WASTE COLLECTION DISTRICT SUPERVISOR
GENERAL DEFINITION
This is sanitation work at the second supervisory level, supervising through subordinate Street Crew Chiefs, a group of labor crews engaged in waste collection, recycling, street cleaning, and when necessary, the removal of snow within a geographical sanitation district of a municipal sanitation program. Significant aspects of the work include establishing effective working relationships with employees, civic groups, and the public and supervising all district activities.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
Work is performed under the direction of an administrative superior. Work involves exposure to unfavorable weather conditions.
- The position must supervise waste collection, recycling and street cleaning activities for a geographical sanitation district.
- The position must be located in the Sanitation Division of the Streets Department.
- Only one position will be allocated to a sanitation district.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, coordinates, and assigns, through subordinate Street Crew Chiefs, the activities of labor crews performing waste collection, recycling and street cleaning operations for a geographical sanitation district of the city; directs crews along prescribed routes; assigns workers and equipment to field crews; ensures that operations are carried out properly; confers with subordinate crew chiefs on methods of operation, progress of work, and special problems; re-assigns workers / equipment and restructures routes when necessary; takes appropriate action to meet departmental standards; coordinates activities to effect completion of work within time schedules; inspects refuse landfills to insure proper disposal; performs quality inspections of sites within district; reviews records to verify that collection trucks are being loaded to capacity; prepares reports pertaining to personnel, budget, overtime, productivity, tonnage and route status; prepares employee timesheets; maintains records pertaining to district operations.
- Investigates employee injuries, employee infractions, employee grievances, union grievances, and sexual harassment claims; recommends disciplinary actions; investigates accidents involving sanitation crews; prepares accident reports; investigates and resolves complaints from the public concerning inadequate waste collection and street cleaning; meets with, and advises community groups interested in methods of maintaining clean neighborhoods.
- Supervises the activities of snow emergency crews; monitors and checks snow plowing activity within district; directs modification and use of equipment for snow removal in the district during snow emergencies in conjunction with the district highway engineer.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- equipment, methods, and techniques commonly used in waste collection, recycling and street cleaning operations, including economical utilization of equipment and manpower
- occupational hazards present, and safety precautions used in sanitation operations
- city, state, and federal regulations pertaining to waste collection
- city geography and street layout
- public health aspects of solid waste sanitation
- Americans with Disabilities Act (ADA) regulations
- applicable regulations pertaining to employee injuries, grievances, and sexual harassment claims
- supervisory methods and techniques
ABILITY TO:
- plan, assign, coordinate and review the work of large groups of employees engaged in diversified waste collection, recycling and street cleaning activities in a geographical sanitation district
- exercise good judgment and discretion in enforcing pertinent departmental policies and procedures and state and federal laws and ordinances relative to refuse collection
- ensure district operations are completed within the appropriate time schedules
- maintain records and prepare reports pertinent to the waste collection, recycling and street cleaning activities within the sanitation district
- initiate, install, and revise operational methods and procedures, and to evaluate their effectiveness and the overall quality of service within the district
- investigate and resolve employee issues such as infractions, grievances, injuries and accidents
- direct snow emergency crews and the modification of equipment during snow emergencies
- establish and maintain effective working relationships with associates, civic groups, and the public
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/04.)
EDUCATION
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Three years of field experience in municipal waste collection or waste disposal plant maintenance work.
AND
SPECIFIC EXPERIENCE
- Four years of experience supervising a number of labor and equipment operator crews engaged in the activities of a municipal waste collection program, or four years experience at the Crew Chief level supervising the operation, maintenance, and repair activities in a solid waste incinerator or transfer plant.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid Class B - Commercial Drivers License (CDL) issued by the Commonwealth of Pennsylvania prior to the scheduled examination and during tenure of appointment as a Waste Collection District Supervisor.
