FIELD REPRESENTATIVE SUPERVISOR
GENERAL DEFINITION
This is supervisory work with responsibility for assigning and reviewing the work of a
group of field employees engaged in investigating complaints pertaining to water and sewer
service. Contact with the general public and supervisory elements are significant aspects of the
work. Employees interpret city codes and regulations to field employees and complainants, and
advise them on the services available from the Water and other city departments. Work is
performed under the supervision of an administrative and technical superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives reports of complaints and requests for inspections, sorts according to district
and priority, distributes to field employees; contacts employees by radio through municipal
operator to assign priority complaints; reassigns employees as work load requires; reviews
timesheets and reports of actions taken for quantity and quality of work performed; meets field
employees at work site to assist in difficult inspections and to spot check work.
- Reviews plumbers invoices for proper costs of labor and materials, unusual charges and
accurate arithmetic; inspects plumbers' work on City funded projects for quality of workman-
ship, materials and timeliness.
- Makes special field inspections and investigations; meets with neighborhood groups to
explain plumbing and drainage codes and their relation to homeowners' liability for nuisance
abatement problems; testifies as expert witness in compliance and tax cases concerning water
or sewer service matters.
- Orients and instructs new employees in field investigation procedures, use of tools and
water service techniques; holds office conferences with employees requiring instruction in
established, special or new techniques.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- codes, regulations and ordinances pertaining to water and sewer service.
- public relations techniques necessary in providing service to the general public.
- field investigatory techniques.
- legal procedures as related to the enforcement of codes, ordinances and regulations
pertaining to water and sewer service.
- the procedures utilized in water billing and of the sources of information available to
answer questions pertaining to the installation and repair of industrial and domestic water
and sewer service connections.
ABILITY TO:
- supervise a group of field personnel engaged in investigating water and sewer service
complaints.
- use tact, diplomacy and judgment in dealing with the general public.
- maintain records and prepare a variety of reports.
- prepare and deliver talks to diversified groups and to present clear and accurate testimony
in court.
- establish and maintain effective working relationships with the general public, officials,
and associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 1/87.)
- Education equivalent to completion of the twelfth school grade.
- Three years of experience in field investigation or inspection work involving a substantial
degree of public contact, including one year investigating complaints pertaining to water or
sewer services.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the
Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a
Field Representative Supervisor.
