GENERAL DEFINITION
This is skilled work operating the largest and most complex heavy duty earthmoving, road building, vacuum excavation, mechanical cleaning and related equipment. Employees in this class operate automotive equipment having accessories which require a substantial degree of monitoring and/or coordination of the working attachments with the motion of the vehicle, and frequent adjustment of the attachments in order to vary operations because of conditions encountered, or the nature of the operation being performed. Employees in the Tractor Trailer - On-Road specialty regularly operate a tractor trailer on public streets, roads and highways. Employees in this class are responsible for the safe and efficient operation of assigned equipment. Work may include light and heavy physical effort when not operating equipment or driving equipment to and from its operation at the work site. Work is performed under the supervision of a crew chief or supervisor

The duties of positions in this class must conform to the criteria established for Heavy Equipment Operator 2 in the "City-owned Automotive Equipment Allocating Standards"
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL SPECIALTIES
Inspects vehicle for loose parts, damaged or worn tires or treads and other items affecting its safe operation; washes and services vehicle with water, gas and oil; performs first echelon maintenance and makes minor repairs.
Observes instruments while the vehicle is in operation and takes routine corrective action if malfunction is indicated; reports defects in, or damage to the vehicle.
Drives equipment to work site or transports equipment in other vehicles; operates equipment in the work area, controlling both the speed and direction of the basic vehicle and the adjustment and operation of the working attachments; adjusts level and angle of blades or other attachments; adjusts depth of cut in accordance with the nature of the work to be performed, efficiency of operation, and the safe working capacity of the equipment.
Performs related work as required.
ASPHALT PAVING MACHINE SPECIALTY
Sets machine for laying bituminous mix to specified grades; adjusts screen board to maintain the proper thickness of the mat; maintains proper screen board temperature.
CRANE SPECIALTY
Operates a long boom crawler, or truck-mounted crane equipped with a clamshell bucket or lifting hook; strips and reclaims debris for sanitary landfill; constructs earthen dikes around areas used in depositing dredge material; loads and unloads pipe and other heavy material in storage.
EARTHMOVING-TRACKED SPECIALTY
Operates tracked earthmoving, road building, and related equipment such as heavy crawler tractors with bulldozer blades or front-end loader attachments; performs such operations as grading earth or refuse for roads, road shoulders, landfills or other purposes, or loading earth or other loose materials into trucks, depending on the vehicle operated.
EARTHMOVING-WHEELED SPECIALTY
Operates wheeled earthmoving, road building, and related equipment such as large road graders and twin-engine high speed rotary snow plows, and wheeled front end loaders; performs such operations as stripping old surfacing from streets and grading and otherwise preparing roads and road shoulders for surfacing or removing snow from airport runways and other areas, depending on the vehicle operated; mix and load biosolids.
SEWER JET AND VACUUM MACHINE
Operates a sewer cleaning machine consisting of high pressure pumping systems, vacuum equipment, and large liquid and debris tank on public streets, roads and highways and throughout the city, including but not limited to; storm water inlets, waste water pumping stations, and at wastewater treatment plant facilities, and waste disposal sites; uses jet-rodder attachment and various flusher nozzles in conjunction with the machine to clear and remove debris from blocked sewers; chambers, and tanks; performs coupling and uncoupling of tubing, nozzles, and hoses; decants liquids from debris tank on site; transports and discharges material at designated disposal sites, cleans and flushes the tank after debris disposal; keeps trip and debris weight records or log; reports defects in the vehicle operating, accidents, traffic violations or damage to the vehicle; instructs a lower level helper to assist in machine operations; may work in a limited access confined space or gas hazardous area.
SPECIAL PURPOSE SPECIALTY
Operates and monitors a robotic vehicle (Concrete Buster) and hand lance attachment and related support equipment that pulverizes concrete bridge decks in preparation for resurfacing; programs robotic vehicle for specific deck conditions, monitors performance, and evaluates results; or operates other equipment which conforms to criteria set forth in City-owned Automotive Equipment Allocating Standards.
TRACTOR TRAILER - On-Road
Operates a tractor trailer on public streets, roads and highways with gross vehicle weight up to 80,000 pounds of waste material to designated disposal sites; operates a low-boy tractor trailer to transport asphalt paving equipment throughout the city; starts, loads and secures equipment for proper transport in conformance to Pennsylvania Department of Transportation guidelines; moves any other highway equipment that is not permitted to be driven on city streets, such as cranes, backhoes, and front end loaders for the Streets Department and other City departments; unloads material; performs coupling and uncoupling of trailer; lowers trailer jacks; disconnects air and electrical lines; releases fifth wheel lock and pulls tractor ahead to uncouple; performs reverse operations for coupling; keeps trip record or log; reports defects in the vehicle operating, accidents, traffic violations or damage to the vehicle; pulls tarp with tie downs over debris to prevent spilling both before and after trips.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the component parts and operating principles of the equipment in the area of specialization
· the functions, capabilities, and operation of automotive equipment in the area of specialization
· the occupational hazards and safety precautions required in the operation of the vehicle in the area of specialization
· Traffic laws of the Commonwealth of Pennsylvania as required by job assignment
SKILL IN:
· the operation of the equipment in the area of specialization safely and efficiently, on and off the highway, in traffic and under adverse climatic conditions
ABILITY TO:
· operate and service assigned equipment in the area of specialization and to make minor repairs and adjustments
· understand and follow written and oral instructions
· perform heavy manual labor for prolonged periods under adverse climatic conditions

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/17).
CRANE, EARTHMOVING-WHEELED, EARTHMOVING-TRACKED, SPECIAL PURPOSE SPECIALTIES
EXPERIENCE
· One year of experience in the class of Heavy Equipment Operator 1, or two years of experience in the class of Equipment Operator 2 or comparable City class.
ASPHALT PAVING MACHINE SPECIALTY
EXPERIENCE
· One year of experience in the class of Heavy Equipment Operator 1 or four years of experience operating the crown and thickness controls located on the back of the asphalt paving machine.
TRACTOR TRAILER – On-Road
· One year of experience operating large tractor trailer automotive equipment to transport solid waste material and equipment.
OR
· One year of experience in the class of Heavy Equipment Operator 1, or two years of experience in the class of Equipment Operator 2 or comparable City class.
SEWER JET AND VACUUM MACHINE
· One year of experience operating and assisting in the operation of a sewer jet and vacuum machine, to include on-site operation of the sewer jet and vacuum apparatus as well as driving the vehicle while transporting the debris for disposal.
OR
· One year of experience in the class of Heavy Equipment Operator 1, or two years of experience in the class of Equipment Operator 2 or comparable City class.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
SEWER JET AND VACUUM MACHINE OPERATOR
Possession of a valid Class B Commercial Driver’s License with an N endorsement (tanker certification) issued by the Commonwealth of Pennsylvania prior to the scheduled examination and during tenure of employment in the class.
TRACTOR TRAILER – On-Road
Possession of a valid Class A Commercial Driver’s License issued by the Commonwealth of Pennsylvania prior to the scheduled examination and during tenure of employment in the class.
ALL OTHER SPECIALTIES
Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania, with appropriate endorsements in air brakes and/or hazardous materials, as required by assignment prior to the scheduled examination and during tenure of employment in the class.
