This is administrative code enforcement work directing, through subordinate supervisors, a major section of the City's overall licensing and inspection program.
Employees in this class establish goals and priorities, participate in program development and formulation, evaluate programs and supervise the activities of a major section responsible for citywide compliance and enforcement of the respective code (s). Supervising, through subordinate supervisors, the activities of the section and communicating with representatives of governmental professional and community groups and the general public are of major significance to the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to
be allocated to this class.)
1. The position must direct a major section of the City's overall licensing and inspection program through subordinate supervisors.
2. The work must be performed in the Department of Licenses and Inspections.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs, through subordinate supervisors, the activities of a major section within the city's licensing and inspection agency; plans, assigns, reviews, and coordinates the work of an administrative and technical staff engaged in code compliance, inspectional and/or enforcement activities; plans, develops and establishes practices and procedures for code functions assigned; coordinates the implementation of current and proposed programs.
Participates in the formulation and development of departmental policy as it applies to respective code functions; discusses policy decisions, interpretations, and practical applications with higher level officials; reviews ordinance and code proposals for clarity, enforceability, inconsistencies, and conflicts in standards and practices, and practices, and practical application, confers with appropriate officials in the development, application, and revision of code(s); discuss proposed changes in legislation or codes with appropriate City officials.
Establishes priorities, quantity and quality of activities desired, and resources required to accomplish objectives; discusses and reviews status of operations, productivity, and problems encountered with subordinate supervisors; develops, modifies and implements procedures to increase operating efficiency and expedite work flow; monitors activities to determine effectiveness and achievement of desired results.
Monitors the technical activities of staff; reviews activity and inspectional reports for type of violations, timeliness and probity of actions and problems, spot checks work-performed; resolves most complex technical problems; approves compliance extensions or other cessations of operations.
Explains nature and extent of code requirements and violations; confers with appropriate parties for interpretation of code regulations and requirements; represents and testifies for the department at board and court hearings, lectures groups on code requirements and interpretations, discusses activities and problems with contractors, business representatives, community groups and the public; researches past practices and applicable ordinances; prepares appropriate statistical and narrative reports on activities.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the principles and practices of public administration as they relate to a broad program of code interpretation and administration
· the laws, ordinances and departmental policies pertaining to the enforcement of licensing and inspection codes

· interpret, analyze and explain the provisions, scope, and parameters of municipal licensing and inspectional codes and elated ordinances

· establish and maintain effective working relationships with associates, representatives of private, professional, business, and community groups and the general public
· develop policies, procedures and guidelines governing administrative processes
MINUMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards, which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/20.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
OR
Completion of the Master Code Professional certification by the International Code Council (ICC) AND completion of 60 credits at an accredited college or university.
SPECIFIC EXPERIENCE:
Two years of experience in any of the following classes:
· L&I Code Administration Supervisor (6H62)
· Construction Plans Review Specialist (6H25)
· L&I Construction Compliance Supervisor (6H45)
· NOTE: Employees with permanent Civil Service status as of September 1, 2020 as an Administrative Specialist 2 (2L32) in the Department of Licenses and Inspections may qualify if they meet the above listed minimum education and experience requirements.
Any equivalent combination of education or experience determined to be acceptable by the Office of Human Resources that has included the specific experience and two years of coursework (60 credits) from an accredited college or university and the Master Code Professional certification as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS:
Ability to physically perform the duties and to work in the environmental conditions required of a position in the class.
