L&I CODE ADMINISTRATION SUPERVISOR

GENERAL DEFINITION
This is supervisory administrative code enforcement work within the City's overall licensing and inspection program in the area of specialization. Employees in this class are responsible for supervising primary functional areas within a major section. Supervising the activities of an administrative and/or technical staff as well as providing technical and procedural guidance to contractors, business representatives, departmental officials and the public are significant aspects of the work. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions in this class must direct the activities of a technical or administrative staff in functional areas in the City’s overall licensing and inspection program in the area of specialization.
2. Positions in this class must perform work in the Department of Licenses and Inspections.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL SPECIALTIES
Directs the activities of a technical and/or administrative staff in a primary functional area within a major section of the City's overall licensing and inspection program; plans, assigns, reviews, and coordinates activities; establishes and modifies practices and procedures to increase operating efficiency and expedite work flow; determines appropriate actions for most complex problems; confers with and explains to appropriate parties the interpretation of code regulations and requirements; represents the department on various committees, at meetings and in court.
Supervises the activities of an administrative and technical staff engaged in code compliance, inspectional and/or enforcement activities; evaluates completed work for conformance to administrative and technical standards, program policies and directives; trains staff in operational and technical standards, procedures, and program policies; prepares statistical and narrative reports of activities.
Establishes and maintains contact with representatives of governmental and quasi-governmental agencies; serves in a liaison capacity with various individuals and groups, represents superior at meetings and conferences; interprets technical provisions of codes to attorneys, community groups, business representatives, violators, and the public; explains codes and violations to news media, public and other interested parties.
Performs related work as required.
CODE VIOLATIONS SPECIALTY
Litigation Support Assignment
Directs and participates in the review and processing of documentation for equity cases to ensure accuracy before the case is filed in the Court of Common Pleas; liaises with the Law department; maintains records of all court cases that are reviewed by the unit; schedules staff to attend court.
Supervises the activities of staff with responsibility for managing case files, researching records, and responding to requestors through email or by phone for subpoena records; represents and testifies in court as custodian of records regarding licenses and inspections.
PERMITS AND LICENSING SPECIALTY
Directs the activities of staff with responsibility for reviewing and evaluating applications for construction and operation permits, new licenses, license renewals, property certifications, certificates of rental suitability, reinspection fees, mail-in renewals, and public inquiries; directs the enforcement and investigation of businesses for proper licensure and permits.
Supervises the activities of administrative and technical staff and performs regular quality control audits; directs intake activities of in-person and online permit, property and license applications; resolves the most complex customer inquiries relating to permit and license application submission and status; provides technical assistance with online tools and public records.
Analyzes and complies data to provide regular reports on customer activity and staff performance; resolves customer or account escalations; develops policies and procedures to direct staff in daily activities of permits and licensing unit; develops decision trees and standard responses to permit applications and customer inquiries; reviews forms and online content relating to permit and license issuance; conducts and/or engages in public meetings relating to permitting or licensing.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted for this class will be reviewed based on training and experience requirements as approved on 11/22.)

EDUCATION:
Completion of an associate’s degree program at an accredited college or university.
AND
EXPERIENCE:
One year of experience as an L&I Code Administrator .
OR
Three years as an L&I Code Enforcement Inspector, L&I Building Inspector or L&I Codes Compliance Specialist.

EXPERIENCE:
One year of experience as an L&I Code Administrator in the Customer Care section.
NOTES FOR PERMITS AND LICENSING SPECIALTY ONLY:
1. Additional Experience in the class listed above can be substituted for the educational requirement on a year for year basis.
2. Certification as a Permit Technician by the International Code Council (ICC) can be substituted for one year of the required education.
NOTE: Employees with permanent Civil Service status as of September 1, 2020 as an Administrative Specialist 2 (2L32) in the Department of Licenses and Inspections in the area of specialization meet all minimum requirements with one year of experience in the Administrative Specialist 2 class.
NOTE: For the first holding of the examination for the Permits and Licensing specialty, following revisions to the class specification as of 11/2022: Employees with permanent Civil Service status as of November 1, 2022 as an Administrative Services Supervisor in the Department of Licenses and Inspections in the Permits and Licensing Specialty in the Customer Care unit meet the experience requirements with two years of experience in the Administrative Services Supervisor class. Additional experience in the Administrative Services Supervisor class may substitute for the education requirements on a year for year basis.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of the twelfth school grade as an educational minimum and the specific experience.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania, if required by work assignment.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties to work in the environmental conditions required of a position in this class.
