TRAINING CENTER SUPERVISOR

 

GENERAL DEFINITION

 

            This is supervisory and technical instructional work in the development, implementation and evaluation of training programs conducted in a centralized training facility.  An employee in this class has a controlling responsibility for facility operations and directs subordinate instructors engaged in preparing and administering courses for skills training and employee development. 

            Contact with departmental and city administrators, union officials, and representatives of other training and educational facilities to coordinate and gain cooperation for training activities is a major aspect of the work.

            Work is performed under the general supervision of an administrative superior. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Consults with departmental personnel and administrative superiors to determine training needs; designs and supervises the preparation of training and development programs to meet departmental requirements; researches and writes training manuals and reviews training and operation manuals written by subordinates for topics ranging from general orientation and safety instruction of laborers to the development of supervisors and middle management personnel; meets with operating departmental personnel and union officials to secure cooperation and communicate the need for training and development programs.

            Trains subordinate instructors in the methods of instruction and the use and development of instructional aids such as closed circuit television, classroom management and employee counseling techniques; formulates and coordinates training schedules; assigns instructors to training activities and evaluates the performance of training staff.

            Prepares proposals for submission to governmental and outside agencies for the funding of new training programs; consults with departmental personnel to plan and implement safety training programs for employees; meets with representatives of other city departmental training programs to meet their requirements; counsels employees regarding training and development opportunities offered by the department and programs administered by local educational institutions; explains training policies and procedures to supervisors and employees; visits departmental field operations to determine performance problems and potential training remedies.

            Establishes criteria for the evaluation of departmental training activities; maintains training program data and employee training history records; confers with supervisors to evaluate the effectiveness of specific training courses and to recommend changes to meet training objectives.

            Prepares computer labs for training courses; schedules maintenance of hardware, vehicles, and other equipment for the training center; requisitions equipment, supplies and materials; secures outside training and development materials and resources; arranges for training and management journals and books for use within the training center; prepares regular and special reports concerning the progress and effectiveness of departmental training programs.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           in-service training techniques necessary to plan, develop and conduct training programs in a variety of occupational fields.

•           the occupational hazards and corresponding safety precautions of equipment operation and laboring activities.

•           materials used in in-service training and of the preparation of training manuals and visual media.

•           the component parts and operating principles of a variety of automotive equipment.

•           the techniques used to evaluate training programs and personnel development

               computer software such as Microsoft Word, Excel, and other software as required by assignment.

 

ABILITY TO:

 

•           plan, develop and conduct development and training programs in a variety of occupation­al fields in accordance with prescribed objectives.

•           supervise the work of a staff of instructional personnel.

•           select and adapt available in-service training materials and to prepare original material for training needs.

•           evaluate personnel development and training programs.

learn, interpret and apply laws, regulations and procedures in the area of assignment.

              participate in the installation and maintenance of personal computers and networking hardware.

·                     configure audiovisual devices used to conduct training programs.

·                      write and speak effectively.

•           establish and maintain effective working relationships with departmental associates, subordinate instructors and trainees.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/14.)

 

EDUCATION:

 

            Equivalent to completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

            Three years of instructional experience conducting classroom and on-the-job training for labor, trades, and supervisory personnel, one year of which has included research and preparation of training materials and courses.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Common­wealth of Pennsylvania prior to the scheduled examination and during tenure of employment in this class.

Possession of a valid Class A Commercial Driver’s License (CDL) issued by the Commonwealth of Pennsylvania with appropriate endorsements in passenger, air brakes and hazardous materials prior to the scheduled examination and during tenure of employment as a Training Center Supervisor.

Possession of the following certifications, prior to the scheduled examination and during tenure of employment as a Training Center Supervisor:
