(Special Purpose)
This is skilled heavy-duty vehicle operations work, involving such equipment as earthmoving and roadbuilding vehicles, small mobile equipment with crane attachments of limited flexibility, or compactors with multiple axles or high density.
Work is distinguished from the lower-level equipment operations classes by complexity of operator functions performed, which require a substantial degree of coordination. Work may include light or heavy physical labor when not operating equipment or driving it to and from the work site. Work is performed under the supervision of crew chief or supervisor.
ALLOCATING FACTORS (The following conditions must be met for a position to
be allocated to this class):
1. Duties of positions in this class must conform to the criteria established for Heavy Equipment Operator 1 positions in the "City-owned Automotive Equipment Allocating Standards."
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Inspects equipment for loose parts, damaged or worn tires or tracks and other items affecting its safe operation; washes and services vehicle with water, gas and oil; performs first echelon maintenance and makes minor running repairs.
Observes instruments while the vehicle is in operation and makes routine corrective action if malfunction is indicated.
Keeps trip records or logs; reports defects in or damage to the vehicle.
Performs related work a required.
CRANE SPECIALTY
Operates small cranes and crane-like equipment such as inlet cleaners, tower trucks, street cranes, and hydraulic and hydro-mechanical lifting devices; performs such operations as lifting heavy materials, removing debris from sewer inlets, righting overturned vehicles and raising workers on a platform at the end of a hydraulic boom so that they can work at heights.
Operates tracked equipment such as medium-sized crawler tractors with bulldozer blade or front-end loader attachments; performs such operations as grading earth or refuse for roads and road shoulders, or landfills and loading earth or other loose materials into trucks; operates equipment over work area controlling both speed and direction of the basic vehicle, and the adjustment and operation of working attachments; adjusts level and angle of blades or other working attachments to control depth of cut in accordance with the nature of the work, efficiency of operation and safe working capacity of equipment.
Operates wheeled earthmoving, road building and related equipment such as backhoes, large front-end loaders, and the smaller graders; performs such operation as digging trenches, loading earth and other materials onto trucks, and grading and otherwise preparing roads and road shoulders for surfacing; transports road-building materials using a tri-axle dump truck, operates equipment over work area controlling both speed and direction of the basic vehicle and the adjustment and operation of working attachments; adjusts level and angle of blades or other working attachments to control depth of cut in accordance with the nature of the work, efficiency of operation and safe working capacity of equipment.
Operates special purpose equipment designed and built with a boom, roller or circular mixing attachment for a single purpose involving a number of operating phases, such as the roadroller, roadpatcher; operates high density equipment or equipment with multiple axles involving complicated operating functions; operates levers, pedals, buttons, throttles and gauges to guide and operate equipment and its various attachments; ejects, racks, packs, and smoothes resurfacing materials; operates specialized high density compaction sanitation vehicles; operates heavy duty, multi-axle trash compactors with a minimum of thirty yard storage capacity and transports solid waste materials directly to landfills and other acceptable sites; operates large capacity dual-steer axle biosolids dump trucks; or operates other equipment which conforms to criteria set forth in City-owned Automotive Equipment Allocating Standards.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the component parts and operating principles of equipment in the area of specialization
· the functions, capabilities and operation of automotive equipment in the area of specialization
· the occupational hazards and safety precautions required in performing the work
· the traffic laws of the Commonwealth of Pennsylvania
SKILL IN:
· the safe and efficient operation of equipment in the area of specialization, on or off the highway, in traffic and under adverse climatic conditions
ABILITY TO:
· learn the geography of an assigned geographic area
· service the types of equipment in the area of specialization to make running repairs and adjustments
· understand and carry out written and oral instructions
· perform heavy manual labor for prolonged periods under adverse climatic conditions
· read and write English
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/23.)
EXPERIENCE:
ALL SPECIALTIES
Option 1: City of Philadelphia Experience
Six months of experience in the class of Equipment Operator 2 or a comparable City class.
One year of experience in the class of Equipment Operator 1.
CRANE SPECIALTY AND SPECIAL PURPOSE: TRI-AXLE ONLY
Option 2: External Experience
Possession of a valid class “A” commercial driver’s license (CDL) and one year of experience operating a vehicle or equipment requiring a Class “A” CDL.
OR
Possession of a valid class “B” commercial driver’s license (CDL) and two years of experience operating a vehicle or equipment requiring a Class “B” CDL.
OR
ALL SPECIALTIES
Any equivalent combination of training and experience determined to be acceptable by the Office of Human Resources which has included possession of a valid class “A” or “B” commercial driver’s license (CDL.)
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license issued by any state at the time of application for the Crane Specialty only.
Possession of a valid proper class motor vehicle operator's license with appropriate endorsements in air brakes and/or hazardous materials as required by assignment as issued by the Commonwealth of Pennsylvania prior to the scheduled examination and during tenure of employment as a Heavy Equipment Operator 1.
