LABOR CREW CHIEF I
GENERAL
DEFINITION
This is supervisory work in charge of the activities of a large group of workers engaged
in general laboring operations or a smaller group of laborers engaged in a variety of laboring
tasks. Some employees in this class may be in charge of Labor Crew Sub-Chiefs responsible
for supervising the activities of a crew of manual workers engaged in general laboring
operations.
Work is performed under the supervision of a higher level laboring or trades
supervisor.
Assignments are stable in nature and are performed in accordance with instructions and
established routines. The employee has controlling responsibility for the work of a laboring
crew. Employees frequently work outdoors in inclement weather where conditions can be only
partially controlled. Prolonged standing and walking are frequently required to supervise
laboring operations.
TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY)
- Gives special and continuing instructions to a large crew of laborers, equipment operators
and/or semiskilled laborers which is frequently divided into several smaller crews supervised by
Labor Crew Sub-Chiefs; tours area to check progress of crew members for compliance with
work orders and established routines; frequently offers instructions and guidance to crew during
assignment; makes adjustments in assignment of employees and equipment as necessary;
disciplines employees; prepares routine reports such as time and production sheets, injury reports
and maintenance reports.
- Performs the above duties in such activities as:
- Street cleaning and collecting and removing refuse in an assigned street area;
- Sign erecting activities performed by several crews at scattered work locations;
- Cutting grass, raking leaves and cleaning city park areas and recreation sites;
- Erecting and dismantling grandstands for civic affairs, transporting furniture,
equipment
and miscellaneous supplies for city departments, and removing snow from the sidewalks of city-
owned buildings.
- Cleaning large industrial equipment such as pumps and heaters, removing debris from
grid chambers and draining and cleaning tanks;
- Abating nuisances by rat proofing buildings.

REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- tools and equipment and materials and supplies commonly used in general laboring
operations.

ABILITY TO:
- plan, lay-out, oversee and check the work of a large group of laborers, semiskilled
laborers and equipment operators.

MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 9/84.)
- Education equivalent to the completion of the eighth grade.
- Two years of experience in general laboring operations.
Or any equivalent combination of training and experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Labor Crew Chief if required by work assignment.
