L&I CODE ADMINISTRATOR

GENERAL DEFINITION

 

This is administrative code work within the City's licensing and inspection agency in an assigned specialty. Employees in this class are responsible for a variety of administrative projects and activities related to code enforcement.  Work includes serving in a liaison capacity and responding to and providing interpretative information pertaining to licensing and inspection policies, procedures, and activities independently. A significant aspect of the work involves contact with associates, public and private officials, contractors, and community groups as well as the general public.  Work is performed under the direction of a higher-level technical or administrative superior.

 

ALLOCATING FACTORS:    (The following conditions must be met for a position to

be allocated to this class.)

                                        

1.    Employees in this class must perform code administration duties within the scope of a larger code enforcement program which include a variety of assignments related to the program in the area of specialization.

2.    These positions must be located in the Department of Licenses and Inspections.

Performs a variety of specific projects and activities within program area; may supervise personnel in these activities; expedites processing of sensitive or confidential complaints or inquiries; conducts confidential investigations and/or inspections; represents superior at meetings and conferences; acts as liaison with departmental officials and units. 

Performs related work as required.

 

CODE VIOLATIONS SPECIALTY

 

Litigation Support Assignment

Attends court and board proceedings to serve as a representative and testifies for the department; interprets and explains codes and regulations during court and board proceedings; gathers documentation for hearings; prepares records for court proceedings.

Performs a variety of research projects related to code enforcement activities; analyzes code enforcement procedures, practices, and activities; analyzes statistical and narrative reports to evaluate results against established standards; confers with operating personnel in procedural problems; prepares reports of findings, conclusions, and recommendations for use in policy formulation, dispute adjudication, and problem resolution.

Researches past practices, applicable ordinances, and legal parameters for licensing and inspection activities; responds to Right to Know (RTK) requests.

 

District Office Assignment

Provides technical assistance and answers inquiries related to licensing and inspection activities; resolves technical problems; may serve in a liaison capacity with various community groups; interprets and explains codes, regulations, interpretations and activities to governmental, industrial and commercial officials, community groups and the general public at a district office.

 

PERMITS AND LICENSING SPECIALTY

 

          Reviews and evaluates applications for construction and operation permits, new licenses, license renewals, property certifications, certificates of rental suitability, reinspection fees, mail-in renewals, and public inquiries; assists customers with permit application procedures, property records, codes and regulations, account resolution and navigation of the online permit and license portal.

          Reviews permit and license applications for completeness and compliance with application standards set forth in the Administrative Code and the Philadelphia Code; provides direct support to customers in navigating permit and license application procedures and code requirements.      

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

·       the principles and practices of public administration as they relate to a broad program of code enforcement and administration

·       the philosophy, principles and purposes of licensing and inspection ordinances and codes

·       administrative and management practices and procedures

·       the structure and organization of City government

·       interactive data entry and retrieval procedures

·       application of the department’s designated software database

·       the laws, ordinances, regulations and policies pertaining to the enforcement of licensing and inspection codes

 

PERMITS AND LICENSING SPECIALTY:

 

·       administrative procedures and application requirements set forth in the Philadelphia Administrative Code

·       organization and retention of city property records, licensing records, and permit records

·       license and inspection land management information systems

·       regulations, code bulletins, policies and procedures related to permit and/or license issuance

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards, which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/22.)

EDUCATION:

 

Completion of an associate’s degree program at an accredited college or university.

 

AND

EXPERIENCE:

 

Two years of experience as an L&I Code Enforcement Inspector in the Department of Licenses and Inspections.

 

 

NOTES FOR CODE VIOLATIONS SPECIALTY:        

 

  1. Additional experience may be substituted for the educational requirement on a year for year basis.
  2. Certification as a Fire Inspector 1 by the International Code Council (ICC) along with certification in Hazardous Materials Awareness by an agency such as the Philadelphia Fire Department can be substituted for one year of the required education.
  3. Certification as a Fire Inspector 2 by the International Code Council (ICC) by an agency such as the Philadelphia Fire Department can be substituted for one year of the required education.
  4. Employees with permanent Civil Service status as of September 1, 2020 as an Housing & Fire Inspector 2 (6G04) in the Department of Licenses and Inspections may qualify if they meet the above listed minimum education and have two years of experience in the Housing & Fire Inspector 2 class. 

 

 

PERMITS AND LICENSING SPECIALTY

 

EDUCATION:

 

Completion of an associate’s degree program at an accredited college or university

 

AND

EXPERIENCE:

 

Two years of experience as an Administrative Technician in the Customer Care section with responsibility for reviewing applications for permits and licenses in the Department of Licenses and Inspections

 

Or

 

Three years of advanced clerical experience in the Customer Care section with responsibility for reviewing applications for permits and licenses in the Department of Licenses and Inspections

NOTES FOR PERMITS AND LICENSING SPECIALTY ONLY:

 

1.     Additional experience in the class listed above may be substituted for the educational requirement on a year for year basis.

2.    Certification as a Permit Technician by the International Code Council (ICC) can be substituted for one year of the required education or experience.

 

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of the twelfth school grade as an educational minimum and the experience.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania, if required by work assignment.

 

PHYSICAL AND MEDICAL REQUIREMENTS:

 

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
