GENERAL DEFINITION
This is supervisory asphalt paving and/or line striping work, directing the activities of a crew consisting of skilled and semiskilled personnel engaged in asphalt installation, resurfacing and repair, and/or line striping for streets and thoroughfares on a city-wide basis. Positions in this class supervise the operations of specialized, mobile street reconstruction and repair, and related equipment; and direct other personnel in the preparation and application of asphalt and/or line striping to the required surfaces. Work includes ensuring adequate drainage of the finished site, proper blending of old and new asphalt, and that measurements conform to work orders and plans. Maintaining time, material, labor and equipment records is a significant aspect of the work. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
• Positions in this class must supervise the activities of a crew consisting of skilled and semiskilled personnel engaged in asphalt installation, street resurfacing and repair, and/or line striping projects on a city-wide basis.
• The work must be performed in the Highways Division - Central Maintenance Unit of the Streets Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Visits work sites to determine the scope of asphalt resurfacing, line striping or related construction projects; reads and interprets work orders and plans to apply asphalt or line striping in accordance with requirements; determines that measurements used to lay out projects conform to plans and site conditions; confers with technical superior to recommend changes if needed; determines the quantity of materials used for assigned projects; makes arrangements for the acquisition of specialized mobile street reconstruction and repair equipment; transports equipment and trailers to and from work sites; supervises the unloading of equipment from trailers; lays out work to ensure adequate drainage, blend new material with old, or apply traffic guidelines or markings to street surfaces.
Plans and directs the work of crew members; observes asphalt maintenance projects from inception to completion; ascertains that asphalt paving machines, jack hammers, rollers, asphalt heaters, and other specialized equipment and materials are used correctly; observes work to ensure that proper raking, tamping and line striping techniques are followed.
Supervises the operation of an asphalt paver; directs both the actual equipment operations and any adjustments made to the equipment to regulate the crown and depth of the asphalt being applied to street surfaces.
Directs the placing of barricades and signs near work projects to ensure the safety of the crew and to control the flow of traffic around and through the work area; ensures that crew members use proper safety equipment and practices.
Orders the required type and amount of tools and materials needed for work assignments; ensures that delivered materials conform to required standards; certifies project completion forms and daily time sheets of subordinate crew members; maintains records of materials and equipment used; may direct the work of contractors and maintain related records as required.
Participates in the snow removal program and performs assigned tasks during snow emergencies; assists in vehicle preparation, street plowing, brining and salting activities.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the methods, materials, tools, equipment and practices used in resurfacing streets and highways
• the methods, materials, tools, equipment and practices used to apply line striping to streets and highways
• asphalt mixes and the practices and equipment related to the application of paving materials involved in resurfacing activities
• the occupational hazards and safety precautions involved in asphalt resurfacing, line striping and related street maintenance activities
• water drainage as it applies to the resurfacing of streets and highways
ABILITY TO:
• supervise a crew engaged in asphalt resurfacing and/or line striping activities
• read work orders and plans
• make simple arithmetic computations
• determine that measurements used for resurfacing and/or line striping activities conform to plans and site conditions
· enforce safety practices for applying hot asphalt concrete or thermoplastic
· make estimates of time, labor and materials
• keep routine time and material records
• understand and carry out oral and written instructions
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/14.)
EDUCATION:
Education equivalent to the completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Three years of experience as a member of a crew engaged in the maintenance, repair, resurfacing, and/or line striping of the City’s streets and highways.
AND
SPECIFIC EXPERIENCE:
Option 1:
Two years of experience above the laborer level, as a member of a crew performing major asphalt resurfacing repairs and/or line striping to the City's streets and highways.

Option 2:
Two years of experience supervising a crew of semi-skilled and unskilled employees, engaged in repairing or applying line striping to streets and highways in an assigned City district.
Classes that typically meet the requirements (if assigned to the Highways Division – Central Maintenance Unit of the Streets Department) include:

· Street Crew Chief 2 (Highway Maintenance) (7A41)
Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid Class B - Commercial Drivers License (CDL) issued by the Commonwealth of Pennsylvania prior to the scheduled examination as an Asphalt Maintenance Crew Chief.
Possession of a valid Class A - Commercial Drivers License (CDL) issued by the Commonwealth of Pennsylvania within six (6) months of appointment and during tenure of employment as an Asphalt Maintenance Crew Chief if required by work assignment.
