INTERCEPTOR SERVICES SUPERVISOR
GENERAL DEFINITION
This is interceptor services work supervising, through subordinate supervisors, the day to day field activities of at least three crews engaged in the inspection, maintenance and repair of interceptor chambers, tide gates and related control devices within the City's collector system. A significant aspect of the work is ensuring that Philadelphia’s estuaries are not polluted by wastewater discharges. Work includes scheduling and prioritizing work in order to ensure that adequate inspection and preventative maintenance procedures are performed in a timely and efficient manner in support of the zero discharge of pollutants goal set by the 1972 Clean Water Act. An employee in this class must act as the first responders when there is potential wastewater discharge, and may be required to participate in the work of the crews during unusually complex or dangerous situations. Work involves light physical effort and some disagreeable aspects. Work is performed under the supervision of a higher level manager in the Waste Water Collections division.

Plans, schedules and coordinates activities to ensure services are provided in a timely and efficient manner; forecasts necessary levels of staffing to facilitate effective scheduling. Assigns, coordinates, and reviews the work through subordinate supervisors of a number of crews engaged in the inspection, maintenance and repair of wastewater interceptors, tide gates and related appurtenances; explains assignments, including locations, sequence of work, equipment and materials required; instructs subordinates in required procedures; answers questions on assignments from crew members; reviews daily activity reports prepared by subordinates.
Ensures wastewater discharge is not contaminating Philadelphia’s estuaries by responding first to complaints and inclement weather; receives complaint calls from other departments, supervisors, Coast Guard, and the general public; uses various systems such as the Flow Control Database and the Controlled Sewer Overflow (CSO) Site Computer System to monitor water levels and check for abnormal activities.
Travels to work sites and observes interceptor services crews to determine if operations conform to general work instructions and safety procedures; enters interceptor and tide gate chambers to direct activities and investigate and resolve collector system problems; examines interceptors and tide gates to determine if crews have performed necessary maintenance; confers with other department units and other agencies to resolve problems. Directly supervises, and may participate in the more complex maintenance and repair work performed on interceptors and tide gates; directs inspections when it is suspected that hazardous materials are flowing through chambers; evaluates severity of potential hazards; ensures that crew members utilize safety equipment and procedures; occasionally enters chambers during hazardous assignments to close regulators, control flow and evaluate damage and potential hazards; refers to prints of the collector system and equipment to locate the source of problems.
Orients new employees; explains inspection and maintenance procedures and techniques; demonstrates and explains the use of safety equipment; conducts periodic training sessions; provides security measures to protect remote locations from vandalism and illegal entry.
Maintains records on the daily operations of the interceptor service crews; prepares reports on unit activities; records and maintains inventory of materials and equipment parts, and supplies; conducts field tests of new equipment; participates in the inspection of contractor's work; enforces departmental rules, regulations and policies.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the operations of the City's wastewater collection system
· the tools, materials, equipment and practices used in the minor repair and maintenance of manually, mechanically and hydraulically operated wastewater interceptors, tide gates and related appurtenances
· the hazards involved and confined space safety measures to be observed in performing interceptor maintenance
· sewer, interceptor and tide gate operation and construction

ABILITY TO:

· communicate clearly, both orally and in writing
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/13.)
EDUCATION:
Education equivalent to the completion of the twelfth school grade.
EXPERIENCE:
Three years of experience in the inspection, maintenance and minor repair of interceptor control devices and related appurtenances, including two years of supervising a limited number of semi-skilled workers engaged in interceptor services field operations.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Interceptor Services Supervisor.
