This is water conveyance systems work directing, through subordinate supervisors, either the repair and maintenance activities for the sewage and storm water collection system, or the water distribution system, or a comprehensive maintenance, repair, inspection and monitoring program for the water pumping systems. An employee in this class functions as a senior technical expert in the area of specialization, as an assistant to a Water Conveyance Systems Superintendent, and is responsible for directing subordinate supervisors overseeing an area of the sewage and storm water collection system, the water distribution system, the emergency response system, or an area of the water pumping system. Contact with departmental personnel, contractors, public utilities and the general public to coordinate a major phase of conveyance operations is a significant aspect of the work. Work is performed under the general direction of a Water Conveyance System Superintendent.
ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class.)
1. An employee in this class must direct, through subordinate supervisors, repair, operations and maintenance activities in a major area of the City’s water conveyance system.
2. Only 12 positions will be allocated to the class as allocated to the various specialties is defined in the Typical Examples of Work section below
3. The employees in this class report to a Water Conveyance Systems Superintendent.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Collection Specialty Only – Four positions
Plans, assigns and supervises, through subordinate supervisors, the work of a staff engaged in the inspection, repair, monitoring and maintenance of the sewage and/or storm water collection systems.
Provides technical guidance to subordinate supervisors in the areas of field hydraulics, deep trench excavation work, confined space entry, repair of large complex pipe configurations, site management, and use of specialty equipment.
Plans, assigns and supervises, through subordinate supervisors, the work of a staff engaged in the inspection, repair, monitoring and maintenance of water distribution and transmission appurtenant systems and equipment.
Provides technical guidance to subordinate supervisors in the areas of field hydraulics, the operation of major valves, repair of large complex pipe configurations, site management, and use of specialty equipment.
Reviews water main shut downs under extreme situations; responds to multiple alarm fire sites to direct staff managing water supplies.
Plans, assigns and reviews, through subordinate supervisors, the work of a large staff engaged in the maintenance, repair, inspection and monitoring of electrically and mechanically operated pumps, auxiliary equipment and other types of equipment and in the maintenance of grounds areas; directs pumping activities through subordinate supervisors responsible for the maintenance of various conveyance system pumping stations.
Directs through subordinate supervisors the maintenance of motorized transmission valves, pumping and auxiliary equipment at elevated and underground storage and intake facilities, and electrolysis equipment; directs through subordinate supervisors or contractors the maintenance of grounds surrounding pumping stations and storage and intake facilities; directs and implements a computerized record keeping system; analyzes pumping system equipment through computerized data; confers with departmental computer programming experts to develop new record keeping programs.
Tours field work sites to observe work in progress and to provide technical direction; inspects emergency and large complex construction work and may personally direct field activities to ensure that established methods and techniques are adhered to and that federal and state regulations are met.
Confers with departmental personnel, public utility officials and contractors to obtain assistance, easements and clearances necessary for repair and maintenance of the water conveyance system.
Provides direction during emergencies to field supervision on scheduling, equipment and personnel; responds to media inquiries; authorizes assignment of additional personnel at emergency work sites; establishes work standards and reviews work performance to ensure proper productivity; develops policies and procedures for the program; develops and directs implementation of preventive maintenance schedules and procedures for response to emergency situations.
Receives preliminary budget requests from subordinate supervisors; prepares composite budget request and submits it to superior; receives and approves purchase requisitions and petty cash requests from subordinate supervisors; monitors unit inventory to ensure efficient use of materials and supplies.
Interviews and makes recommendations on the selection of new employees; initiates and conducts safety and training seminars to improve employee skill levels; attends disciplinary hearings and determines disciplinary action.
Reviews and develops modifications in the maintenance and production of record keeping systems; reviews pumping equipment efficiency and availability levels through current and historical data analyses; reviews and analyzes a variety of maintenance and production reports from subordinate crew chiefs to determine achievement of efficiency objectives; submits periodic maintenance and production reports for supervisory review.
Determines need for contracted services; establishes requirements for contracted work; coordinates contractors’ work with staff; inspects contractors’ work in progress; ensures completed work meets requirements; ensures billing for contracted work is accurate.
Performs related work as required.

Collection Specialty Only

· the principle of hydraulics as they apply to sewers, storm water conduits, storm water inlets, and streams
· the methods, materials, tools and practices used in the installation, maintenance and repair of water distribution and transmission piping systems and equipment
· the principles of hydraulics as applied to the flow and control of water in the Distribution system
· the principles and practices of pumping operations and maintenance
· the relevant aspects of hydraulic, mechanical and electrical principles as required in the operation and maintenance of a large pumping station

ABILITY TO:
· plan, assign, and coordinate the work of a staff engaged in the installation, repair and maintenance of water conveyance systems and equipment
· specify and anticipate the need for personnel, materials, tools and equipment essential to water conveyance system repair and maintenance
· read and interpret pates, plats, and plans appropriate to the water conveyance system
· establish and maintain effective working relationships with departmental and public utility officials, associates, contractors and the general public

· present detailed technical information both orally and in writing
· inspect and evaluate conveyance systems operations and analyze operating reports

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/21.)
Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Six years of experience in the installation, maintenance or repair of water conveyance systems or in the maintenance and repair of large industrial pumping equipment.
OR
Collection Specialty
Six years of experience in the maintenance or repair of sewers or the cleaning of inlets.
AND
SPECIFIC EXPERIENCE:
Collection Specialty
Three years of experience as a Water Conveyance Supervisor, Collections Specialty, directing, through subordinate supervisors, at least two crews engaged in the repair and maintenance work for a Waste Water Collection District or a specialized City-wide Collection System function.
OR
Five years of experience as an Inlet Cleaning Supervisor.
Three years of experience, as a Water Conveyance Supervisor, Distribution specialty, directing, through subordinate supervisors, repair and maintenance work for a water distribution district or for a specialized City-wide water distribution function.
Three years of experience supervising a crew of skilled trades personnel engaged in the maintenance and repair of large industrial pumping equipment.
Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience described above.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Conveyance Systems Assistant Superintendent.
