HIGHWAY OPERATIONS ASSISTANT MANAGER
GENERAL DEFINITION
This is managerial level highway operations work, planning, scheduling and coordinating, through street repair supervisors, the work of crew chiefs, skilled, semiskilled and laboring personnel engaged in either city-wide repair and resurfacing of City streets or city-wide linestriping and concrete-mobile operations. Employees in this class serve as the principle assistants to the Highway Operations Manager and are responsible for a variety of other highway maintenance programs such as pothole repair, equipment and personnel utilization, lot cleaning, and snow and ice removal. Work involves inspecting streets for conditions warranting resurfacing, maintaining inventories of supplies tools and equipment, and ordering and scheduling the delivery of street repair materials, personnel and equipment used to repair, resurface and line City streets. Work is performed under the supervision of the Highway Operations Manager.
ALLOCATING FACTORS:(The following conditions must be met for a position to be allocated to this class.)
1. An employee in this class must plan, schedule and coordinate, through street repair supervisors, the activities of crew chiefs, skilled, semiskilled and labor personnel engaged in either the city-wide repair and resurfacing of city streets and thoroughfares or the city-wide linestriping applications and concrete-mobile operations.
2. The work must be performed in the Highway Division of the Streets Department.
3. Only two interchangeable positions will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Establishes and prioritizes the work schedules of asphalt paving, linestriping and concrete-mobile operations crews in order to meet departmental goals; assigns and makes daily inspections of street resurfacing and maintenance projects performed by asphalt paving machine, hand paving, concrete-mobile and linestriping crews; supervises pothole and ditch resurfacing operations by topping crews; supervises the raising and re-cementing of water and sewer main boxes and the cutting of adjustments in intersecting streets by box and header crews; assures work performance is in accordance with standard street repair practices, plans and specifications; prepares monthly and quarterly reports of the progress of projects towards established goals.
Reviews work in progress and upon completion for conformance to work standards and established construction or maintenance requirements; confers with subordinate supervisors regarding labor or material problems; confers with Highway Operations Manager, district engineers, supervisors, crew chiefs and supervisors of other construction and maintenance crews regarding the coordination of work activities.
Visually inspects streets scheduled for street repair work; notes the number and type of street main openings in the area to be resurfaced; notifies utility companies of impending street repair work and coordinates such work with other city departments.
Receives requests from departmental supervisors and other departmental officials for equipment; verifies the validity of requests for equipment; deploys appropriate equipment in either planned or emergency situations; visits equipment assignment locations to determine whether equipment is being utilized properly for the tasks indicated in the requests; coordinates equipment repair and preventive maintenance with Fleet Management and/or vendors.
Orders and schedules delivery of asphalt and other maintenance materials for use by city forces or private contractors; accounts for all materials used in the maintenance unit; distributes quantities of materials including thermoplastics, propane and glass beads; maintains an inventory of street repair materials, tools and equipment: orders materials, tools and supplies; approves vouchers submitted by foremen for incidental expenses.
Schedules the cleaning of lots, determines equipment, materials and labor needs; plans and coordinates the timetable of work; directs work in progress and upon completion; resolves unforeseen problems arising during the course of the work.
Assists the Highway Operations Manager in the snow and ice control program; tours the city where crews are at work and observes their progress; notes condition of personnel and equipment; re-deploys personnel and equipment or orders additional units into service; takes corrective measures to solve material problems.
Implements performance measurements to assess effectiveness of divisional plans and processes; establishes goals and objectives and reviews and evaluates performance of subordinates; motivates subordinates; interviews potential staff for highway maintenance crews; plans, provides for, and arranges training in procedures and techniques; conducts safety meetings, providing safety instructions to field crews; meets with union officials to discuss labor related issues; recommends disciplinary actions and attends disciplinary hearings; maintains time and attendance records for all crews supervised; reassigns personnel and crews as necessary to insure completion of the projects and to resolve emergency street repair problems.
Submits oral and written reports as required.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/15.)
EDUCATION:
Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Three years of experience performing construction, inspection or maintenance work for the city's streets and highways.
AND
SPECIFIC EXPERIENCE:
Option 1:
Two years of experience at the second supervisory level with responsibility for several crews of semi-skilled and laboring personnel performing construction or maintenance of the city's streets and highways.
Option 2:
Four years of experience in:
A) Technical and supervisory work directing the activities of a group of employees engaged in the inspection of city civil construction projects of the City's streets and highways.
OR
B) Supervisory street maintenance and repair work, supervising the work of a highway crew of semi-skilled and/or unskilled personnel engaged in street and highway repair activities.
OR
C) Supervisory asphalt paving work, directing the activities of a crew of skilled, semiskilled and labor employees engaged in asphalt installation, resurfacing, and repair work
Any equivalent combination of education and experience that has included completion of the twelfth school grade as the educational minimum and the specific experience.
NOTE: Completion of a two-year program at an approved technical institute or an accredited college or university with major course work in building construction technology, architectural design, or civil, mechanical, materials engineering or engineering technology may replace two years of the general experience.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Highway Operations Assistant Manager.
