GENERAL DEFINITION
This is managerial building operations work directing the provision of a continuous custodial services program in a large airport terminal complex or several large municipal office buildings. The employee in this class directs, through subordinate supervisors, a large number of supervisory staff, semi‑skilled and unskilled workers on assigned shifts and is responsible for managing human capital, budgeting, resource allocation, requisitioning and stores activities necessary to support a major custodial services operation. Contact with departmental administrators and City officials to develop plans and discuss challenges concerning the provision of optimal building operation services and motivating staff to incorporate quality and customer service strategies into all work practices is a major aspect of this work. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
· The employee must direct all custodial and related building operation services for several large municipal office buildings or on an assigned shift at a large Airport terminal complex.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plans, organizes and directs, through subordinate supervisors, large crews engaged in providing custodial services on a continuous basis; develops and evaluates the custodial services program through personal inspections, periodic reports and comments of customers, and other City personnel; devises work schedules and assigns personnel to provide optimum services.
Meets with shift supervisors for special assignments, review work operations, reviews customer comments and resolves problems, discusses operational changes; sets priorities; tours facilities to evaluate quality of services provided; revises procedures as necessary to insure efficient and timely provision of services throughout complex.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Responsible for managing the custodial operations budget, which includes maintaining staffing levels, managing overtime, researching and preparing specifications and requisitions for the purchase of cleaning equipment and cleaning products.
Receives and reviews work orders through the our computerized maintenance management system (CMMS) for ceremonial or other civic events; ensures that restroom inspections are conducted daily through the CMMS; confers with officials from various agencies about special departmental requirements; investigates complaints concerning services provided; ensures that work performed conforms to departmental requirements and standards.
Develops procedures to implement recycling program in City owned facilities; meets with departmental administrators to publicize and coordinate the collection of recyclable materials; arranges for collection points and pick‑up of materials by recycling contractors.
Maintains records of work performed by staff; prepares regular reports of activities; reviews and approves requisitions for materials and supplies; develops and submits operating budget requests for personnel, supplies and services contracts.
Responsible for personnel matters such as evaluating performance, reviewing disciplinary actions and conducting hearings.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/24.)
EDUCATION:
Completion of two years study at an accredited college or university.
NOTE: Completion of an industry relevant certification or additional years of experience may be substituted for the required education on a year for year basis.
AND
GENERAL EXPERIENCE:
Five years of building maintenance or janitorial services experience in a major building or group of buildings.
AND
SPECIFIC EXPERIENCE:
Three years of second-level supervisory experience directing a custodial staff as a Custodial Work Supervisor 2 or equivalent level for multiple buildings.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which includes the specific experience as indicated.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Custodial Operations Manager, if required by work assignment.
Positions in the Airport must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
