GENERAL DEFINITION
This is supervisory maintenance work directing, through subordinate supervisors, field forces engaged in cleaning, examining, and troubleshooting problems with stormwater inlets. Employees in this class are responsible for implementing manual and mechanized inlet cleaning and maintenance programs for a major portion of the city. Work includes ensuring that cleaning schedules are maintained and priorities established for the inlet cleaning/maintenance program. A significant aspect of the work involves formulating effective working relationships with employees, other City departments, community groups, and the public in the cleaning and general maintenance of city inlets. Work is performed under the direction of a Water Conveyance Systems Assistant Superintendent.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Employees in this class supervise inlet cleaning activities, through subordinate supervisors, for a major portion of a city-wide program.
2. Only two positions will be approved for this class.
3. These positions must be located in the Water Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plans, assigns and coordinates through subordinate crew chiefs the work of a large number of manual and mechanized crews engaged in cleaning and maintaining stormwater inlets; establishes programs of preventive maintenance to be implemented by subordinate crew chiefs; discusses street routes and assembly points with crew chiefs; schedules and distributes personnel and equipment to obtain maximum results; assigns complaints for priority handling; drives automotive equipment to spot-check completed work in the field; investigates causes of frequent inlet problems.
Coordinates with other City departments, such as Streets and Parks and Recreation, maintenance activities which impact on the condition of inlets; contacts Police Departments to ensure that temporary "no parking" regulations are posted and enforced; meets with other Water Department units to coordinate activities related to debris removal, sewer inlet maintenance and repair; develops and establishes programs for traffic patterns at inlet cleaning sites; establishes standards, signage, flashing lights, and cones for traffic control.
Supervises the preparation of reports and the maintenance of records pertaining to inlets cleaned and maintained employee injuries and vehicular accidents; investigates and resolves complaints from the public; testifies for the City in court cases resulting from clogged or defective inlets.
Investigates infractions of regulations by employees; recommends disciplinary actions; resolves employee grievances; attends training sessions.
Meets with, and advises community groups interested in preventing clogged inlets; explains the operation of the inlet cleaning program; responds verbally or in writing to citizen complaints.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· equipment, methods and practices commonly used in a mechanized laboring program, including economic utilization of equipment and manpower
· city geography and street layout
· hazards and safety precautions involved in inlet cleaning
· supervisory principles and techniques
· computer keyboard literacy
ABILITY TO:
· plan, assign, coordinate and review the work of several crews engaged in a city-wide inlet cleaning program
· exercise judgment and discretion in enforcing pertinent departmental regulations, policies and procedures
· maintain records and prepare reports pertinent to inlet cleaning activities
· establish and maintain effective working relationships with associates, civic groups and the public
· interpret computer reports pertaining to stormwater system and develop strategies to improve inlet cleaning program
· Name and identify the various components of city inlets
· Perform basic tests on inlets to determine defects or abnormalities
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/16.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Two years of supervisory field experience in a general laboring operation.
AND
SPECIFIC EXPERIENCE:
Two years of experience supervising, through subordinate crew chiefs, inlet cleaning or sewer maintenance activities.
Four years supervising a crew engaged in the repair and maintenance of sewers or inlets.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources
NOTE: CLASSES WHICH TYPICALLY MEET THE SPECIFIC EXPERIENCE REQUIREMENT ARE:
· Labor Crew Chief 2 (7A07) (in Inlet Cleaning Section)
· Sewer Maintenance Crew Chief (7B24)
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Inlet Cleaning Supervisor.
