GENERAL DEFINITION
This is specialized inspectional and enforcement field work gathering facts by inquiry, observation or examination to determine conformance to the provisions of statutes, ordinances, codes, regulations, or standards. An employee in this class conducts inspections, investigations, and performs related enforcement work to ensure compliance to all ordinances and regulations governing commercial and business activity. This class is differentiated from lower-level inspectors by the authority to enforce codes and laws, stop business transactions, and by the complexity of the inspections performed. Contact with a wide variety of commercial and industrial representatives, other city agencies and representatives, and the general public is a significant aspect of the work.
Work may include heavy lifting and exposure to potentially hazardous conditions. Work is performed under the supervision of a technical superior.
ALLOCATING FACTORS:

- The position must perform complex inspections and related enforcement work to ensure compliance to ordinances and regulations governing commercial and business activities throughout the City.
- The position must be located in the Department of Licenses and Inspections.

BOTH SPECIALTIES
- Uses city vehicle to travel to work locations; conducts inspections, announced or unannounced; informs complainant, owner, licensee, occupant, or individual responsible of the purpose or intent of the inspection; elicits information by observation, examination or questioning; observes conditions and/or conducts tests; issues or serves violation notices; cites the provision of the statute, ordinance, code, regulation or standard which is in violation; advises proprietors or their representatives regarding rules and regulations which affect their business; makes recommendations for specific actions to correct violations; conducts follow-up inspections to ensure that corrective action is taken; effects immediate compliance by the confiscation of merchandise or sealing and/or confiscating non-conforming measuring devices.
- Completes inspection/investigation reports which describe conditions and violations found; notes violation of the applicable statute, ordinance, code, regulation or standard; assists in instructing and training lower level field personnel; responds to special inspectional requests resulting from consumer complaints; may testify in court; performs related work as required.
BUSINESS COMPLIANCE SPECIALTY
- Inspects a variety of business establishments such as dry cleaners, dog kennels, food establishments, arcades, commercial garages, barber and beauty shops, dance halls, night clubs, self-service laundry operations, residential rental properties, pool halls and others; ascertains that the proper licenses are possessed and the required conditions to possess such licenses are met; inspects commercial vehicles such as tow, roofer, dump trucks, and related vehicles to ensure compliance to applicable laws and ordinances before licenses are issued; inspects vending apparatus and conveyances to ensure that size and height requirements are met before licenses are issued.
- Conducts zoning inspections that include the issuance of zoning violations for commercial and residential properties; drafts plot plans; uses wheel measuring device to measure 1,000 square foot area for the purpose of ensuring that no other regulated use is located within that 1,000 square foot and to ensure that property does not fall within 500 feet of residential properties, churches/chapels/synagogues, schools, playgrounds, etc.; verifies applicant's submitted description of property; confirms that zoning notice is posted properly and within the required time stipulated by the Zoning Board of Adjustment.
- Patrols special events; ensures that vending and newspaper stands are located in approved locations and are in compliance with sidewalk ordinances; confiscates tickets, food beverages and merchandise which is being sold without the proper licenses and authorization; performs surveillance activities; prohibits the operation of businesses which fail to comply with city and/or state statutes; issues cease operation orders; assesses fines; confiscates and removes all commercial and/or business apparati; dismantles newsstands and mobile signs; removes vending carts, conveyances and related merchandise; transports merchandise, carts, vehicles and conveyances to approved storage areas; performs related work as required.
- May participate with police and law enforcement agencies in special "cease operations" involving the Nuisance Abatement Taskforce and Operation Sunrise.
WEIGHTS AND MEASURES SPECIALTY
- Inspects garment stores, gasoline bulk rack metering devices, valid truck weighing stations, drug dispensaries, grocery stores, super markets, product manufacturers' warehouses, taxi and vehicle tank meters, fuel oil dealers and other establishments where weighing, measuring, counting and pricing devices are used for commercial transactions; tests weighing, measuring, counting and pricing devices for accuracy; checks packages for conformance to label requirements; inspects commodities and weights; measures or counts package contents to ascertain the correctness of the labeled quantity statement.
- Computes differences between labeled quantity statement and actual weight, measure and count; makes conversions from inch/pound to the metric system or reverse; may encounter various weighing systems such as troy, carat and pharmaceutical.
- Drives mobile weighing and measuring testing units; rejects or approves weighting, measuring, counting and pricing devices according to specifications and tolerances for the particular device; tags and wires apparati which do not fall within specifications or tolerances; applies approval seals to equipment which meet standards and are of an approved type; may track short weight packages to source; may assist police with test apparatus used to determine maximum allowable weights for various truck carriers; relays or coordinates requests for laboratory analysis; may order the arrest of the offending party.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

- services for operational detail and specification requirements for a wide variety of weighing, measuring, counting and pricing devices in the Weights and Measures specialty

ABILITY TO:
- make accurate arithmetic computation

- make arithmetic calculations in U.S. customary and metric systems and to make conversions from one system to the other in the Weights and Measures specialty
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/01).
EDUCATION
- Equivalent to the completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- One year of experience performing inspectional or investigational work in the field.
AND
SPECIFIC EXPERIENCE
BUSINESS COMPLIANCE SPECIALITY
- One year of experience performing inspectional and enforcement work to determine and effect compliance to ordinances and regulations governing commercial and business activity.
WEIGHTS AND MEASURES SPECIALTY
- One year of performing inspectional and enforcement work testing and certifying the accuracy of weighing, measuring, and counting devices used for all commercial transactions.
PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as a L and I Enforcement Officer.
- Possession of federal certification by the National Institute of Standards and Technologies is required for positions in the Weights and Measures specialty.
