WATER CONVEYANCE SUPERVISOR

GENERAL DEFINITION
This is water distribution or waste and storm water collection systems repair, operations and maintenance work at the second supervisory level planning, assigning, recording, and monitoring performance through subordinate crew chiefs, the work of several field crews engaged in major maintenance and repair work for an assigned water or wastewater district or specialized city-wide function. A significant aspect of the work involves dealing with contractors, industry and utility representatives and the general public in order to work out solutions to problems encountered during the course of the work. Incumbents have final responsibility for the repair and maintenance of the water distribution system or the waste and storm water collection system in their assigned area. An employee in this class is required to work evenings, weekends and holidays. An employee in this class is required to use the latest technological tools provided to access computer applications for information pertaining to the work and to document work activities. Work is performed under the general direction of a Water Conveyance System Assistant Superintendent.

Collection
Directs, through subordinate supervisors, the operations of a waste and storm water collection field district or specialized area; directs inspection of sewers and other sewer appurtenances to prevent flooding, sewer discharges or cave-ins; directs stream restoration projects throughout the entire city; directs the detection of illicit connections; plans corrective actions and assigns to crews; may supervise major and emergency jobs in the field such as a street cave-in, collapsed sewers, sanitary sewer overflows, and major flooding conditions.
Distribution
Directs, through subordinate supervisors, the operations of a water distribution field district or specialized area; directs inspection of water mains and other water distribution appurtenances to detect and locate water leakage; directs the performance of hydraulic monitoring and gauging activities involving the entire water distribution system; plans leak detection diagnostic projects and assigns to crews; may supervise major and emergency jobs in the field such as a street cave-in, large main breaks and multiple alarm fires; oversees major water shutdowns.

Establishes work standards and reviews work performance to ensure proper productivity using all means available including the work order management system; plans work assignments to accommodate several variations in workload, special projects, ongoing programs and emergency priorities; assigns crews to accomplish work; keeps records of work complete, in progress and work projected for later scheduling; schedules routine and long range tasks as appropriate; authorizes changes or deviations from proposed methods to suit the work situation; confers with subordinate supervisors regarding work progress and tasks or authorized action that facilitates increased production in critical assignments, such as changing crew composition, and size, requesting support equipment, operators, new materials, tools or supplies; monitors performance measures and initiates process improvements to meet unit level goals and objectives.
Coordinates orientation of new employees to departmental policies and practices; plans, provides for, and arranges training in procedures and techniques; conducts safety meetings, providing safety instructions to field crews; coordinates the activities of a maintenance and repair training program; assists in defining maintenance and repair training needs and objectives; establishes the training schedule; implements the training program and coordinates the implementation with district supervisors; assists in the development of unit's computer-based record keeping systems; assists in planning, providing for, and/or training new employees in procedures and techniques; assists in establishing work standards and reviews work performance to insure proper productivity.
Works with administrative superior to prepare unit budget; prepares procurement documents and specifications and directs the conduct of tool inventory in a district or specialized area of responsibility; prepares and serves as reviewing officer for performance evaluations; conducts disciplinary hearings and meets union representatives; reviews and approves the scheduling procedures for the equipment pool in assigning tools and equipment to the districts and other city agencies; devises scheduling procedures to make the most effective use of pool equipment and staff; coordinates work for agencies outside of water operations and provides on-site direct supervision when required; evaluates equipment usage and recommends methods for more effective use of equipment; evaluates and recommends the purchase or use of new tools, equipment and techniques.
Visits field sites before major work projects are undertaken to determine probable extent of job and materials required; notifies concerned agencies of major shutdowns; advises superiors of probable complication which may require the cooperation of officials from public utilities or may involve the public.
Inspects properties damaged by water in the event of possible litigation against the department; prepares or directs the preparation of written activity and progress reports for administrative review; completes the required forms and records and routes them to the proper personnel.
Ensures compliance with Safe Drinking Water Act and Clean Water Act; coordinates response with Industrial Waste Unit and Pennsylvania Department of Environmental Protection, and cooperates with them on environmental concerns; prepares written reports for management.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

· the standards and practices used in shut downs and control of transmission water mains and associated operations ensuring infrastructure integrity for the Distribution specialty

ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
Distribution Specialty
GENERAL EXPERIENCE:
Six years of experience in the installation, repair, operation, restoration or maintenance of water distribution mains and equipment.
AND
SPECIFIC EXPERIENCE:
Three years as a Water Distribution Crew Chief or an Emergency Water Distribution Crew Chief directing the activities of one or more moderately sized field crews engaged in the repair and maintenance of water distribution mains and equipment.
Collection Specialty
GENERAL EXPERIENCE:
Six years of experience as a member of a crew engaged in the construction, repair, cleaning, operations, restoration or maintenance of sewers, interceptor chambers, or storm water collector systems or waterways.
AND
SPECIFIC EXPERIENCE:
Three years as a Sewer Maintenance Crew Chief or Excavation Crew Chief supervising several small crews engaged in the various aspects of sewer maintenance and repair program;
OR
SPECIFIC EXPERIENCE
Three years’ experience as an Inlet Cleaning Supervisor directing, through subordinate supervisors, field forces engaged in cleaning storm water inlets.
OR
SPECIFIC EXPERIENCE
Three years’ experience as an Interceptor Services Supervisor directing, through subordinate supervisors, field activities of crews engaged in the inspection, maintenance, and repair of interceptor chambers.
OR
Collection Specialty
GENERAL EXPERIENCE:
Six years of experience performing utility field investigations.
AND
SPECIFIC EXPERIENCE:
Three years’ experience as a Field Representative Supervisor supervising the work of a group of field employees engaged in investigating complaints pertaining to water and sewer services.
OR
Both Specialties
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Conveyance Supervisor.
Possession of Pennsylvania Boating Safety Education Certificate during tenure of employment as a Water Conveyance Supervisor (Collection specialty) if required by job assignment.
