GENERAL DEFINITION
This is supervisory inspection work in the enforcement of the housing and fire prevention codes and related ordinances and regulations. Supervision of inspectional personnel to gain program objectives and maintain conformance to policy, and contact with landlords, contractors, tenants, public officials, community groups, and property owners to promote understanding and adherence to codes and ordinances are of major significance to the work. Positions in the Office of Homeless Services are responsible for conducting inspections of housing facilities to ensure that the housing meets applicable government standards. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1) Positions must supervise a technical inspection staff enforcing the housing and fire prevention codes and related ordinances and regulations in an assigned area or in a citywide program inspection unit.
2) Positions must be located in the Office of Homeless Services.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Interprets housing and fire prevention codes and related ordinances, regulations and departmental policies, and federal Housing Quality Standards regulations in order to uniformly direct an assigned area or a city-wide program inspection unit; plans, assigns, and reviews the work of staff engaged in housing and fire prevention code compliance; determines priorities of inspections; establishes goals and deadlines for the completion of established and special inspectional programs and determines the most appropriate assignment of staff to achieve program goals; discusses and resolves problem areas with inspectors; ensures that appropriate and sufficient work has been assigned to inspectors; evaluates completed work for technical soundness and adherence to departmental standards, program policy and directives.
Evaluates staff efficiency; institutes practices to increase effectiveness; trains new employees and existing staff in unit standards, procedures and policies and in conformance to federal housing regulations including federal Housing Quality Standards.
Establishes and maintains contact with representatives of governmental and quasi-governmental agencies; participates with those units in enforcing housing and fire prevention codes and related ordinances and regulations; confers with such officials on activities, proposals and operations bearing on departmental functions; recommends program revision and/or activity changes to correspond to or effect compliance with outside requirements.
Meets with landlords, tenants, community groups and other interested parties; explains the applicability, scope and limits of municipal and federal codes, ordinances and regulations; explains departmental policy; explains requirements to achieve compliance; explains departmental inspectional programs; coordinates efforts of neighborhood community groups with departmental programs.
Reviews and evaluates in-house record keeping and report procedures; revises record keeping and report procedures as necessary; maintains automated and manual records of properties and inspections; recommends revisions of divisional and departmental policies.
Conducts inspections of rooming houses, boarding homes, residential high rise buildings, mixed use properties, buildings with commercial use, institutional care facilities, shelters, and other residential buildings and performs duties of Housing and Fire Inspector 1 and 2 as required, in addition to performing supervisory functions for the unit.
Manages the implementation of new technology and software to support all aspects of Housing Quality Standards inspections, including but not limited to electronic scheduling of all inspections and recording of inspection results; ensures that information systems based reporting is available to and responsive to management requirements on an ongoing basis; monitors and evaluates the electronic inspections system to ensure that all program housing units are inspected at least annually for compliance with program standards; provides guidance to information systems staff to modify the department’s existing Access database; prepares notices and communicates with provider agencies, landlords and clients as necessary regarding inspection’s activity.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the housing and fire prevention codes and related ordinances and regulations as they apply to dwelling units, vacant properties, personal care facilities, high rise residential buildings and mixed-use occupancy buildings
· the functions of departmental, inter-departmental and other governmental and quasi-government agencies related to enforcement of housing and fire prevention codes and related ordinances and regulations
· inspectional methods and techniques
· supervisory methods and techniques
· Federal housing regulations including federal Housing Quality Standards
· Computer Information systems software, including but not limited to MS Access, to support housing inspections activity
ABILITY TO:
· enforce codes, ordinances and regulations firmly, tactfully and impartially
· communicate effectively, both orally and in writing
· establish and maintain effective working relationships with associates, community groups, tenants, property owners and their agents
· plan, assign and review the work of a group of inspectors engaged in inspections under the housing and fire prevention codes and related ordinances
· apply departmental policies and regulations, and the housing and fire prevention codes and related ordinances in determining the appropriate disposition of cases
· prepare automated and manual records and reports on inspectional programs, special inspections, and other related activities
· Prepare ad hoc reports using the department’s MS Access inspections database
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/21.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
Certification of successful completion of the United States Department of Housing and Urban Development’s Housing Quality Standards (HQS) training.
AND
GENERAL EXPERIENCE:
Three years of field inspectional experience which has included one year of inspecting houses and other residential buildings for conformance with housing and fire codes.
AND
SPECIFIC EXPERIENCE:
Two years of experience as a Housing and Fire Inspector 2 with responsibility for
performing Housing Quality Standards inspections of federally assisted residential properties.
Any combination of education and experience determined to be acceptable by Office of Human Resources, which has included the specific experience and the certificate course.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Housing and Fire Inspection Supervisor, if required by work assignment.
Successful completion of a Continuum of Care (CoC) training during tenure of employment as a Housing and Fire Inspection Supervisor is required.
