HIGHWAY DISTRICT SUPPORT WORKER

 

GENERAL DEFINITION

 

            This is administrative support work in a highway district yard, coordinating and recording the issue and receipt of tools, materials and equipment, maintaining the inventory levels of materials and supplies, and responding to a variety of complaints regarding street conditions.  Employees in this class prepare and maintain a variety of reports that require the collection of data from Street Repair Crew Chiefs such as planned street repair activities, project progress, completed repairs, snow emergencies, and documentation of time worked by employees.

            Acting in a liaison capacity between field employees and departmental administrative units, and responding to queries from the public are significant aspects of the work.   

            Work is performed under the supervision of a Street Repair Supervisor.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

·         The position must perform a variety of administrative and stores functions in a highway district yard.

·         Only one position will be allocated per highway district yard.

·         The position must be located in the Highway Division of the Streets Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Administers the receipt, inspection, storage, maintenance, issuance, and inventory of equipment, tools and materials related to street repair functions, and the dispensing of gasoline and oil to motor vehicles; maintains records of inventory levels; completes materials requests for supplies when needed; records quantities of tools, equipment and materials received and issued; inspects tools upon return from work crews; prepares and distributes materials-issue slips.

            Maintains employees' time records; forwards time records to payroll unit; responds to inquiries from employees regarding time usage, out-of-class pay, etc; records information pertaining to the location and progress of work assignments of street repair crews; prepares daily and periodic reports on the use of labor, material and equipment; prepares daily, weekly, monthly, and yearly production reports; prepares ditch-closeout reports; prepares and enters data for district yard snow operations reporting; maintains integrity of files.

            Answers telephone calls from the general public and city agencies; responds to complaints about district street conditions received via telephone or computer; routes complaints to appropriate parties; enters, maintains and closes out master data files for productivity reporting.

            May dispatch crews to snow removal projects; monitors progress of salting and plowing operations; completes forms which track salt truck production, salt usage, and city/state costs; performs safety checks within the district yard; maintains a log of employee injuries; places service requests on vehicles; records calls received when district is on firewatch duty.                   

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           the methods, tools, materials, supplies and equipment commonly used in street construction and repair operations

•           the structure and functions of street repair crews

•           the geographic boundaries of highway districts

•           computer terminals and their operations

•           data entry and retrieval procedures

•           agency procedures and routines related to assigned work

 

ABILITY TO:

 

•           dispatch crews to work assignments

•           maintain concise and legible records of tools and materials received and issued, materials and labor costs, and employees' time

•           learn to operate a computer to prepare a variety of reports

•           issue proper amounts of tools and equipment depending upon the nature of the work assignment

•           understand and carry out oral and written instructions

•           establish and maintain effective working relationships

•           interact effectively with the public in person or by telephone

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/16.)

 

EDUCATION:

 

            Equivalent to completion of the twelfth school grade.

 

AND

EXPERIENCE:        

 

            Two years of experience as a member of a street repair crew performing manual tasks pertinent to the maintenance and repair of streets and highways, or receiving, storing, issuing or ordering equipment, materials, parts and supplies for a streets construction and repair program.

           

OR

 

                        Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.

            Semi-skilled Laborer (7A03) (Highway Division positions only)

            Asphalt Raker (7A33)

 

PHYSICAL AND MEDICAL REQUIREMENTS:
