GENERAL DEFINITION
This is managerial level highway operations work directing, through subordinate highway operations assistant managers and street repair supervisors, the Streets Department's city-wide street and highway maintenance and construction activities performed by district forces, paving crews, and contractors working on resurfacing and resurfacing preparation projects. Work involves planning, coordinating, scheduling and directing through subordinate supervisors, city-wide concrete-mobile and asphalt-mobile operations, asphalt paving, equipment scheduling and utilization, pothole repair, city-wide linestriping applications, and a variety of programs including lot cleaning and snow and ice removal. Determining work priorities, scheduling deployment of division personnel and equipment, motivating subordinates and coordinating divisional work with city and other governmental agency and utility personnel are significant aspects of the work. The employee in this class is routinely required to work in excess of the regular scheduled workday. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The employee in this class must perform managerial level work directing, through subordinate managers and supervisors, the Streets Department's city-wide street and highway maintenance and construction activities performed by district forces, asphalt paving crews, and contractors working on resurfacing and resurfacing preparation projects.
2. The work must be performed in the Highway Division of the Streets Department.
3. Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Receives a variety of street and highway maintenance and construction projects from an engineering supervisor and reviews requests to determine automotive equipment, materials and labor needs; lays out and assigns project to subordinate managers and supervisors, together with the necessary sketches or plans and instructions; directs the work and operations of street and highway maintenance, asphalt paving, and equipment utilization; reviews work in progress and upon completion for conformance to work standards and established construction or maintenance requirements; confers with subordinate supervisors regarding labor or material problems; confers with district engineers, supervisors, crew chiefs and supervisors of other construction and maintenance crews regarding the coordination of work activities; manages contracted work of the city-wide resurfacing operation, which consists of a large staff of employees with an extensive budget.
Confers with district engineers, departmental personnel or other requesting authorities needing concrete or asphalt repair or construction work; determines priorities of work and plans work of concrete-mobile and asphalt-mobile crews; oversees city-wide linestriping and pothole repair; spot checks work progress of crews for adherence to schedule; checks materials on hand and functioning of equipment.
Serves in a liaison capacity with other City departments and agencies in order to coordinate and schedule planned or emergency resurfacing and major utilities work attends interdepartmental meetings to discuss existing policies; develops policy in areas of resurfacing and roadways maintenance; contracts work to others departments as needed; develops bid proposals to contract work from other city agencies.
Establishes operational plans and goals of the highway maintenance division; implements performance measurements to assess effectiveness of divisional plans and processes; establishes goals and objectives and reviews and evaluates performance of subordinates; motivates subordinates; interviews potential staff for highway maintenance division; plans, provides for, and arranges training in supervisory principles and practices for subordinate managers and supervisors; plans, provides for, and arranges training in procedures and techniques; conducts safety meetings, providing safety instructions to field crews; meets with union officials to discuss labor related issues; recommends disciplinary actions and attends disciplinary hearings.
Reviews new equipment for effectiveness; field-tests new equipment and materials; reviews and makes recommendations in bidding and contracts processes; orders and maintains inventories of equipment, tools, materials and supplies; confers with equipment sales personnel; reads literature to keep abreast of latest maintenance and construction methods and practices.
Schedules the cleaning of lots, determines equipment, materials and labor needs; plans and coordinates the timetable of work; directs work in progress and upon completion; resolves unforeseen problems arising during the course of the work.
Assists the chief highway engineer in the snow and ice control program; tours the city where crews are at work and observes their progress; notes condition of personnel and equipment; re-deploys personnel and equipment or orders additional units into service; takes corrective measures to solve material problems; reviews and changes the operating procedures on snow and ice control programs to reflect changes in traffic patterns, street openings and closing or other conditions.
Receives notices of plumbers ditches and departmental lists of street and highway openings; assigns ditch inspection work to district inspectors with any special instructions needed; reviews inspectors' work reports and confers with them about specific assignments; personally checks those jobs where legality of work is in question; assigns inspectors to meet with citizens to resolve complaints.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be based on training and experience requirements as approved on 12/15.)
Completion of a two-year program at a technical institute or an accredited college or university with major course work in building construction technology, architectural design or civil, mechanical, materials engineering or engineering technology.
Five years of experience performing construction or maintenance work for the city's streets and highways.
AND
Two years of experience above the second supervisory level, planning, scheduling and coordinating, through subordinate supervisors, the work of crew chiefs, skilled, semiskilled and laboring personnel performing citywide construction or maintenance of the city's streets and highways.
Four years of the above experience at the second supervisory level, supervising through subordinate crew chiefs, the activities of skilled, semi-skilled and labor crews engaged in street and highway maintenance and repair.
Any equivalent combination of education and experience that has included completion of the twelfth school grade as the educational minimum and the specific experience.

NOTE:
Additional specific experience may be substituted on a two for one basis for each year of the minimum education requirement.
Possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Street’s Department 10-course Construction Management Certificate Program and one additional year of general experience satisfies the minimum education requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in this class.
