ENVIRONMENTAL RESTORATION CREW CHIEF 1

(Parks and Recreation)

GENERAL DEFINITION

This is waterway or natural land restoration, maintenance and repair work at the first supervisory level. Work includes responsibility for supervising the work of a small crew engaged in the various aspects of a citywide program designed to repair and maintain the stream miles as part of the Water Department's Clean Streams program or to restore and maintain park natural areas for the Department of Parks and Recreation. Assignments may be performed outside of regularly scheduled working hours. Employees in the Water specialty participate with other crew chiefs to solve waterway problems in an assigned area of the city or a segment of streams and tributaries. Employees in the Parks and Recreation specialty supervise and conduct various types of field work projects to restore forests, meadows, wetlands, and streams and prepare park sites for contractor projects. Work involves conditions, which can be only partially controlled due to outside environmental conditions. Moderate physical effort may be required. Work is performed under the supervision of a higher-level supervisor.

ALLOCATING FACTORS: (The following conditions must be met in order for a position to be allocated to this class)

· Positions in this class must supervise a small crew engaged in the restoration, maintenance, and repair of the City's stream miles and waterways and/or park natural lands.

· Positions must be located in the Water Department or the Department of Parks and Recreation

· Only one position will be allocated to the class in the Department of Parks and Recreation.

BOTH SPECIALTIES

Keeps records of work performed, materials used, and employees' time; makes rough sketches or documents field locations requiring work with a Global Positioning System (GPS) and/or photos; makes simple oral or written reports or assessments on condition of areas which have been reported for repair or maintenance.

Performs related work as required.

PARKS AND RECREATION SPECIALTY

Supervises crews and participates in various types of field work, primarily in park natural areas; works with park management, maintenance staff, Water Department staff, contractors, work force training programs, and community groups to implement natural lands restoration projects and to monitor and maintain projects; directs and supervises contract herbiciding and invasive plant control work; maintains pesticide application records; performs assessments and treatments for tree pests; participates in trail restoration and closure projects; assists with plant deliveries to park nursery; services and maintains equipment; and provides technical advice and assistance to Water Department restoration crews.

Prepares sites for contractors and maintains completed projects through performing and supervising the application of herbicides, mowing and cutting of invasive vegetation, planting trees and shrubs, and operation of equipment as needed; assesses vegetation and physical conditions of natural areas; uses Global Positioning System to collect data in the field; updates and maintains database and records; facilitates ecological improvement and integrity of project sites.

WATER SPECIALTY

Creates and maintains inventories of problem locations along City’s streams and tributaries that identify debris traps, such as bridges, culverts, sewer crossing, etc.; develops monthly maintenance tasks based upon plat and park location, equipment needs, and availability of volunteer organizations and coordinators; coordinates with Flow Control and other sewer maintenance units a prioritized special project list.

Develops short-term aquatic habitat restoration techniques in conjunction with other Water Department units and removal of water/sewer-related obstructions; coordinates team approaches to resolving joint drainage right-of-way to improve Water Department infrastructure in Fairmount Park high access areas.

Plans the implementation and maintenance of in-stream aquatic habitat improvement projects, including fish ladders, fluvial geomorphologic restoration projects, and elimination of outfall plunge pools; oversees the operation of a variety of equipment including cranes, bulldozers, and tractors needed to complete improvement projects and remove large debris.

Safely and effectively operates a pontoon boat during the various stages of a restoration project or to help with debris removal.

May be assigned to work on sewer maintenance projects in an urgent situation.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

· the methods, practices, materials, equipment and tools used in waterways or natural area restoration, maintenance and repair work

· the methods, procedures and practices used in natural stream or park restoration

· the occupational hazards present and safety precautions in the area of specialization

· the general physical layout, component structures and appurtenance of the municipal sewer system for the Water Specialty

· ecosystems and natural processes for the Parks and Recreation specialty

· native and exotic flora of southeastern Pennsylvania for the Parks and Recreation specialty

ABILITY TO:

· assign and supervise the work of a small crew of employees engaged in restoration, maintenance and repair of streams and waterways and/or park natural areas

· identify the required conditions for healthy local ecosystems

· learn and understand state and federal laws and regulations related to the work including the Clean Water Act

· interpret and work from maps, rough sketches, blueprints, and to prepare rough sketches as required

· make estimates of time, cost, labor and material

· prepare and maintain routine records and reports

· operate a variety of machinery or equipment as required in the area of specialization

· operate a pontoon boat in a safe and effective manner for the Water specialty

· work on sewer maintenance projects in an urgent situation for the Water specialty

· establish and maintain effective working relationships with associates and volunteers

· communicate effectively in verbal and written form with contractors, staff and general public

· assess vegetation conditions and record data on a GPS device for the Parks and Recreation specialty

· facilitate the implementation of park restoration projects for the Parks and Recreation specialty

· follow instructions and safety precautions for equipment and herbicides for the Parks and Recreation specialty

· identify and implement steps needed to restore degraded park forests, meadows and other sites.

· lift and carry at least 50 pounds

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/21.)

EDUCATION:

Education equivalent to the completion of the twelfth school grade.

AND

SPECIFIC EXPERIENCE:

PARKS AND RECREATION SPECIALTY

Three years of experience as a member of a crew actively engaged in performing restoration or maintenance work in natural areas.

WATER SPECIALTY

Three years of experience as a member of a crew actively engaged in performing maintenance and project improvement work on waterways and related infrastructure.

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Environmental Restoration Crew Chief 1.

PARKS AND RECREATION SPECIALTY

· Pennsylvania Certified Pesticide Applicator’s license (Category 6) within three months of appointment.

WATER SPECIALTY

Possession of Pennsylvania Boating Safety Education Certificate during tenure of employment as an Environmental Restoration Crew Chief 1, if required by Pennsylvania State Law.
