environmental aspects in conducting inspectional tours of the plant and some physical effort in repair and maintenance activities.

1. This position must direct all operations and maintenance activities of a solid waste transfer plant.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Supervises through a subordinate supervisor work of employees engaged in receiving and loading of refuse onto tractor trailers for transportation to disposal sites; inspects and evaluates plant activities to ensure efficient refuse transfer operations.

Inspects pit levels to determine shift production and space available for the accommodation of additional refuse; communicates and coordinates with waste collection districts to determine anticipated amount of refuse to be received that day and to arrange for rerouting to private transfer facilities in the event of unexpected plant repairs or shutdowns.

Observes the condition of mechanical equipment within the plant such as transfer packers and electrical overhead cranes; determines need for and priority of repairs and maintenance of plant building, machinery and equipment; determines time, labor and materials involved; assigns and occasionally participates in repairs and inspects work upon completion; develops preventive maintenance schedules and assigns tasks to employees; confers with contactors to discuss major repair projects, progress of work and problems to ensure contractor work is completed properly and in conformance with requirements; contacts central automotive repair shop to arrange for the repair of tractor trailers and related equipment which is beyond the scope of plant personnel.

Reviews all requisitions submitted by subordinate supervisors for materials and supplies necessary for the operation of the plant; contacts vendors to expedite delivery of emergency items; reviews the maintenance of records pertaining to plant operations; prepares and submits cost and production reports on transfer station activities to superior and prepares daily operational log in order to conform to state requirements;

Ensures plant safety; responds to oil fuel spills and other chemical hazards by assessing present environmental hazards and conducts immediate remediation and stabilizes situation; checks radioactive waste monitor on daily basis, reports incidents to Sanitation Engineering; uses radiation detection devices to check tractor trailers or High Density Compactor vehicles and handheld device to determine location and documents findings; contacts emergency response agencies and coordinates plant activities in the event of a hazardous situation such as oil fuel spill, or chemicals being found to have been mixed with rubbish; manages plant conditions in accordance with Pennsylvania Department of Environmental Protection permitting requirements for the facility; works with Sanitation Engineering concerning repair activities and contract repair work done by contractors managed by Sanitation Engineering; implementsForm L Contingency Plan for Emergency Procedures approved by Pennsylvania Department of Environmental Protection and coordinates with Sanitation Engineering when Plan modifications are made; accompanies quarterly Pennsylvania Department of Environmental Protection inspectors during inspections to respond to questions or concerns, reports inspection results to Sanitation Engineering and makes operational changes as needed as a result of these inspections; investigates claims pertaining to personal injuries or automotive accidents encountered by employees and takes appropriate action to eliminate unsafe working conditions.

Manages scale house operations.

Utilizes a personal computer to generate data, prepare reports and train subordinates

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

· the methods, practices, materials and tools used in the repair and maintenance of electrically or hydraulically-operated mechanical equipment used in transfer plant operations

· State, federal, and local regulations governing waste collection and safety in refuse plants.

· Pennsylvania Department of Environmental Protection permit conditions for plant operations

· Emergency response procedures and protocol

· the occupational hazards and safety precautions involved in the maintenance of buildings and related facilities and in a variety of mechanical equipment

· the operation and maintenance of hydraulically-operated compacting equipment and overhead bridge cranes

· supervisory methods and techniques

ABILITY TO:

· interpret, implement and enforce regulations

· operate compactors and bridge cranes

· use good judgment as it pertains to operations and potential hazards

· make estimates of labor, time and materials

· read and interpret blueprints and sketches

· supervise employees engaged in refuse disposal activities including the operation, maintenance and repair of mechanical equipment on assigned shifts

· establish and maintain effective working relationships with associates

· use standard computer software packages.

· learn specialized programs that monitor vehicle scale activity

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/10.)

EDUCATION:

Education equivalent to completion of the twelfth school grade.

AND

EXPERIENCE:

Five years of experience in the mechanical maintenance of equipment found in an incinerator, transfer station, heavy duty processing or materials handling plant, or used in a high pressure gas, coal or oil fueled steam boiler, one year of which has been in a supervisory capacity.

OR

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
