This is waterways restoration, maintenance, and repair work at the second supervisory level. Work differs from the next lower class in the series in that it entails responsibility for supervising first level supervisors and their small crews engaged in the various aspects of waterway and stream maintenance and repair as part of the Water Department Clean Streams program. A significant aspect of the work includes responsibility for contacting the public in an effort to resolve complaints resulting from the work. Due to the nature of the work, assignments may be performed outside of regularly scheduled working hours. Employees solve waterway problems in an assigned area of the city or a segment of streams and tributaries. Work involves conditions, which can be only partially controlled due to outside environmental conditions. Light physical effort may be required. Work is performed under the general supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Assigns stream debris removal and waterway restoration, maintenance and repair projects to lower level crew chiefs; coordinates with Fairmount Park Commission staff to ensure that optimal access routes are chosen for stream debris removal and restoration work; develops monthly maintenance tasks based upon plat and park location, equipment needs, and availability of volunteer organizations and coordinators and coordinates with Flow Control and other sewer maintenance units a prioritized special project list.
Advises lower level supervisors as to the proper procedures and materials to be used in the more difficult structural waterway restoration and maintenance projects; explains improvement project plans to crew; visits work sites and determines that adequate safety measures have been taken; coordinates the work of several crews involved with large or complex restoration projects.
Advises lower level crew chiefs about short-term aquatic habitat restoration techniques, channel reconfiguration, and techniques for the removal of water-related debris and obstructions; oversees approaches to resolving joint drainage right-of-way to improve Water Department infrastructure in Fairmount Park high access areas.
Supervises the implementation and maintenance of in-stream aquatic habitat improvement projects, including fish ladders, fluvial geomorphologic restoration projects, and elimination of outfall plunge pools.
Inspects projects for conformance to departmental, state and federal standards; investigates complaints and reports concerning complex problems; makes oral and written reports and sketches of situations found.
Reviews daily time and materials reports.
Safely and effectively operates a pontoon boat during the various stages of a restoration project or to help with debris removal.
May be assigned to work on sewer maintenance projects in an urgent situation.
Performs related work as required.
Education equivalent to the completion of the twelfth school grade and completion of a diploma program for Deputy Waterways Conservation Officer or an equivalent training program.
ANDThree years of experience working as a member of a crew actively engaged in the restoration, repair or maintenance of waterways and related infrastructure.
ANDOne year of experience supervising a small crew engaged in the restoration, repair, or maintenance of waterways and related infrastructure.
ORAny equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience.
Ability to meet approved minimal physical and medical standards.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Waterway Restoration Crew Chief II.
Possession of Pennsylvania Boating Safety Education Certificate during tenure of employment as a Waterways Restoration Crew Chief 2, if required by Pennsylvania State Law.
